Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and
interested persons to speak on matters whether or not scheduled on that day's agenda. Individuals wishing to speak on a matter
not included on the "Public Hearing" section of the agenda, which matter pertains to an item before the City Commission which
requires a decision of the City Commission, may do so by signing in and submitting a form to that effect with the City Clerk prior

SUBJECT: CRA Executive Director Administrative Report
1. CRA INITIATIVES / ECONOMIC DEVELOPMENT / GRANTS
• Dania Beach Art Week Program: The CRA will support the Dania Beach Art Week
Program, scheduled for September 27 through October 3, 2026, by assisting with
marketing and communications efforts, including promotion through Dania Press and the
City’s social media platforms. The program will highlight Dania Beach’s growing arts
and culture district and feature participation from local galleries and creative spaces,
including Comfort for Chaos, The Creative Workshop, The Collective at Dania Beach, C
Gallery, Gasper Arts, MAD Arts, Lux Neon Art Gallery, and Bitton Art Gallery.
• Dania Beach Self-Care Week: The CRA will promote Dania Beach Self-Care Week,
scheduled for August 1–8, 2026, to highlight and support downtown businesses in the
health, wellness, beauty, and personal care sectors, including salons, barber shops, spas,
gyms, medical professionals, and providers of wellness-related products, services, foods,
and beverages. Participating businesses and their special offers will be featured on the
Dania Beach CRA website, promoted through CRA and City social media channels,
shared with mainstream media, and marketed to residents and visitors through the Dania
Beach Press. Each participating business will also receive a temporary window decal to
display at their storefront during the program.
• July CRA Merchant Newsletter: The CRA team developed and distributed the July
CRA Merchant Newsletter as a comprehensive communication tool to support, inform,
and engage local businesses. The newsletter included features on the upcoming 250th
Birthday of the United States, opportunities for local restaurants to participate in Dine
Out Lauderdale hosted by Visit Lauderdale, and business promotion opportunities related
to the FIFA World Cup.
• New wayfinding signage has been installed throughout City Center to better assist
residents and visitors in locating City Hall and the public parking garage. Signage has
been placed along Federal Highway, Dania Beach Boulevard, SW/NW 1st Avenue, NW
4th Avenue, and Stirling Road. These improvements are intended to enhance navigation,
increase awareness of the public parking garage, and help alleviate parking demand
currently experienced along NW 1st Avenue.
• Fort Lauderdale Fashion Week Partnership: Met with Florentina West, owner of Fort
Lauderdale Fashion Week LLC, to discuss opportunities to continue building Dania
Beach as a destination for arts, culture, fashion, and creative events. Fort Lauderdale
Fashion Week is hosted annually in Broward County and was held in Dania Beach last
year. The CRA is currently working with Ms. West to identify a potential Dania Beach
location for next year’s event. In the interim, efforts are underway to build momentum
through a summer activation scheduled for August 1, 2026, at the 101 Dania Beach
rooftop. Additional information will be provided once details are finalized.

Local government is the closest to the people and one that has direct impact on
the daily lives of residents and businesses. Every year, Dania Beach officials join
the community for CORE (Community Outreach Resident Engagement)
Conversations, designed to enhance communications and foster community
connections for valuable input. Next meeting is Thursday, July 9th at 6pm
located at Frost Park Community Center, located at 300 NE 3rd Street.

Executive Director Sosa-Cruz commented that the hiring of a CRA Executive Director has been
placed on hold given the homestead exemption elimination. For the next year, he will be
covering the position.

Board member Lewellen made a motion to approve the consent agenda. The motion was
seconded by Commissioner Rimoli which carried unanimously on voice vote.

SUBJECT: Rebuilding Together Two Extensions for the Home Beautification and the Safe At
Home Agreements
Request:
The Executive Director is seeking to approve two extensions of the agreements with Rebuilding
Together Broward County, Inc., a Florida not-for-profit corporation, relating to providing
services under the “At Home Dania Beach Residential Beautification Program” and the “Safe at
Home Program.”
Background:
On October 3, 2024, the CRA issued a Request for Proposal (RFP No. CRA-24-026), seeking
proposals for providing services for the Dania Beach CRA’s Home Beautification program.
There was only one qualified response to the RFP. Rebuilding Together Broward County, Inc.,
was awarded the contract: one for the “At Home Dania Beach Residential Beautification”
program. Subsequently, the City also signed a contract with Rebuilding Together to implement
the “Safe at Home” Program. Each program has been extended once: the Safe at Home
Agreement was extended (First Extension) on March 17, 2026, through September 30, 2026; and
“At Home Dania Beach Residential Beautification Program Agreement with Contractor was
extended (First Extension) on March 18, 2026, through December 8, 2026. The At Home Dania
Beach Residential Beautification Program is funded for $120,000 for approximately 40 homes
and the Safe at Home Program is funded for $50,000 for approximately 50 homes. Both
programs have been very successful and have provided needed repairs and beautification of
homes within the CRA.
The City is now seeking to extend each contract (Second Extensions) through September 30,
2027, to be consistent with the CRA’s fiscal year, and to ensure the program funding for the
entirety of the 2026–2027 funding year, without having to come back to the CRA, mid-year to
approve a contract extension under the Beautification Program.
Budgetary Impact
These two second extension agreements would be effective for the 2026-2027 fiscal year, at a
cost of $120,000 for the beautification program and $50,000 for the Safe at Home program,
payable to Rebuilding Together Broward County, Inc. Both programs are budgeted in the CRA
adopted budget.
Recommendation
Approve the two contract extensions for Rebuilding Together Broward County, Inc.
RESOLUTION NO. 2026-CRA-
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE DANIA
BEACH COMMUNITY REDEVELOPMENT AGENCY (“CRA”), OF THE
CITY OF DANIA BEACH FLORIDA, AUTHORIZING THE PROPER CRA
OFFICIALS TO EXECUTE THE SECOND EXTENSION AGREEMENT
WITH REBUILDING TOGETHER BROWARD COUNTY, INC., A
FLORIDA NOT FOR PROFIT CORPORATION, RELATING TO
PROVIDING SERVICES IN CONNECTION WITH THE “AT HOME DANIA
BEACH RESIDENTIAL BEAUTIFICATION PROGRAM” IN AN AMOUNT
TO EXCEED ONE HUNDRED TWENTY THOUSAND DOLLARS
($120,000), AND THE “SAFE AT HOME PROGRAM” IN AN AMOUNT
NOT TO EXCEED FIFTY THOUSAND DOLLARS ($50,000.00);
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.

3, 2024 and closed on November 4, 2024, seeking proposals for providing services for the Dania
Beach CRA’s Home Beautification Program; and
, the purchasing department determined that the proposal from Rebuilding
Together Broward County, Inc. to provide services for the Dania Beach CRA’s “Home
Beautification” program was the only qualified responses to the RFP; and
Rebuilding Together Broward County, Inc., was awarded the “At Home
Dania Beach Residential Beautification” program; and
thereafter, the CRA decided to fund the “Safe at Home Program” for
services that exceed the Beautification program, and that ensure certain “safety” concerns in
home.
the “Safe at Home” Program agreement with Rebuilding Together South
Florida, Inc., was approved for funding, and was extended (First Extension) on March 17, 2026
through September 30, 2026; and
the City seeks to extend the Safe at Home Agreement with Contractor for
an additional year (Second Extension), starting October 1, 2026 and ending September 30th,
2027, for approximately 50 homes, at a total cost of $50,000.00, which second extension is
attached hereto and incorporated by reference as Exhibit A; and
on March 18, 2026, the “At Home Dania Beach Residential Beautification
Program Agreement with Contractor was extended (First Extension) through December 8, 2026;

and WHEREAS, the City seeks to extend (Second Extension) the At Home Dania Beach
agreement with Contractor through September 30, 2027, for approximately 40 homes at a total
cost of $120,000.00 (so that both program agreements can travel under the same extension
periods), which second extension is attached hereto and incorporated by reference as Exhibit B;
and
WHEREAS, the Administration is seeking to make the agreements consistent with the
fiscal year, so that the City can budget for the entire fiscal year; and
WHEREAS, the Executive Director of the Community Redevelopment Agency
recommends approval of the two Second Extension Agreements with Rebuilding Together
Broward County Inc.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF DANIA
BEACH, FLORIDA:
Section 1. That the foregoing “Whereas” clauses are ratified and confirmed to be true
and correct and they are made a part of and are incorporated into this Resolution be reference.
Section 2. That the proper CRA officials are authorized to execute the two Second
Extension Agreements, which are respectively attached as Exhibit “A” and Exhibit “B”, and
made a part of and incorporated into this Resolution.
Section 3. That the funding for consulting services is planned and appropriated in the
Fiscal Year 2026-2027 Community Redevelopment Agency Fund Professional Services
Redevelopment Initiatives Account 106-52-02-552-31-42.
Section 4. That the CRA Executive Director and the CRA Attorney are authorized to
make minor revisions to the Agreement as are deemed necessary and proper for the best interest
of the CRA.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall be effective 10 days after passage.

SECOND EXTENSION AGREEMENT OF THE SAFE AT HOME CONTRACTOR
AGREEMENT BETWEEN THE CITY OF DANIA BEACH, FLORIDA AND
REBUILDING TOGETHER BROWARD COUNTY, INC.
This is a Second Extension Agreement (“Agreement”) dated _________, between the City of
Dania Beach, Florida, a Florida municipal corporation (“City”), located at 100 West Dania Beach
Boulevard, Dania Beach, FL 33004, and Rebuilding Together Broward County, Inc., a Florida not
for profit corporation (“Contractor) located at 901 NE 13th Street, Ft. Lauderdale, Florida 33004,
to perform minor exterior home improvements, safety upgrades, for approximately fifty (50)
properties in the City of Dania Beach, within the CRA, in connection with the CRA’s “Safe At
Home Dania Beach Residential Program” (“Program”).
In consideration of the mutual covenants, terms and conditions and other good and valuable
consideration, the adequacy and receipt of which are acknowledged and agreed upon, the parties
agree to the following:
1. The underlying Agreement and first extension, is attached as Exhibit A, and
incorporated by this reference into the Extension agreement, and authorizes an
extension of services for one additional year, for $50,000.00, to provide services to
approximately 50 residential properties under the City’s Program.
2. This Agreement is effective October 1, 2026 and expires on September 30, 2027.

first written above.

There are three championship games scheduled at Miami Gardens ’ Hard Rock
Stadium on July 3rd, 11th, and 18th. Position your business to welcome fans.
Dania Beach Self-Care Week August 1—8
Many businesses already have signed up to offer promotional specials during
Dania Beach Self-Care Week and will be highlighted in the July issue of the
Dania Beach Press. If you own a salon, barber shop, spa, gym, health or
wellness business, please reach out to the CRA to participate. Get noticed for
back-to-school/work, wellness/health, and grooming needs. (Form on back).
Deck the Halls...in July
Check your existing stock of holiday items for dated,
broken lights and fixtures and put your orders in for
new holiday décor for your business. Many
suppliers restock fresh shipments of lights, figurines,
large commercial holiday wreaths and bows,
menorahs, and various cultural items for end of year
celebrations during the summer months. This year, the CRA will distribute
holiday wreaths for a coordinated festive look for our downtown business
corridors and encourage shopping centers to light up their parking lots with
special décor for an exciting walkable downtown shopping and dining
experience for the holidays.

August 20, enacted by Florida HB
7031E to be more consistent with
the start of the school year. In
addition, certain items commonly
used in hunting, fishing and
camping will be exempt from sales
taxes from September 1—
December 31.
