A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS
FROM VARIOUS CITY DEPARTMENTS FOR TEMPORARY PERSONNEL
SERVICES TO BE OBTAINED FROM A POOL OF VENDORS IN
ACCORDANCE WITH REQUEST FOR PROPOSALS (“RFP”) NO. 24-017;
AUTHORIZING ALL PURCHASES BE MADE FOR FIRST OF TWO, TWO-
YEAR RENEWAL PERIODS, WITHIN THE RESPECTIVE DEPARTMENTS
APPROVED DEPARTMENTAL BUDGET APPROPRIATIONS; AND
AUTHORIZING EXPENDITURES IN EXCESS OF THE CITY’S ANNUAL
PURCHASING THRESHOLD OF FIFTY THOUSAND DOLLARS
($50,000.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
“Monetary thresholds for certain purchases and payment disbursement authorizations”,
Subsection (a), sets the monetary threshold or limitation at Fifty Thousand Dollars ($50,000.00)
for a vendor each fiscal year; and
WHEREAS, the City Manager has determined that certain unplanned and unforeseen
instances may arise throughout the fiscal year which warrant the use of various temporary
personnel services by City Departments; and
WHEREAS, on June 20, 2024, the City issued RFP No. 24-017 entitled Temporary
Employment Services, for the solicitation of temporary personnel services and on July 11, 2024,
the Commission approved agreements for the eight (8) entities that responded to the RFP,
however due to insurance issues with one firm, only seven firms were utilized; and
WHEREAS, the employment agency agreements with the following seven (7) companies
are extended for the first of two, two-year renewal periods. It was determined that not every
employment agency provides all positions which may be required by the City and therefore, it is
necessary to obtain services from multiple agencies and the Evaluation Committee recommends
establishing a pool of the following vendors for use:
• Waterfield Florida Staffing LLC
• Alpha1 Staffing
• CDS Resources, LLC
• HCT Certified Accountants and Consultants LLC
• LanceSoft Inc.

• ZenTech Consulting
• A & Associates, Inc.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above “Whereas” clauses are approved, made a part of and
incorporated into this Resolution by this reference.
Section 2. That the City Commission authorizes the first of two, 2-year renewal
periods for the procurement of temporary personnel services from the selected employment
agencies solicited via RFP No. 24-017, in an amount that may exceed the annual vendor threshold
of Fifty Thousand Dollars ($50,000.00) for each year that the Agreements are in place.
Section 3. That all Department purchases from any temporary personnel vendor shall
be within the respective Departments approved annual budget appropriations.
Section 4. That the proper City officials are authorized to execute Agreements with
the various temporary employment services vendors to provide temporary employment services to
individual City Departments as the needs arise, which Agreement template is attached as Exhibit
“A” and made a part of this Resolution by this reference.
Section 5. That the City Manager and City Attorney are authorized to make minor
revisions to the related documents which are deemed necessary and proper and in the best interest
of the City.
Section 6. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 7. That this Resolution shall become effective 10 days after adoption.

FIRST RENEWAL OF AGREEMENT BETWEEN THE CITY OF DANIA
BEACH, FLORIDA AND _________________________________ FOR
TEMPORARY STAFFING NEEDS AS DESCRIBED IN THE CITY’S
REQUEST FOR PROPOSALS (“RFP”) NO. 24-017, ENTITLED
“TEMPORARY EMPLOYMENT SERVICES”.
This is a First Renewal of the Agreement (“Agreement”) dated ____________________,
2026, between the City of Dania Beach, Florida, a Florida municipal corporation (“City”), with
its principal place of business located at 100 West Dania Beach Boulevard, Dania Beach, Florida
33004 and __________________________ (the “Contractor”), a Florida corporation with an
address of ____________________________________________.
In consideration of the mutual covenants, terms and conditions contained in this First
Renewal Agreement, and other good and valuable consideration, the adequacy and receipt of
which are acknowledged and agreed upon, the parties agree to the following:
1. The Agreement existing between the Contractor and the City of Dania Beach, is dated
__________. This is the first of two, two year renewals, with the First Renewal to start on
_______________ and end on __________________. A copy of the Agreement is attached as
composite Exhibit “A”, and made a part of and are incorporated into this Renewal by this
reference), shall be considered as part of this Renewal between the City and the Contractor.
2. That in all other respects, the terms of the Agreement apply to this First Renewal.
