HomeMy WebLinkAboutR-2026-089 Insurance Benefits Renewal for FY 2026-27RESOLUTION NO. 2026-089 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AND ACCEPT THE AGREEMENT FOR HEALTH, DENTAL, VISION, LIFE INSURANCE AND OTHER EMPLOYEE BENEFITS FOR THE 2026/2027 PLAN YEAR; ACCEPTING A ZERO PERCENT (0%) ADDITIONAL COST RENEWAL PROPOSAL FROM THE FLORIDA MUNICIPAL INSURANCE TRUST (FMIT) FOR MEDICAL INSURANCE; AUTHORIZING A CARRIER CHANGE FROM CIGNA TO METLIFE FOR DENTAL INSURANCE; AUTHORIZING RENEWAL WITH EYEMED FOR VISION INSURANCE; AUTHORIZING CONTINUATION OF THE CITY’S OPT-OUT INCENTIVE; INCREASING THE CITY’S HSA CONTRIBUTION TO ALIGN WITH THE 2026 IRS HDHP MINIMUMS; PROVIDING FOR CONFLICTS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach obtained the services of the Gehring Group as a Broker of Record to secure coverage for the City’s group health, dental, vision, life insurance, and other employee benefits; and WHEREAS, based on the renewals received and the recent Requests for Proposal (RFP) that the Gehring Group released for Medical and Dental Insurance, the City Administration has reviewed and analyzed the proposals and recommends that the City accept a zero percent (0%) additional cost proposal for medical insurance renewal from the Florida Municipal Insurance Trust (FMIT) for the 2026/2027 plan year and transition dental coverage from Cigna to MetLife; and WHEREAS, based on the City’s Collective Bargaining Agreement (“CBA”), the cost sharing for medical insurance premiums will remain sixteen percent (16%) employee/eighty-four percent (84%) City for active employees, and one-third (1/3) employee/two-thirds (2/3) City for non-Medicare-eligible retirees; and WHEREAS, based on current employee and non-Medicare eligible retiree census data, the City’s estimated annual medical plan premium cost for the 2026/2027 plan year is Three Million Six Hundred Forty-Six Thousand One Hundred Sixty-Nine Dollars and Eighty-Eight Cents ($3,646,169.88), unchanged from the 2025/2026 plan year, and the City’s annual share is estimated to be Two Million Nine Hundred Forty-Seven Thousand Three Hundred Seventy-Eight Dollars and Twenty-One Cents ($2,947,378.21). 2 RESOLUTION #2026-089 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above “Whereas” clauses are ratified and confirmed as being true and correct, and they are made a part of and incorporated into this Resolution. Section 2. That the proper City officials are authorized to execute appropriate documents to accept the renewal proposal of the Florida Municipal Insurance Trust (FMIT) on behalf of the City to provide medical insurance to City employees and their dependents at a 0% increase in the renewal cost proposal for the 2026/2027 plan year, with monthly composite rates as follows: Traditional Health Plan (FMIT 004) Current FY 25/26 Proposed FY 26/27 Employee Only $869.70 $869.70 Employee + 1 $1,714.91 $1,714.91 Family $2,631.58 $2,631.58 Plan (FMIT 005) Employee Only $785.79 $785.79 Employee + 1 $1,549.44 $1,549.44 Family $2,377.67 $2,377.67 Section 3. That the proper City officials are authorized to execute appropriate documents to accept the proposal of MetLife on behalf of the City to provide dental insurance to City employees and their dependents for the 2026/2027 plan year, replacing the City’s incumbent Cigna dental program, with a 1-year rate guarantee and an additional 2-year rate cap of 7% each year through September 30, 2029, and monthly composite rates as follows: Dental Plan – Full Premium/Monthly Current FY 25/26 (Cigna) Proposed FY 26/27 (MetLife) Employee Only $32.77 $34.64 Employee + Spouse $77.82 $82.24 Employee + Child(ren) $80.60 $85.18 Family $111.96 $118.30 3 RESOLUTION #2026-089 Section 4. That the proper City officials are authorized to execute appropriate documents to accept the renewal of EyeMed on behalf of the City to provide vision insurance to City employees and their dependents at the current rates (0% increase) for the 2026/2027 plan year. Section 5. That, for those employees who elect the High-Deductible Health Plan, the City will provide Eight Hundred Fifty Dollars ($850.00) for an individual and One Thousand Seven Hundred Dollars ($1,700.00) for a family to a Health Savings Account, consistent with the 2026 IRS qualified HDHP minimum deductible. Section 6. That the City will continue to provide an annual incentive of Four Thousand Seven Hundred Sixty Dollars ($4,760.00) to employees who choose to opt out of the City’s medical insurance program, subject to the City’s established eligibility requirements. Section 7. That the proper City officials are authorized to execute appropriate documents to continue all other coverages currently in active rate guarantees, including Basic Life/AD&D (New York Life), Short-Term Disability (Maxon Companies), Long-Term Disability (New York Life), FSA (Ameriflex), EAP (Managed Care Concepts), FMLA & Absence Management (Work & Well), ID Theft (IDX), and BeyondMed, at no change in premium for the 2026/2027 plan year. Section 8. That funding for the cost of the City’s health insurance program package is planned and shall be charged to the individual departmental City budget(s), as appropriate. Section 9. That the City Commission authorizes the City to exceed the annual vendor threshold of Fifty Thousand Dollars ($50,000.00) for the aforementioned vendors during the 2026/2027 plan year. Section 10. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 11.
