A Primary street MUST be treated as a front with a minimum of 70% of the frontage containing a facade within the required setbacks. The Code also requires that parking is accessed off the rear or an alley If this district seeks activation of these facades with non-back of house or parking areas, there are significant challenges. Even if you change the zoning for primary frontages, it won’t solve the design problem for 1st Ave. In this district, if height is limited to current zoning, 1st Ave should be promoted as an alley and back of house frontage rather than one that is intended to promote pedestrian activity.
