FOR ADDITIONAL ENGINEERING SERVICES ASSOCIATED WITH THE SOUTHEAST DRAINAGE IMPROVEMENT PROJECT – PHASE I, IN AN AMOUNT NOT TO EXCEED NINE THOUSAND TWO HUNDRED EIGHTY-ONE DOLLARS AND SEVENTY-FIVE CENTS ($9,281.75); PROVIDING FOR A FUNDING APPROPRIATION; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach is currently implementing the Southeast Drainage Improvement Project – Phase I; and WHEREAS, during final coordination with Florida Power & Light (FPL), the electrical service configuration for the project pump stations was modified from the originally anticipated transformer arrangement, requiring revisions to the electrical design documents; and WHEREAS, WSP USA, Inc., the Engineer of Record for the project, submitted a proposal to provide the engineering services necessary to update the electrical plans, calculations, and related technical documentation associated with the revised transformer configuration and location; and WHEREAS, the proposed Third Amendment includes technical coordination services and electrical design modifications necessary to maintain consistency with FPL’s final service requirements; and WHEREAS, the Public Services Department recommends approval of the Third Amendment with WSP USA, Inc. in the amount of Nine Thousand Two Hundred Eighty-One Dollars and Seventy-Five Cents ($9,281.75). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above “Whereas” clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. The City Commission hereby authorizes the proper City officials to execute the Third Amendment with WSP USA, Inc. for additional engineering services associated with the Southeast Drainage Improvement Project – Phase I, in an amount not to exceed Nine Thousand Two Hundred Eighty-One Dollars and Seventy-Five Cents ($9,281.75), which Amendment is attached hereto as Exhibit “A”. 2 RESOLUTION #2026-104 Section 3. That funding will be appropriated within Stormwater Account No. 403-38- 01-538-31-10, and will increase the existing Purchase Order by $9,281.75. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be effective 10 days after passage. The original Agreement dated May 13, 2021, is made a part of and is incorporated into this Amendment by this reference. In consideration of the mutual covenants, terms and conditions contained in the Amendment, and other good and valuable consideration, the adequacy and receipt of which are acknowledged and agreed upon, the parties agree as follows: 1.The Parties acknowledge and agree upon the changes in Scope as shown in the attached “Scope and Fee Proposal Amendment” which incorporated by this reference and Attached to this amendment as Exhibit “A”. 2.That in all other respects, the Agreement, and all Exhibits to it, are ratified and reaffirmed, and remains in full force and effect. (WSP) provide design support during construction for Phase 1 modifications associated with Florida Power & Light (FPL) changes to the transformer configuration and location serving the pump stations. These changes require revisions to the electrical design documents to remain consistent with FPL’s final service conditions. This proposal incorporates the electrical modification services described in the attached subcontractor proposal from Premiere Design Solutions, Inc. (PDS), including updates to electrical plans and calculations to accommodate a pole-mounted transformer (300 kVA) and revised available fault current. In addition, WSP will provide technical coordination support by Luis Soto to coordinate with PDS, the City, FPL, and the contractor during the modification effort. SCOPE OF SERVICES Based on our understanding of the issue, please find below a description of the proposed scope of work associated with this Phase 1 Amendment for modifications to the transformer location and related electrical design updates. Task 1 – Technical Coordination (WSP – Luis Soto) WSP will provide technical coordination led by Luis Soto to support implementation of the transformer location modification. Coordination activities include meetings and technical communications with PDS, the City, FPL, and the contractor; review of proposed electrical approach and interfaces with other disciplines; and tracking/closure of electrical-related RFIs and field coordination items associated with the change. Task 2 – Electrical Design Modifications (Subconsultant – PDS) PDS will update electrical plans and calculations to accommodate FPL’s final transformer configuration and service conditions, including a pole-mounted transformer (300 kVA) and WSP USA Suite F 7255 Corporate Center Drive Miami, FL 33126 Tel.: +1 305 514-3100 Fax: +1 305 261-5735 revised available fault current. PDS scope includes (as described in the attached proposal): coordination with the City, contractor, and FPL; review and update of short-circuit calculations; evaluation of impacts to breaker AIC ratings and equipment SSCCR; revisions to the single line diagram, panel schedules, equipment callouts, and applicable details (including trenching and service connection details); review of updated shop drawings; internal QA/QC; and delivery of revised signed and sealed electrical drawings and calculations. PDS will assist as needed with permit modification support. Deliverables Revised electrical drawings and calculations (signed and sealed by the electrical EOR) reflecting the final transformer location/configuration and updated service conditions. COMPENSATION WSP will perform the work as specified in this scope of services for a total lump sum fee of $9,281.75. A breakdown is provided below. (PDS) is pleased to submit this proposal for the above referenced project to WSP USA (WSP), Inc. (Client), to provide Professional Engineering Support Services for this project in the City of Dania Beach, located in Broward County (County), Florida. It is our understanding that the contractor has proposed some changes due to the change from FPL in the type of transformer. Initial coordination with FPL resulted in pad mounted transformers located next to the proposed pump station platform. However, during final testing, FPL changed the transformer from pad mounted to pole mounted on the other side of the street from the proposed platforms. This would require modifications on the plans to be consistent with the final FPL design. This will generate additional engineering effort, not included in the original scope of work. PDS will be responsible for the Electrical Design only for the proposed Pump changes and modifications. No other modifications are included. SCOPE OF SERVICES In order to meet the Client’s need for this project, PDS will need to complete the following tasks to develop the PDS assigned tasks described above: Task 6: FPL Transformer Change This task should be an additional task added to our previously approved scope of work, and is to make the necessary electrical design and calculations modifications, to accommodate the new pole mounted transformer at the location and with the capacity as per the final design of FPL. The work includes to update the latest version of electrical plans and calculations to incorporate the service conditions provided by FPL, including the new pole mounted transformer rated 300 kVA and the newly revised available short-circuit current.
