Presentations and Special Event Approvals 3.1 Special Event request from St. Ruth Missionary Baptist Church to host a "Drive in" service to celebrate the Pastor's anniversary to be held on September 20, 2020 in the parking lot at 145 NW 5th Avenue from 10:00 a.m. - 12:00 p.m. (Community Development) Mayor Lewellen noted she received an email to change the address of the event. City Manager Garcia commented the address was changed and she would confirm with Community Development. Commissioner James motioned to Missionary Baptist Church Drive in motion carried unanimously. 4. Proclamations approve the Special Event request for St. Ruth service; seconded by Commissioner Harris. The 4.1 Hispanic Heritage Month - Mayor Lewellen Mayor Lewellen read the proclamation for Hispanic Heritage Month. 5. Citizen Comments There were no comments at this meeting. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, reported on traffic enforcement efforts and recent criminal activity in the City. He addressed neighborhood events and assistance the department is involved in. Captain Sergio Pellecer, BSO District Fire Chief, gave an update on his department efforts with nursing homes and group homes, as well as an upgrade to departmental radios. 7. Public Hearings and Site Plans City Attorney Ansbro noted this announcement is for tonight's Budget Hearing for the City of Dania Beach, Florida for Fiscal Year 2020-2021. City Attorney Ansbro announced: The proposed OPERATING MUNICIPAL MILLAGE will be 5.9998 MILLS, which reflects no change from the City's current fiscal year millage rate. This operating millage rate represents a 2.02% increase over the rolled back rate of 5.8808 MILLS as computed in accordance with the provisions of Section 200.065(1), Florida Statutes. The voter -approved debt service millage rate is 0.1620 mills in accordance with the provisions of law pursuant to Chapter 200, Florida Statutes. The City's aggregate millage rate is 6.1618 Mills (5.9998 Mills for operating and 0.1620 Mills for debt service). (Finance) City Attorney Ansbro read the title of Resolution #2020-102. Minutes of Virtual Regular Meeting 5 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Mayor Lewellen opened the Public Hearing. Luis Rimoli, 902 Natures Cove Road, spoke of the petition against using City taxpayer funds for only those who live in the CRA District that he submitted via email and that was provided earlier to the Commission. A copy of the petition is attached to and incorporated into these minutes. He noted the signatories' point is that the $250,000 is City money that would be used exclusively in the CRA. Seeing as there was no one else to speak in favor or opposition, Mayor Lewellen closed the Public Hearing. Commissioner James addressed Mr. Rimoli's comments and reviewed how the CRA was established and the funding provided to it. She gave the demographics of the CRA district and noted when she was speaking of the funding, it was from funding already approved and not additional funding. She added some Commissioners have not brought forward programs like this as they could have, and she supports a citywide program that would mirror the CRA's program. She proposed the following budget items be reduced in order to re -allocate funding for a citywide rental assistance program: the P.A.L program, construction development project, Vintage Motorcycle Show, holiday lighting, Administrative Coordinator position, and Commission contingency. She also clarified the issue of the $500,000 set aside pending the FEMA grant. Vice -Mayor Odman noted everyone is looking for solutions to the same problem; we have been offered a good solution that would address residents' concerns. They want us to prioritize money for the City, not just the CRA. The same problem exists citywide; additionally, this will not be something for only right now, but will be ongoing. Everyone can get the assistance needed. The important part is that we get to a place where we can help all the residents. She is supportive of Commissioner James' proposal. Commissioner Brandimarte agreed with helping everybody now. Frank DiPaolo, Director of Finance, confirmed that to do a mirror program, we would have to cut other items out of the budget. Mayor Lewellen is concerned this request that we take $250,000 from our current budget to put to another program is at the l ltn hour. She felt we should take the reallocated current $250,000 to use citywide rather than just for the CRA. Finance Director DiPaolo stated the budget could be amended. His concern is that the program is $250,000, but Commissioner James' cuts do not total $250,000 so he does not know where the additional funds would come from. Mayor Lewellen questioned whether funding would have to be more for the rest of the City, if the program is mirrored, as the CRA is only 30% of the population. Minutes of Virtual Regular Meeting 6 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Finance Director DiPaolo said he would imagine there be more allocation since there are more residents outside the CRA. Mayor Lewellen commented the CRA is part of the City. Everyone would be able to apply for the money, and no one would be excluded. She agreed a rental assistance program is a good idea, but it needs to be citywide and it is likely the need for assistance will be going on for a while. For now, when you want two separate programs, you create division. We should start out citywide. City Manager Garcia said we should celebrate that for the past two years, we have been able to save $2 million. We have been very aggressive with getting the FEMA dollars. At the budget workshops, the $500,000 set aside for the Commission was intended for the Commission to work together to apply it. We will make sacrifices and cut where the Commission tells us and make things work based on their directive. Mayor Lewellen noted other cities that have rental assistance programs gave it to their entire city, even those with CRAs. It is untrue that she does not want a program; she asked the program be delayed because a decision by the County on the CARES Act funding had not been made. She did not want to jeopardize the County money with having our own program. We did not know what was going to happen; it was a matter of making sure that we were doing it right. That amount of money is from the reserves and should be used for a citywide program. To ask the City to cut more money out of the budget to do this is terrible; we are asking taxpayers to pay for something that could be done now from money already allocated. Commissioner James addressed Mayor Lewellen's comments and various budget items. We are still one City; she put her solution on the table and she wants to move forward. She would not be taking away funding from public services, parks, the beach or any initiatives. She is suggesting funding be cut back from efforts not affecting safety or residents. Commissioner Harris noted the program should be citywide; the needs of the many outweigh the needs of the few. We have not discussed the clear-cut criteria of dispensing the money; we should have a workshop for this. We should come up with criteria before we do anything else. Finance Director DiPaolo responded to the budget requests; it looks like we would have to add money to it. The additional $111,000 that is not in the budget would come out of reserves. Commissioner James asked how much the funding allocation was for the 25% match. Finance Director DiPaolo said $666,000. Commissioner James asked what happened to that money. Finance Director DiPaolo explained the appropriated funds balance was removed from the budget because it was not needed anymore. He addressed what allocations were made from the budget workshop; funding would be appropriated by the Commission. There would need to be an amendment to add another $111,000 in the budget. Minutes of Virtual Regular Meeting 7 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Commissioner James said we had those monies from the 25% match. Finance Director DiPaolo noted staff only put back in the budget what was approved at the Commission workshops. Commissioner James said she wants to re -allocate the money back into the budget. Mayor Lewellen asked Vice -Mayor Odman if she would she be willing to cut her program initiative for Art in Public Places in order to fund this program. Vice -Mayor Odman responded yes. City Manager Garcia noted we have already received our first allocation from our Art in Public Places Program, and if Vice -Mayor Odman was okay with using future revenue from it for her initiative, her allocation would be used to support citywide rental assistance. Vice -Mayor Odman agreed to take the money from her project; it will come from Art in Public Places, eventually. All of us want to help Dania Beach; some want to do it one way, others want to do it another. She asked City Manager Garcia to figure out the money coming into the art program, and her allocation should be used to fund the citywide program. The assistance needs to be tied to COVID. When the money comes in from Art in Public Places, she will request it at that time. Discussion ensued regarding identifying budget items to cut. Finance Director DiPaolo explained the Admin position is $46,500 at mid -year and you would be pulling the rest from contingency. He recommended pulling the position for the year, $100,000 from Art in Public Places, $25,000 holiday lights reduction, defer PAL Program, and $19,500 from the Motor Cycle Show, which equals $221,000. To keep it simple, he recommends eliminating the whole Admin position and putting any extra back toward City Commission contingency; the total would then be $267,500. This would provide $250,000 for the rest of the City for the rental assistance program. Mayor Lewellen said she does not support it because it is not enough money for 70% of the population; she is trying to bring people together. She will let it go and move on. We are talking about mirroring the program and this does not do so. Vice -Mayor Odman commented we created something for the City and the CRA. Commissioner James noted her motion is to mirror the policy, not the funding, but to have the same program by amending the budget so that it is a mirrored policy. Mayor Lewellen said she is asking for a workshop with the City Manager and Finance Director to discuss criteria on how this will impact everyone. Minutes of Virtual Regular Meeting 8 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Commissioner James motioned to adopt Resolution #2020-102, as amended with a citywide rental assistance policy that mirrors the CRA's rental assistance program; seconded by Vice -Mayor Odman. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte had no comments. 11.2 Commissioner Harris Minutes of Virtual Regular Meeting 10 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Vice -Mayor Odman Yes Mayor Lewellen Yes Commissioner Harris spoke about the traffic assessment study plan. 11.3 Commissioner James Commissioner James had no comments. 11.4 Vice -Mayor Odman Vice -Mayor Odman had no comments. 11.5 Mayor Lewellen Mayor Lewellen noted only 54% of residents completed the Census and time is running out. She encouraged everyone to complete it as it is very important regarding federal funding. Mayor Lewellen asked if we could undertake some voter education on our social media. City Manager Garcia noted staff would put information out there for the Census and for voting information. 12. Administrative Reports 13.1 City Manager City Manager Garcia reviewed the information included in the agenda packet, and noted we are extending our pier and park hours. Broward County and the Parks & Recreation Department have implemented an initiative to provide snacks for the community. Community Development has construction projects moving forward and funding from Art in Public Places will be forthcoming. She also noted the installation of approved COVID-related items; there is a delay with the bulletproof glass for the Commission Chamber. She thanked Public Services Director Rodriguez for the citywide landscaping efforts. Minutes of Virtual Regular Meeting 11 Dania Beach City Commission Monday, September 14, 2020 — 7:00 p.m. Commissioner James asked when we would be returning to the Commission Chamber. City Manager Garcia responded the bulletproof glass fabrication is taking longer because of custom fitting. We could move forward with the meetings without the bulletproof glass and with partitions, but the vendor wanted to install the glass before the partitions. She felt by next month, we should be able to hold Commission meetings in the Chamber. Mayor Lewellen questioned whether money was already spent on the bulletproof glass; she does not see the need for it.
