2. Moment of Silence and Pledge of Allegiance
Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United
States Flag.
3. Presentations, Special Event Approvals and Final Budget Public Hearings
3.1 FEMA CRS Class 6 - Eleanor Norena, Director of Community Development
Community Development Director Norena gave a PowerPoint presentation, which is attached to
and incorporated into these minutes.
3.2 Presentation on Citywide Speed Hump Improvement Project by Public Utility
Management and Planning Services (PUMPS)
Fred Bloetscher, President of PUMPS, gave a PowerPoint presentation, which is attached to and
incorporated into these minutes.
Commissioner James said she noticed through different parts of the City that the speed humps
are not consistent. She asked who chooses which speed humps get the bollards, and if there are
additional costs associated with the bollards.
Mr. Bloetscher responded there are gross inconsistencies with the speed humps. He addressed
the bollards, noting they cost approximately $100.00 each and they could be included in the bid
specifications.
Vice -Mayor Odman questioned whether there are locations where the bollards could not be used.
Mr. Bloetscher said he would look into it, as there are some streets that are quite narrow; perhaps
the bollards could be located in the grass.
City Attorney Ansbro noted this announcement is for tonight's Final Budget Hearing for the City
of Dania Beach, Florida for Fiscal Year 2020-2021.
City Attorney Ansbro announced:
The OPERATING MUNICIPAL MILLAGE will be 5.9998 MILLS, which reflects no
change from the City's current fiscal year millage rate. This operating millage rate represents a
2.02% increase over the rolled back rate of 5.8808 MILLS as computed in accordance with the
provisions of Section 200.065(1), Florida Statutes.
The voter -approved debt service millage rate is 0.1620 mills in accordance with the
provisions of law pursuant to Chapter 200, Florida Statutes.
The City's aggregate millage rate is 6.1618 Mills (5.9998 Mills for operating and 0.1620
Mills for debt service).
3.3 RESOLUTION NO. 2020-106 PUBLIC HEARING
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE
MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2020-2021 FOR OPERATING
PURPOSES; ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE; PROVIDING FOR
A PUBLIC HEARING WHEN AND WHERE OBJECTIONS MAY BE HEARD AND QUESTIONS
CONCERNING THE SAME WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE. (Finance)
City Attorney Ansbro read the title of Resolution #2020-106.
Commissioner James motioned to adopt Resolution #2020-106; seconded by Commissioner
Harris. The motion carried unanimously.
3.4 RESOLUTION NO. 2020-107 PUBLIC HEARING
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS
REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING ITS
FINAL ANNUAL BUDGET FOR THE FISCAL YEAR 2020-2021; PROVIDING FOR CONFLICTS; FURTHER,

City Attorney Ansbro read the title of Resolution #2020-107.

Thursday, September 24, 2020 — 7:00 p.m.
Commissioner Harris motioned to adopt Resolution #2020-107, as amended; seconded by
Vice -Mayor Odman. The motion carried unanimously.

5. Citizen Comments
There were no comments at this meeting.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported collaborating with Walmart on the
upcoming DEA National Prescription Takeback Day on October 24, from 10:00 a.m. to 2:00
p.m. at the Sheridan Street Walmart. BSO also collaborated on an event with the Miami
Dolphins and Payless Shoes at Hard Rock where 46 residents were sponsored for meal and shoe
vouchers. He noted speed trailers are deployed throughout the City, and the homeless outreach
program is successful and making a positive impact. He is working with the Miami Dolphins
Foundation for a meal giveaway that promotes minority -owned restaurants in the City.
Vice -Mayor Odman questioned the delay in informing the Commission of the recent crime
uptick.
Captain Marks addressed Vice -Mayor Odman's concerns about an uptick in gang activities and
drug houses.
City Manager Garcia noted we are expending all resources on these issues.
Commissioner Harris spoke of our traffic calming initiative and noted Davie has equipment they
have offered to us to use.
Commissioner Brandimarte spoke about the lack of information the Commission receives
regarding criminal activity and BSO's response.
Commissioner James noted many of our residents are scared; this is not going to go away right
now and she expects more results.
City Manager Garcia addressed the Commissioners' concerns.
Captain Sergio Pellecer, BSO District Fire Chief, gave an update on departmental activities; his
crews have done an exceptional job of keeping themselves and the facilities clean in service to
our residents.

Commissioner Harris motioned to adopt the Consent Agenda, with the exception of Item
47.5; seconded by Commissioner James. The motion carried unanimously.
7.5 RESOLUTION #2020-110
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE ADMINISTRATION TO EXECUTE AN AGREEMENT WITH CHRISTMAS
DESIGNERS INC., FOR PROVIDING AND INSTALLING HOLIDAY DECORATIONS, AND TO ACCEPT
CHRISTMAS DESIGNERS' PROPOSAL FOR PROVIDING HOLIDAY DECORATIONS FOR THE 2020
HOLIDAY SEASON, WHICH PROPOSAL EXCEEDS THE ANNUAL VENDOR TOTAL AMOUNT OF
TWENTY FIVE THOUSAND DOLLARS ($25,000.00); AUTHORIZING THE WAIVER OF COMPETITIVE

City Attorney Ansbro read the title of Resolution #2020-110.
Commissioner James said the Commission approved $75,000, but this item includes a $79,000
figure. Also, SE 5th was included in the cost estimate, and she asked why the Commission was
not consulted about the addition of this particular street or changes to the budget.
City Manager Garcia explained the only area she was discussing that was in addition to the quote
was an area east of I-95, between Griffin Road and Federal Highway. The budget was cut from
$100,000 to $75,000, and they are seeking the additional $4,000.

Commissioner James referenced the memo, and questioned how SE 5t' Avenue got there and
who decided it would be included as it was not approved by the Commission.
Fernando Rodriguez, Director of Public Services, explained Southeast 5th Avenue was indirectly
in the memo due to the lights approaching the beach on Dania Beach Boulevard. Mention of it
in the memo was likely a scrivener's error, and he explained the plan for the parks lighting.
Southeast 51h Avenue is not in the plans; it is just an area of location to light up along Dania
Beach Boulevard going east.
Commissioner James would like to keep the amount at $75,000 because the Commission did not
approve more. It is concerning additional funds from the Commission contingency are being
taken for something the Commission did not approve.
City Manager Garcia explained the area from I-95 to Federal Highway was not originally
included. If the Commission is not okay with the additional $4,000, we can remove decorations
from the parks and the pier.
Commissioner James asked which parks would be decorated.
City Manager Garcia responded Frost, CW Thomas and PJ Meli parks, and the arch on the pier.
Vice -Mayor Odman asked how far down Griffin Road it is going.
Public Services Director Rodriguez responded from I-95 to Federal Highway and the opposite
direction to State Road 7.
Vice -Mayor Odman agreed if anything comes out of Commission contingency, the Commission
should know, but she does not have a problem with the extra $4,000 and supports this item.
Commissioner Brandimarte said the lights being discussed would light up the Casino, which is
bright already. Additionally, there are no homes on the north side of Dania Beach Boulevard. It
is a waste of time going past the Casino with lighting since there is a bright sign at the Casino.
Mayor Lewellen commented the intent for these lights would be for drivers going to the beach or
pier, and she supports the item.
Commissioner James motioned to adopt Resolution #2020-110; seconded by Vice -Mayor
Odman. The motion carried unanimously.

Corinne Lajoie, Planning & Zoning Manager, addressed the outreach undertaken by the
applicant, and gave a brief overview of the text amendment.
Mayor Lewellen opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
Commissioner James noted she had a conversation with the developer and with residents, all of
whom supported this development. If they are in favor of the project, so is she.
Commissioner Harris motioned to adopt Ordinance #2020-013, on first reading; seconded
by Commissioner James. The motion carried on the following 5-0 Roll Call vote:

13.1 City Manager
City Manager Garcia wished CRA Director Williams the best in her new endeavor. She
addressed the old Olsen School demolition, which will begin in October, and augmented
Community Policing. She thanked Anthony Ifedi, Parks & Recreation Superintendent, and
Maudeline Ciguene, Billing & Collections Manager, for creating the first -ever online
application/payment for parking permits. We are complete with the departmental preparations
for COVID except for the bulletproof glass in the Chamber. Katia Bordy, PIO, is working on an
initiative for getting information out about the vote. She thanked everyone for supporting this
budget.
13.2 City Attorney
City Attorney Ansbro wished CRA Director Williams the best and added she is a true
professional.
