Call to Order/Roll Call Mayor Lewellen called the meeting to order at 7:00 p.m. Present: Mayor: Vice -Mayor: Commissioners: City Manager: City Attorney: City Clerk: Lori Lewellen Lauren Odman Chickie Brandimarte Bill Harris Tamara James Ana M. Garcia, ICMA-CM Thomas Ansbro Thomas Schneider 2. Moment of Silence and Pledge of Allegiance Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Veterans Day Presentation - Mayor Lewellen Mayor Lewellen presented Certificates of Special Recognition to City of Dania Beach residents who are veterans: Robert Anton, Al Arnold, Norman Ball, James Beaver, Jimmie Burton, Victor Cinelli, A. Ivie Cure, Carol Hemmis, Leslie Kevles, Richard Pace, Richard Richter, Raymond Snow, John Vazquez, and David Wilson. She thanked the residents for their service to the country and community. 3.2 City-wide Street Lighting Improvement Project Presentation - Fernando J. Rodriguez, Public Services Director and Dr. Fred Bloetscher This item was taken up immediately after Item 5. Public Services Director Rodriguez and Dr. Bloetscher gave a PowerPoint presentation which is attached to and incorporated into these minutes. Discussion ensued regarding LED versus sodium vapor lights placed on FPL poles, outreach to the neighborhoods, and the projected timeline for bidding and installation. 4. Proclamations 4.1 Veterans and Military Families Month - Vice -Mayor Odman Vice -Mayor Odman read the Veterans and Military Families Month proclamation. 5. Citizen Comments Evan Snow, 301 SW 1st Avenue, #2009, Fort Lauderdale and Stacey Brown, both with 1000 Mermaids Project, were available for questions. Mayor Lewellen returned to Citizen Comments immediately after Item 3.2. Elias Bichachi, 5910 SW 37th Avenue, questioned the battery life and warranty on solar lights. Director of Public Services Rodriguez explained the life expectancy of the batteries. Kayri Pozo, 1101 W. Dania Beach Boulevard, questioned if the residents would be notified about the project, and whether there would be tree trimming. Director of Public Services Rodriquez noted the residents would be informed as the project progresses and tree trimming would only occur on public right-of-way. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, commented on the teamwork in the City responding to the recent flooding and reported on recent criminal activity in the City. Captain Sergio Pellecer, BSO District Fire Chief, gave an update on his department's precautions taken to ensure the safety of our residents and the departmental teamwork in the City. He noted the Firefighter of the Year award will be presented at the next Commission meeting and he is working on a toy giveaway. 7. (Public Services) 7.6 RESOLUTION #2020-142 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS BY VARIOUS CITY DEPARTMENTS FOR SERVICES TO BE PURCHASED FROM DECOTA CONSTRUCTION INC. FOR VARIOUS CONSTRUCTION PROJECTS FOR THE FISCAL YEAR ENDING ON SEPTEMBER 30, 2021, THAT WILL EXCEED AN ANNUAL VENDOR TOTAL AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,000.00); AUTHORIZING SUCH PURCHASES TO BE MADE WITHIN THE RESPECTIVE DEPARTMENTS' APPROVED ANNUAL BUDGET APPROPRIATIONS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. He asked the Commission to disclose any communication they had on this matter. Corinne Lajoie, Planning & Zoning Manager, was available to answer questions. Mayor Lewellen opened the Public Hearing. (Community Development) City Attorney Ansbro read the title of Resolution 42020-145. Mayor Lewellen noted there is a meeting about this on Thursday and questioned why this item is on the agenda. Eve Boutsis, Assistant City Attorney, explained the reason for the extension of the Zoning in Progress and what it means for the area under consideration. This gives us time to bring the ordinance forward for first and second readings, with the proper advertising. Mayor Lewellen opened the Public Hearing. Dr. Stephanie Jofe, 5880 SW 37th Terrace, spoke in support of the zoning overlay district. Dr. Michael Jofe, 5880 SW 37th Terrace, spoke in support of the zoning overlay district and addressed residents' concerns. Harvey J. Sepler, 5840 S.W. 37th Terrace, also spoke in support of the proposed Harger Hills overlay district. Jim Rizzo, 5821 SW 37th Avenue, spoke in favor of extending the Zoning in Progress. Elias Bichachi, 5910 SW 37th Avenue, spoke in favor of the zoning overlay ordinance. Sean Ritterman, 5881 SW 36th Terrace, requested these items be deferred until the new Commission and Planning & Zoning Board are seated. He added his property is not part of Harger Hills, yet is included in the proposed overlay district, and spoke against the ordinance. Rabbi Laredo, 5861 SW 36th Terrace, questioned why his and Mr. Ritterman's properties are being included in the overlay district. He also spoke against the ordinance. Seeing as there was no one else to speak in favor or opposition, Mayor Lewellen closed the Public Hearing. Commissioner James motioned to adopt Resolution #2020-145; seconded by Vice -Mayor Odman. Discussion and Possible Action 10.1 Key to the City request from Mayor Lewellen Mayor Lewellen noted she would like to present a Key to the City to Commissioner Harris at the November 16th Organization Meeting for his service and dedication to the City. The Commission consensus was to approve the request for a Key to the City. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte thanked the CRA for the flowers and clock. 11.2 Commissioner Harris Commissioner Harris had no comments. 11.3 Commissioner James Commissioner James congratulated those who ran for office and who were elected. Commissioner James noted the Tamara James Foundation will hold a Thanksgiving food drive at the PATCH on November 24th. 11.4 Vice -Mayor Odman Vice -Mayor Odman had no comments. 11.5 Mayor Lewellen Mayor Lewellen echoed the sentiments of our BSO Police and Fire Chiefs regarding the teamwork demonstrated during the recent flooding from Tropical Storm Eta. She noted she felt the same way about the Fall Fest. Mayor Lewellen thanked everyone for allowing her to serve the last two years as Mayor. 12. Appointments 12.1 General Employees Pension Board 12.2 Green Advisory Board Minutes of Virtual Regular Meeting Dania Beach City Commission Tuesday, November 10, 2020 — 7:00 p.m. There were no appointments at this meeting. 13. Administrative Reports 13.1 City Manager City Manager Garcia gave an update on the flooding mitigation pre- and post -storm. She reported we will soon be receiving the key to the new BSO substation in Dania Pointe, and those whose bulk pick-ups were missed on Monday due to the storm will receive a make-up date via Code Red. She noted working with the CRA department, the entryway signage will be relocated into Dania Beach's jurisdiction. Broward County has approved and will be administering the residential rental and business assistance program for our City. City Manager Garcia noted we have something special planned for the Organization Meeting. 13.2 City Attorney City Attorney Ansbro had no comments. 13.3 City Clerk - Reminders Monday, November 16, 2020 - 6:00 p.m. Tuesday, December 8, 2020 - 5:30 p.m. Tuesday, December 8, 2020 - 7:00 p.m. 14.
