HomeMy WebLinkAboutR-2021-020 Recognizing Juneteenth as a City HolidayRESOLUTION NO.2021-020 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SPECIFICALLY RECOGNIZING "JUNETEENTH "AS A CITY HOLIDAY, WHICH IS CELEBRATED ON JUNE 19TH ANNUALLY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Dania Beach, Florida is desirous of officially recognizing "Juneteenth" as a City holiday as reflected in the Proclamation attached as Exhibit "A" and made a part of and is incorporated into this Resolution by this reference, which more fully sets forth the Commission's reasons for doing so. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed to be true and correct and they are made a part of and are incorporated into this Resolution by this reference. Section 2. That the City Commission of the City of Dania Beach, Florida recognizes "Juneteenth" as a City Holiday. Juneteenth will be effective immediately for all City employees whose classifications are not covered by the AFSCME bargaining unit, and, recognizing that the City may not unilaterally enhance benefits for unionized employees, effective for AFSCME bargaining unit employees immediately following the successful completion of the collective bargaining process, as required by law. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED on February 9, 2021. A SBRO� CITY AT�bRY TAMA% MAYOR /yn; fw WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring the slaves in Confederate territory free, paving the way for the passing of the 13th Amendment to the United States Constitution which formally abolished slavery in the United States of America; and WHEREAS, communications about the signing of the Emancipation Proclamation were delayed by some two and one half years, to June 19, 1865, in reaching authorities and African -Americans in the South and Southwestern United States; and WHEREAS, Emancipation Day observations are held on different days in different states in the South and Southwest, and in other parts of the nation; and WHEREAS, Juneteenth is also known as Freedom Day, Jubilee Day, Liberation Day, and Emancipation Day; ultimately, it is a holiday celebrating the emancipation of those who had been enslaved in the United States; and WHEREAS, June 19th has a special meaning to African -Americans, and is called "JUNETEENTH" combining the words June and Nineteenth, and has been celebrated by the African -American community for over 150 years; and WHEREAS, Americans of all colors, creeds, cultures, religions and countries -of -origin, share in a common love of and respect for freedom, as well as a determination to protect their right to freedom through democratic institutions, by which the "tenets -of -freedom" are guaranteed and protected and the Juneteenth Independence Day, along with the 4th of July Independence Day, completes the America's Independence Day observances; he often =- repeated proverb "Until All are Free, None are Free" is appropriate to highlight the significance of the end of the era of slavery in the United States and the celebration of freedom for all; and WHEREAS, the City of Dania Beach celebrates Juneteenth as a recognized City Holiday for its residents and employees, and as it may also be provided under law; NOW, THEREFORE, on behalf of the Dania Beach City Commission, I, Tamara James, Mayor of the City of Dania Beach, Florida, urge all citizens to become more aware of the significance of this celebration in African -American History and in the heritage of our nation and City.
