ROLL CALL The meeting was called to order at approximately 7*10PM by Assistant Director Community Development Corinne Lajoie. Board Clerk Ibel Larios called the roll. Derrick Hankerson (Arrived 7:38) Eve Boutsis, Assistant City Attorney Bill Harris Present Corinne Lajoie, AICP, Asst Director Comm Dev Albert C. Jones (Arrived 7:18) Richard Lorber, AICP, Planning and Zoning Manager W. Quin Robertson, PhD, GISP Present Ibel Larios, Board Clerk Jonathan Thomas Present II. BOARD DISCUSSION 1. Introduction of Staff and the new Board Members The Assistant Director welcomed back a board member from the last P&Z board, W. Quin Robertson, and introduced new board member Jonathan Thomas. She said that Board Member Bill Harris was a past commissioner and previous board member, Board Member Derrick Hankerson was a previous board member, and Board Member Albert Jones was a past commissioner and previous board member. She further mentioned that a board alternate, Charlotte Sloboda, was also an alternate on a previous P&Z board. 2. Swearing In Of Board Members Assistant City Attorney Eve Boutsis swore in the board members, including Albert Jones who just logged into the meeting, so they could serve on the board. 3. Selection of Board Chairperson The Assistant Director opened the floor for Chairperson nominations. Bill Harris nominated Dr. W. Quinn Robertson for Chairperson which was seconded by Albert Jones. As no other nominations were Forthcoming, nominations were closed. Dr. W. Quinn Robertson was elected by acclamation and through the desire of the board. 4. Overview of Board Responsibilities Assistant Director Community Development Corinne Lajoie gave a slide presentation on the responsibilities for both the Local Planning Agency and the Planning and Zoning Board, Assistant City Attorney Eve Boutsis gave a presentation on Sunshine Law and Quasi -Judicial Procedures. III. APPROVAL OF MINUTES 1. Approval of Minutes of the Planning and Zoning Board /Local Planning Agency from the December 16, 2020 virtual regular meeting. Motion was made by Bill Harris to approve the minutes of the virtual meeting of the Planning & Zoning Board/Local Planning Agency from December 16, 2020 as presented and was seconded by Chair W. Quin Robertson. Motion passed 4-0. IV. PUBLIC HEARINGS 1. TX-004-21: The applicant, City of Dania Beach, is requesting a text amendment to the City's Unified Land Development Code modifying the regulations for the approval of Special Events. Assistant Director Community Development Corinne Lajoie gave a PowerPoint presentation stating that the applicant was Staff and the City of Dania Beach requesting a text amendment modifying the regulations citywide for Special Events approval. Her presentation explained what the amendments were for simplifying and streamlining the Special Events approval process and clarifying existing language in the regulations. She said that Staff recommended approval and that the Board needed to make a recommendation to the City Commission on this agenda item. As this was establishing local law by changing the Land Development Code, tonight was the first of three public hearings. The others) would be in front of the City Commission. Ms. Lajoie asked for questions and Bill Harris inquired if Special Events had to be on developed property as stated in Section 675-20 in the proposed ordinance. She said that it did but inquired if he was referring to groundbreaking before a building was there. As this was what he was referring to, Ms. Lajoie suggested adding something under (D) in Section 675-20 for groundbreaking. For the record, Board Member Derrick Hankerson was now logged into the meeting. Albert Jones asked about a demolished property that had existing structures there and Ms. Lajoie explained that Special Events should not take place on vacant property. They were trying to discourage such things as putting up a table on vacant property. Derrick Hankerson wanted to bring up two more instances. The first was that the CRA had an event on NW 15 Avenue in an empty lot in preparation for a series of home building they were going to do and the second was the former Dania Beach Hotel site just before The Place At Dania Beach was built was undeveloped because the previous structure was demolished. Ms. Lajoie explained that they discussed adding something to Section 675-20 (D) in the proposed ordinance for groundbreaking. Assistant City Attorney Boutsis said to add a subsection (6) under (D) for groundbreaking or similar activities in the form of a recommendation for modification to the proposed ordinance to the City Commission. As no one else wished to speak, the public hearing closed. Motion was made by Bill Harris to recommend approval of this agenda item to the City Commission with a condition to modify the ordinance regarding groundbreaking or similar activities by adding a subsection to section 675-20 (D) and was seconded by Albert Jones. Motion passed 5-0. Assistant City Attorney Eve Boutsis swore in Board Member Derrick Hankerson. V. BOARD ITEMS 1. Upcoming Meeting Dates: March 17, 2021 2. On January 26, 2021 the City Commission approved several text amendments previously recommended by the Planning and Zoning Board, including: i. Generator/Sight Visibility ii. Painted Signs iii. Public Hearing notice iv. Tree Overlay Assistant Director Community Development Corinne Lajoie reminded about the March 17�' meeting and briefly spoke about the approved text amendments previously approved by the Planning and Zoning Board that the City Commission approved. VI. MEETING ADJOURNED As there was no further business to discuss, the meeting was adjourned by mutual consent at approximately 7:44PM.
