A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
RANK DESIGN CONSULTANTS FOR A REQUEST FOR QUALIFICATIONS
PROCESS ("RFQ") NO. 20-008 FOR ENGINEERING CONSULTING
SERVICES FOR DESIGNING OF (9) SEWER LIFT STATIONS AND
EMERGENCY BACK UP GENERATORS AND AUTHORIZE CONTRACT
NEGOTIATIONS TO BEGIN WITH THE TOP RANKED CONSULTANT;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Dania Beach Administration was authorized under Resolution
2020-015 to enter into an agreement with the Florida Division of Emergency Management
(FDEM) for Hazard Mitigation Grant Program Funds ("HMGP") awarded under the Federal
Emergency Management Agency ("FEMA") to mitigate nine (9) lift stations and emergency
backup generators for Two Million Seven Hundred Eighty -Two Thousand Seven Hundred
Eighty -Eight Dollars and Seventy -Five Cents ($2,782,788.75) and
WHEREAS, FEMA rules do not allow for sub -recipients (grant recipients) to procure
services from continuing services contracts; and
WHEREAS, the City issued a Request for Qualifications under RFQ No. 20-008 on
December 1, 2020, to contract with a qualified consultant to provide general professional
engineering services for design work for the Sewer Lift Stations and Emergency Back -Up
Generators Project; and
WHEREAS, a mandatory pre -bid meeting was held on Wednesday, December 9, 2020;
and
WHEREAS, an Evaluation Committee consisting of the City's Deputy Director of Public
Services, Public Services Sewer Utility Operations Manager, and the CIP/Grants Administrator,
met on January 28, 2020, to review and evaluate five (5) submittals; and
WHEREAS, responses were opened on December 30, 2020 at 1:00 p.m. from five (5)
respondents and the Evaluation Committee selected the (3) highest ranked design firms based on
their qualifications as follows:
1. Kimley-Horn & Associates, Inc. 290 points
2. Calvin, Giordano & Associates, Inc. 265 points
3. KPI Engineering, Inc 258 points; and
WHEREAS, after an extensive evaluation process, which included a review of each firm's
experience, area of expertise, minority and women certification, and recent/current project
workloads, the Evaluation Committee ranked the top three firms and recommends the highest
ranked firm, Kimley-Horn and Associates, Inc., for RFQ No. 20-008 be selected for contract
negotiations;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF DANIA BEACH, FLORIDA:
Section 1. That the foregoing "WHEREAS" clauses are ratified and confirmed as
being true and correct, and they are made a specific part of and incorporated into this Resolution
by this reference.
Section 2. That the proper City officials are authorized to commence contract
negotiations with Kimley-Horn & Associates, Inc., and the ranking of the respondent is approved
for the Project.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 4. That this Resolution shall be in full force and take effect immediately
upon its passage and adoption.
