Call to Order/Roll Call Mayor James called the meeting to order at 7:00 p.m. Present: Mayor: Vice -Mayor: Commissioners: City Manager: City Attorney: City Clerk: Tamara James Marco A. Moment of Silence and Pledge of Allegiance Mayor James called for a moment of silence for former Mayor Pat Flury and Congressman Alcee Hastings, followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Summer Job Program - requested by Mayor James Mayor James noted she spoke to CareerSource Broward about a turnkey program, and she met with City Manager Garcia about this. For $3,000 per student, it would include staff to follow the kids around and help them with anything they need to prepare for the jobs, including training. As of today, 26 students from Dania Beach have applied for the program. A random selection was made and only 19 Dania Beach students would be accepted. She asked that the City fund the additional seven students, which would be $3,000 per student. For next year, we could come up with a program to do a 50150 until we can do the program ourselves. Commissioner Davis confirmed it would be $21,000 for seven children. Mayor James said yes. This would be administered by CareerSource Broward and would be an 8-week program. She provided further details of the program. Commissioner Davis noted it sounded a little expensive; there are other programs that are similar. Mayor James noted we would not be duplicating but joining in with something that is very popular and investing in a program that already exists. Commissioner Davis said she would like to get information on other programs and make comparisons. Commissioner Lewellen questioned the age group, where the money would come from, and if we have jobs in the City for this program. City Manager Garcia explained the age group would be 16-18 years old; the funding would come from Commission contingency and CareerSource would place the kids with the jobs. She noted the City departments do not have a need presently. Vice -Mayor Salvino asked how CareerSource gets the businesses to place kids there. Mayor James noted they have a list of businesses that want to be a part of the program. Vice -Mayor Salvino questioned whether the kids are being placed because they can do the job or are they just being placed. City Manager Garcia said we do not know which businesses they are, but perhaps CRA Director Chen could provide information on the businesses. Mayor James noted she would invite Latema King from CareerSource Broward to the next meeting to make a presentation so the Commission can decide on this sooner than later. 3.2 Memorial Tree Program presentation by Fernando J. Rodriguez, Public Services Director Public Services Director Rodriguez gave a PowerPoint presentation which is attached to and incorporated into these minutes. Mayor James asked why we did not include our other parks that have facilities. Public Services Director Rodriguez explained we would like to plant in all the parks; however, the Parks Master Plan must be taken into consideration since it may impact the parks where planting would be done. It is an evolving location map. Mayor James questioned the total cost for planting a tree with a plaque. Public Services Director Rodriguez responded the range would be $400-750; maintenance of the plaques would be done by the person requesting the tree. Mayor James felt we should let the applicant know who is responsible for the plaque as we have a lot of storms. She asked if any of the trees are messy. Minutes of Virtual Regular Meeting 2 Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. Public Services Director Rodriguez said no, not like a Black Olive tree. The trees shed leaves, but there is no mess like a Royal Poinciana. Mayor James noted she supports the program. Commissioner Odman felt we might benefit if we have a more comprehensive program that could include a park bench, water fountains, utilizing the artificial reef, or bricks. She asked if this is a program we could build on to memorialize loved ones and whether a large program was investigated. Public Services Director Rodriguez said the idea was to start out with a simple program and we could build on it. City Manager Garcia thanked Commissioner Odman for meeting with her; pavers were discussed, and we could expand and build on this program. Commissioner Lewellen thanked Public Services Director Rodriguez and his team for putting this together. She said IT Parker already has memorial bricks and this program could be expanded. She hopes the tree program can be launched soon. 3.3 Presentation on 2021 High School Voter Registration Drive by Joe Scott, Broward County Supervisor of Elections Mr. Scott noted the high school voter registration drive would be held April 21-30, 2021 and he reviewed the informational handout, provided earlier to the Commission, which is attached to and incorporated into these minutes. He asked the City to help get the word out. Mayor James asked the City Manager to promote this in the City's social media, as well as the CRA's. 4. Proclamations 4.1 Earth Day - Mayor James Commissioner Davis read the proclamation for Earth Day. 4.2 World Autism Awareness Month & Day - Mayor James Mayor James read the proclamation for World Autism Awareness Month & Day. 5. Citizen Comments Jame Gonzalez, 8535 NW 32"d Court, Miami, spoke about organizing a beach cleanup in Dania Beach and asked if the Special Event fee could be waived. Minutes of Virtual Regular Meeting 3 Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. City Manager Garcia noted we can waive fees for community -oriented projects. We have Commission Davis' cleanup scheduled April 22nd and Commissioner Odman's scheduled for May. She encouraged Ms. Gonzalez to reach out to her office or to Parks and Recreation to schedule a meeting. Jeremy Katzman, 3404 Washington Lane, Cooper City, candidate for Florida House District 99, introduced himself and explained why he wants to represent the district. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, reported on recent arrests and criminal activity in the City, the Traffic Enforcement Unit, the Homeless Outreach Team, and food distribution to residents. He noted on April 17d' from 10:00 a.m.-12:00 p.m., a painting event for children with Autism will be held and on April 24t", the Drug Takeback Day event will be held at Walmart on Sheridan Street. Captain Sergio Pellecer, BSO District Fire Chief, gave an update on departmental activities, noting that Station 1 is the busiest station in the County. He provided call statistics and noted Dania Pointe generated only 32 calls this past month. They are currently working on the CEMP and vulnerable population training. He advised the termite issue at Station 1 was taken care of very quickly and the department has acquired new iPads. The bicycle safety classes start tomorrow; free helmets will be distributed upon completion of the class. 7. ENGINEERING, INC. IN THE AMOUNT OF ONE HUNDRED THIRTY-SEVEN THOUSAND FOURTEEN DOLLARS ($137,014.00); AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A CONTRACT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (Public Services) City Attorney Ansbro read the title of Resolution #2021-051. Mayor James asked how much Phase 1 covers. Fernando Rodriguez, Director of Public Services, responded half of the project will be covered, which is 30-40 speed humps and will take about eight months to complete. Mayor James asked if we communicated to residents who have submitted requests. Public Services Director Rodriguez noted we are notifying the residents and explained it is more difficult for those that were submitted several years ago. Commissioner Lewellen motioned to adopt Resolution #2021-051; seconded by Vice -Mayor Salvino. The motion carried unanimously. 8.3 RESOLUTION #2021-052 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE AWARD OF INVITATION TO BID ("ITB") NO. 21-005 DANIA COVE/SOUTHWEST 25TH TERRACE DRAINAGE IMPROVEMENTS PROJECT TO MIGUEL LOPEZ JR, INC. IN THE AMOUNT OF ONE HUNDRED SEVENTY-ONE THOUSAND TWO HUNDRED TWELVE DOLLARS AND SEVENTY- FIVE CENTS ($171,212.75); AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A CONTRACT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. Minutes of Virtual Regular Meeting Dania Beach City Commission Tuesday, April 13, 2021— 7:00 p.m. 8.4 RESOLUTION #2021-053 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO RANK DESIGN CONSULTANTS FOR A REQUEST FOR QUALIFICATIONS PROCESS ("RFQ") NO. 20-008 FOR ENGINEERING CONSULTING SERVICES FOR DESIGNING OF (9) SEWER LIFT STATIONS AND EMERGENCY BACK UP GENERATORS AND AUTHORIZE CONTRACT NEGOTIATIONS TO BEGIN WITH THE TOP RANKED CONSULTANT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. The motion carried unanimously. 9. Public Hearings and Site Plans There were no public hearings on this agenda. 10. Discussion and Possible Action 10.1 Homelessness initiative - Commissioner Lewellen Commissioner Lewellen noted she worked with the homeless while in law school and she has done further research on how we can handle the problem. She has been reaching out to other resources, such as Sheriff Tony, Hollywood, and Hallandale Beach on a homelessness initiative. She wanted to make sure the Commission is on the same page and allows her to be liaison with the other cities. The Commission consensus was in support of Commissioner Lewellen moving forward as lead of this homelessness initiative. 10.2 Possible park land acquisition - Commissioner Lewellen Commissioner Lewellen stated we all know we have had a lot of development in our City and she would like to work on a balance. She met with the City Manager regarding improvements to strategically plan how the City could balance development with green space and what properties in the City we may be able to purchase that are not quite developable. City Manager Garcia noted we have been looking at opportunities with our existing green spaces, land, and possible foreclosures to put the City in the best position for the budget workshop. The idea is to look at property that could be good for housing, green space for parks or even to sell, but to basically have an assessment of all land that belongs to us and to look at land out there that could possibly be purchased. Commissioner Lewellen stated we as a City would have control on how this is done to have a balance in the City. She noted she is not asking for anything, but just making the Commission Minutes of Virtual Regular Meeting Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. aware. When we get to the budget workshop, she would like to see if we can put money in for possible acquisition of properties. She wants to see what properties are out there first and determine how much money we could put aside. Mayor James said we have money for land acquisition in the CRA budget; it would be beneficial to reach out to CRA Director Chen since that is what that money is for, to acquire more spaces and make unique types of spaces. She is not sure if Commissioner Lewellen wants to get with CRA Director Chen because she has not heard of a project yet to come from that. We need to be one of the competitors in this time of development as people will need somewhere to go and will need recreation. She sees something more unique; CRA Director Chen should be consulted to see if this opportunity exists in the CRA area since funding for it already exists. Commissioner Lewellen noted she wants to look at the entire City; there are a lot of properties out west for opportunities. They are still doing an assessment as far as available properties; since this is not budgeted, she does not want money coming out of reserves. She would like to look at going forward with this as a part of the budget process for a citywide acquisition. Mayor James said money is already available in the CRA. She does not see any harm in starting in one area while the assessment is finalized; we can do two things at once. Commissioner Lewellen felt certain the City Manager spoke to CRA Director Chen already as this has been an ongoing assessment throughout the City. City Manager Garcia noted she met with CRA Director Chen yesterday and they are going to look at all the properties to see what the possible opportunities are, both for the City and CRA. The Commission consensus was to move forward with an assessment of properties in the City. 11. Commission Comments 11.1 Commissioner Davis Commissioner Davis spoke about recent events she attended and upcoming events she plans to attend. She noted she is excited about Earth Day on April 22°d and the beach cleanup event scheduled in the evening. 11.2 Commissioner Lewellen Commissioner Lewellen thanked Public Services for paving SE 4t' Terrace. She attended the MPO meeting last week and there is a lot of money coming in for a variety of infrastructure projects. They approved an ad hoc committee on infrastructure and attainable housing; former Commissioner Harris and Finance Director DiPaolo are members of the committee. Commissioner Lewellen provided an update on the Maritime Job Pilot Program. Minutes of Virtual Regular Meeting Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. Commissioner Lewellen addressed virtual meetings and noted the warnings from the CDC; she is more concerned about the public as she does not want to give the perception that we are saying it is safe. We need to give everyone an opportunity to get vaccinated. Mayor James said with the number of events going on in our City, she feels we need to go back to in -person meetings if we have the distance guidelines and limited number of public. We could have people join virtually. She is ready to go back to in -person meetings. Commissioner Davis noted she is personally anxious to go back to in -person meetings, but she wants to do what is best and safest for the public. She is fine with waiting a meeting or two; she is willing to wait, depending on what the numbers say. Commissioner Odman said since there has been an upswing due the variants over the last 14 days in Florida, we could look at the data at the next virtual meeting and look at coming back at the first meeting in May. She noted you really need two -week data to look at. Vice -Mayor Salvino agreed with Commissioner Odman; we should evaluate at the next meeting. We should evaluate at each meeting. He is ready to return to in -person, but at the next meeting, someone should provide a report and at that time we can evaluate whether to return. Mayor James felt we should follow Commissioner Odman's lead to provide the report since she is a medical person. Commissioner Odman said she would have the data to provide at the next meeting. 11.3 Commissioner Odman Commissioner Odman noted she met with Stacey Brown, 1000 Mermaids, regarding various dates for events coming up. April 17th is a WMODA Earth day event, and a beach cleanup date will be coming forward as well. The ribbon cutting and deployment will be determined as we get closer as those dates are weather -dependent, but there is anticipation for May or June, and she will keep the Commission updated for those events. 11.4 Vice -Mayor Salvino Vice -Mayor Salvino noted on September 1lth, at 5:00 p.m., the Dania Beach Lions Club will hold an event at Dania Pointe to benefit the Nichols James Castello Foundation. Vice Mayor Salvino said he is excited about the Pristine Beach cleanup; he has had many calls on this from community groups. Vice -Mayor Salvino noted Cobra Joe with the Lions Club wants to put on an Italian/American festival and he recommended to them using the City Hall area like Dania After Dark. He will likely put it on the agenda for approval for use of City Hall for this event planned for October. By that time, we should know where we are with the CDC and Covid. He added no City money would be involved as they will independently fund the event. Minutes of Virtual Regular Meeting 9 Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. Vice Mayor Salvino felt we need to start posting on the website our plan for Phase II of the beach plan and possible purchase of land from FDOT, the revisions and ideas for the Dania Beach Grill, and the new restaurant. He would like this to be posted in the next 30-60 days for the residents, so they know we are working on this as we need to be more transparent, with possibly itemizing the step processes. 11.5 Mayor James Mayor James noted we are being transparent at the Commission meetings regarding the beach plan. She addressed what is being done and added we are not building high rises. She suggested posting a rendering of what we are doing. She noted she needs to be updated regarding the RFP and she will put pressure on staff to move forward. City Manager Garcia said the City Attorney sent out the LOI to purchase the property last week and we have put together a City team to release the RPF by May 28ffi. We are working with signage with Parks and Public Services to include all the projects moving forward. There will be informative signage at the old Grill site, in addition to having a landing page on our website to communicate to the residents everything we are doing. Until we can build a parking garage, the Master Plan will have some projects we can move forward with and some we cannot since we are not removing parking spaces. Within next month, the RFP will be out; all these conversations have created a lot of interest for a very exciting time in our City. It is taking this amount of time not only because of Covid, but we are dealing with multiple agencies to bring this multi -agency project to fruition. You will be seeing signage wrapped around the Grill and a landing page on our website. There is no holdup on the RFP; it consists of a lot of elements at play, and it is a very intricate process to put the RFP together because there are a lot of questions we anticipate. Mayor James noted she would hold the City Manager to the May 281h date. City Manager Garcia said this RFP will be issued no later than May 281h. Staff has been working every week to put this complex project together. Mayor James noted she would love to see some of our Youth Advisory Council members at the Pristine Beach cleanup next week. Eric Brown, Parks & Recreation Director, responded the Youth Advisory Council will be a part of the event. Vice -Mayor Salvino asked if parking spots could be blocked off for the groups participating. Parks & Recreation Director Brown said he spoke to Eric Walton, Code Compliance and Parking Manager, regarding parking passes; at the next walk-through, they will look at blocking spaces. Minutes of Virtual Regular Meeting 10 Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. Mayor James noted that FEC or Brightline is closing crossings randomly and are not providing closure information ahead of time. They need to better communicate with the City; it must be mandatory that there is law enforcement there. City Manager Garcia said she and Dincer Ozaydin, Deputy Public Services Director, have reached out and noted their communication to them is to send us the information as soon as possible to ensure someone from BSO or another agency is present as a preventative measure. 12. Appointments 12.1 Broward League of Cities 2021-2022 Director Appointments Director — Mayor James Alternate — Commissioner Davis Second Alternate — Commissioner Lewellen 12.2 Airport Advisory Board Commissioner Davis appointed: Mario A. The motion carried unanimously. 13. Administrative Reports 13.1 City Manager City Manager Garcia reported the Letter of Intent has been sent to the Department of Transportation for the purchase of the 1.4-acre parcel of land at the beach. City Manager Garcia noted the RFP for the Dania Beach Grill will be out by May 28t'. City Manager Garcia spoke about the kick-off of the RISE initiative held today. Minutes of Virtual Regular Meeting 11 Dania Beach City Commission Tuesday, April 13, 2021 — 7:00 p.m. City Manager Garcia noted Earth Week will be a very busy one; we will continue to do this every year. Earth Week will commence on April 20th or 21" with a ribbon cutting at the east cemetery for the 50 oak trees, depending upon the availability of the Commission. Mayor James asked if it could be held on April 22"d Discussion ensued. The Commission agreed to the tentative date of Tuesday, April 20th at 5:00 p.m. City Manager Garcia spoke of the Dania Beach Pristine event on April 22°a at 5:00 p.m. and noted on Friday, April 23`a, from 9:00 a.m. to noon, there will be planting project for the residents for the relocation of the butterfly garden on Sheridan and SE 5th Avenue. If the Commission cannot participate during this time, we have designated a 1:00 p.m. - 4:00 p.m. time slot where all the elected officials can officially plant a small tree or bush. Executive Assistant Chris Lottier will be coordinating with the Commission. City Manager Garcia said we are working with the Human Resources Director to have a monthly theme; every month we will be creating both a community and employee theme. City Manager Garcia noted on Thursday, April 15th, the final Strategic Plan session with the Commission would be held. City Manager Garcia reported the Finance Director is preparing the budget schedule for Fiscal Year 2022 and we will send that scheduling information out. City Manager Garcia also reported Parks & Recreation Director Brown reached out to consultants B&A to schedule a Parks Master Plan workshop. They have given us three dates from 5:00 p.m. — 7:00 p.m.; May 18, 19, or 20, as possible dates for the workshop. A brief discussion ensued. The most common documents that establish U.S. citizenship are: • Birth Certificate, issued by a U.S. State (if the person was born in the United States), or by the U.S. Department of State (if the person was born abroad to U.S. citizen parents who registered the child's birth and U.S. citizenship with the U.S. Embassy or consulate); • U.S. Passport issued by the U.S. Department of State; • Certificate of Citizenship issued to a person born outside the United States who derived or acquired U.S. citizenship through a U.S. citizen parent; or • Naturalization Certificate issued to a person who became a U.S. citizen after 18 years of age through the naturalization process. Q. I was born outside the United States, but one or both of my parents were U.S. citizens when I was born. Could I be U.S. citizenship? A. You may be a U.S. citizen.
