HomeMy WebLinkAboutR-2021-089 KCI Work Order for Design Engineering for Corridor Landscape Master Plan to Exceed $25K and to Exceed Tree Preservation Reserve Fund ThresholdRESOLUTION NO.2021-089 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A WORK ORDER WITH KCI FOR DESIGN ENGINEERING FOR THE CORRIDOR LANDSCAPE MASTER PLAN IN THE AMOUNT OF THIRTY-FIVE THOUSAND DOLLARS ($35,000.00) THAT WILL EXCEED THE ANNUAL VENDOR THRESHOLD AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,000.00); AUTHORIZING EXCEEDING THE TREE PRESERVATION RESERVE FUND THRESHOLD IN THE AMOUNT OF SEVEN THOUSAND FIVE HUNDRED DOLLARS ($7,500.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if she is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies, such as the federal government, state of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection (a), sets the monetary threshold or limitation at $25,000.00; and WHEREAS, KCI was chosen as one of fifteen firms approved as an engineering consultant for continuing contract services by the City Commission on January 12, 2021, under RFQ No. 20-005 pursuant to Resolution No. 2021-007: and WHEREAS, KCI submitted a proposal to the Public Services Department (PSD) to develop a Corridor Landscape Master Plan; and WHEREAS, City Administration recommends approval of a Work Order with KCI to conduct a portion of the engineering design, Task 1 — Data Collection as part of the Corridor Landscape Master Plan; and WHEREAS, City Code Section 825-180(E), Tree Preservation Fund, disbursal of conversion of assets, expenditure of over Seven Thousand Five Hundred Dollars ($7,500.00) shall require Commission approval; and WHEREAS, KCI expenditures are anticipated to exceed the City vendor threshold of Twenty Five Thousand Dollars ($25,000.00); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed to be true and correct and they are made a part of and are incorporated into this Resolution by this reference. Section 2. That the City Commission authorizes exceeding the Tree Preservation Reserve Fund threshold of Seven Thousand Five Hundred Dollars ($7,500.00). Section 3. That the proper City officials are authorized to execute a Work Order with KCI for engineering design; a copy of the Work Order is attached as Exhibit "A" and is incorporated into this Resolution by this reference. Section 4. That the Public Services Department's expenditures with KCI shall be provided from Street Repair Maintenance Account No. 001-39-06-541-46-60 in the amount of Ten Thousand Five Hundred Dollars ($10,500.00) and from the Tree Preservation Reserve Fund in the amount of Twenty -Four Thousand Five Hundred Dollars ($24,500.00) and will exceed the annual fiscal year vendor threshold of Twenty -Five Thousand Dollars ($25,000.00). Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. That this Resolution shall take effect immediately upon its passage and adoption. PASSED AND ADOPTED on June 22, 2021. The work proposed shall be in accordance with all terms as specified in the "Agreement between the City of Dania Beach and KCI RFQ No, 20-005." The purpose of this Work Order is to develop a corridor landscape master plan for some of the CITY's major corridors. The intent of the master plan will be to create cohesiveness within each corridor, enhance the sense of place, increase tree canopy, create art areas, accent unique features, and improve the environment of the corridor. The master plan will guide future corridor improvements and prioritize enhancements. Scope of Services The master plan will address the following corridors within the CITY limits: • Griffin Road • Stirling Road • US-1 (Federal Hwy) • Dania Beach Blvd • SE 5th Avenue • Ravenswood Road (Anglers Ave) TASK 1. DATA COLLECTION 1.1. Project Kickoff Meeting The CONSULTANT will attend a project kick off meeting with CITY staff. Meeting topics to include staff roles, contacts, information needs, program elements and the general intent and scope of the project. Data Collection/Site Analysis The CONSULTANT will coordinate with CITY to assemble any available data related to the site and adjacent existing facilities and services. The CITY will provide roadway plans and studies in CAD format. The CONSULTANT will conduct field visits to review adjacent facilities and services to identify materials, context, and opportunities. The CONSULTANT will review existing conditions of the project site and perform an analysis including general vegetation communities, known utilities (through visible observations), views, opportunities, connections, character, and notable features. The information will be combined into a graphic plan. The information will directly inform the master plans. The general vegetation communities analysis is performed to understand the contextual theme of the roadways (not every tree will be documented). Some roadways may have multiple themes depending on changes in roadway profiles. TASK 2. Preliminary Corridor Landscape Master Plan The CONSULTANT will Develop a preliminary master plan, based on the data collection and analysis, delineating proposed species for each of the corridors. The preliminary master plan will include the overall corridor planting theme, proposed species types and locations in plan view. The plan will also include a rendered cross section and axonometric representative of a typical portion of each corridor. Based on the data collection and analysis will delineate opportunities for appropriate planting types (large, medium and small trees and palms). The CONSULTANT will attend 2 meetings, working with CITY staff and the Steering Committee the CONSULTANT will develop an Inclusive list of suitable tree species and overall corridor themes. The preliminary master plan will include a written summary of the process, benefits, findings, implementation opportunities and priorities. The plan will include researching state and county plans for roadway improvements to identify implementation opportunities. The preliminary master plan will be presented to the CITY staff and the steering committee for input. After implementing the suitable recommendation, the preliminary plan will be presented to the City Commission. CONSULTANT'S lump sum fee for this service shall be ................................................. $162,920.00. TASK 3. Final Corridor Landscape Master Plan The CONSULTANT will refine the preliminary corridor master plan into the final plan, based on suitable recommendation from the CITY staff and Commission. ACCEPTANCE Acceptance of this Work Order may be indicated by the signature of a duly authorized official of the City in the space provided below. One signed copy of this Work Order returned to the consultant will serve as an Agreement for site planning services between the City of Dania Beach and KCI and as a Notice to Proceed. This contract will be binding on the parties hereto and parties' successors and assigns. Should this proposal not be accepted with a period of sixty (60) days from the date of this proposal, it shall become null and void. Management Plan to assist preservation of appropriate plant materials: Consultant shall review the general health and structure of tree species deemed worth saving. Consultant will develop a tree management plan to craft sustainable tree structures. 4.2. Landscape Master planning: Consultant shall observe the sense of place and theme of each major thoroughfare and propose a plant palette and typical layout for each thorough fare and up to 3-4 typical scenarios of each. Each scenario will highlight an incorporate typical constraints such as sight line and safety criteria through Florida Greenbook or the FDOT 2021 Florida Design Manual and overhead electric. Each typical scenario will have a graphic profile created to give a visual understanding of the recommended design. 4.3. Landscape Master plan application: Consultant shall create a graphic to highlight which portions of each thoroughfare would fit with each of the 3-4 typical scenarios. Graphic would also highlight areas of special interest such as gateways, Park entries, or Bridges that could have specialize or enhanced treatments. 4.4. Landscape Master plan specialized treatments: Consultant shall create graphic profiles to give a visual understanding of highlighted areas of special interest such as City gateways, Park entries, or Bridges that could have specialized or enhanced treatments. Consultant shall provide two typical options for each specialized area. 4.5. Landscape Master Plan Budgeting: XXXXXXXXXXXX 4.6. Landscape Master Plan Phasing Plans: The CONSULTANT shall meet with the CITY staff three times (once for project kick off and program clarification, once for the presentation of the preliminary concepts, and once for final concept presentation).
