HomeMy WebLinkAboutR-2021-093 MCCi Innovations (Laserfiche) Software and Professional Services to Exceed $25KRESOLUTION NO.2021-093 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS FOR SOFTWARE AND PROFESSIONAL SERVICES FROM MCCI INNOVATIONS FOR FISCAL YEAR 2020-21, THAT EXCEED AN ANNUAL VENDOR TOTAL AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,000.00); PROCEEDING WITHOUT COMPETITIVE BIDDING AND AUTHORIZING SUCH PURCHASES THAT ARE TO BE MADE WITHIN THE FINANCE DEPARTMENT, INFORMATION SYSTEMS DIVISION'S APPROVED ANNUAL BUDGET APPROPRIATIONS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids, if she is authorized to do so in advance by a resolution adopted by the City Commission; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection (a), sets the monetary threshold at Twenty -Five Thousand Dollars ($25,000.00) for a vendor, each fiscal year; and WHEREAS, in 2018 the City contracted with MCCi Innovations for implementation of the Laserfiche content management system as the replacement system for the City's aging, and now obsolete, Optiview system; and WHEREAS, the City has incurred invoices for ongoing services related to the implementation of Laserfiche, totaling $18,724.50, which invoices were within the scope of the original agreement, but incurred in the past few months due to delays in the implementation; additionally, such invoices were included in the original purchase order and budget, but the PO was cancelled at the end of fiscal year 2019; and WHEREAS, the City has also requested additional Laserfiche licenses from MCCi, providing read only access (Participant users) and some with full access (Administrators) who have the ability to attach documents in their ordinary duties, for a cost of $12,507.02; and WHEREAS, these expenditures, combined with the recurring annual maintenance costs, will exceed the City's annual vendor threshold of $25,000, requiring City Commission approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission authorizes software and professional services from MCCi Innovations in an amount exceeding the annual amount of the Twenty -Five Thousand Dollars ($25,000.00) purchase threshold for a single vendor for fiscal year 2020-21; further, the proper City officials are authorized to execute any documents related to this approval. Section 3. That funding for these services shall be made from the City's planned appropriations from the General Fund Finance Department - Information Systems Division. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall become effective upon its passage and adoption. PASSED AND ADOPTED on June 22, 2021.
