Home My WebLink AboutR-2021-111 BSO LETF Purchase of Public Safety EquipmentRESOLUTION NO.2021-111 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE APPROPRIATION AND USE OF LAW ENFORCEMENT TRUST FUNDS IN AN AMOUNT NOT TO EXCEED FIFTY- FOUR THOUSAND SEVEN HUNDRED SEVENTY-TWO DOLLARS ($54,772.00) FOR PUBLIC SAFETY EQUIPMENT; PROVIDING FOR CONFLICTS; PROVIDING FOR FUNDING, FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Broward Sheriff's Office Captain Daniel J. Marks submitted a proposal to the City recommending the purchase of two (2) non-LPR speed trailers, one (1) programmable LED display sign, and two (2) Bluetooth enabled traffic analyzers using available funds from the Law Enforcement Trust Fund (LETF); and WHEREAS, the City Administration deemed the proposal from Captain Marks and use of LETF funds as both necessary and appropriate and therefore, recommend that the City Commission authorize the purchases; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the recommendation from Broward Sheriff's Office Captain Marks to expend funds from the Law Enforcement Trust Fund in an amount not to exceed Fifty -Four Thousand Seven Hundred Seventy -Two Dollars ($54,772.00), as outlined in the attached proposal Exhibit "A", which is made a part of and is incorporated into this Resolution by this reference, is approved. Section 2. That these costs have not been planned or reflected in the current year approved budget; therefore, upon receipt of the appropriation described in Section 1 above, Captain Marks is authorized to expend such funds for the specific purposes set forth in Exhibit "A." The funds will be made payable to the Broward Sheriff's Office for the specific purpose identified in this resolution. Section 3. That funds for this expenditure shall be appropriated from the City's Law Enforcement Trust Fund current revenues and reserve balances to the City's Law Enforcement Trust Fund Account No. 104-21-01-521-64-30 in an amount not to exceed Fifty -Four Thousand Seven Hundred Seventy -Two Dollars ($54,772.00). Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. Mar Date: June 29, 2021 Subject: LETF Purchase This memorandum is in reference to a request to purchase two Non - License Plate Reader (LPR) speed trailers. The purchase will be done using Law Enforcement Trust Fund (LETF) money. This equipment is state of the art and will be utilized in high traffic and complaint areas. The speed trailers are equipped with all hardware and software required to operate. The trailer is also equipped with a programmable LED speed sign. The speed of the vehicle is also posted on the LED speed sign. The total cost for the two speed trailers is $32,125.00 which includes delivery. The Broward Sheriffs Office Dania Beach District is also requesting to purchase one message board. The message board has a full matrix 48x78 LED display and will be used for notifications throughout the city. The total cost is $17,737.00 which includes delivery. Additionally, we will request the purchase of two BlueStar Bluetooth Traffic Analyzers. This equipment will be deployed in areas where we receive traffic complaints. Once deployed, this technology records the number of vehicles, speed of vehicles and also time. After a brief deployment ranging from 1-21 days, the analyzer will be retrieved and the data can be printed out in a report. This in turn will let us see if there is an issue in the area. The cost for two analyzers is $4,910.00 which includes delivery. The total LETF request is $54,772.00. Please see the attached quotes and let me know if you have any questions.
