Thank you. MINUTES City of Dania Beach Green Advisory Board Regular Meeting Wednesday, June 16, 2021 5:15 PM The meeting was called to order at 5:27 PM. 1. ROLL CALL: Board Members Staff Laura Lombardo, Chair Present Richard Lorber, Planning & Zoning Manager Charlene Hogan Present Corinne Lajoie, Assistant Director Kasia Johnson Present Alexis Guillen Present 2. APPROVAL OF MINUTES: a) Green Advisory Board – May 19, 2021 regular meeting. b) Green Advisory Board – June 3, 2021 special meeting. Motion was made by Laura / seconded by Board Member Guillen. Motion passed 4-0. 2. CITIZENS’ COMMENTS: none 3. NEW BUSINESS:  Mixup confusion regarding Trash Pirates events  Pat Chukerman resigned from Board (Vice-Mayor Salvino’s appointment)  Alexis introduced concept of cleanup league 4. OLD BUSINESS:  Funding Request document prepared by Laura, mailed out by Richard.  Laura to reformat and standardize. 5. DISCUSSION/ACTION: 1. Charlene Hogan – High Schools / BECON Broward Teen News Public service announcements - $500 BECON to produce 2. Laura Lombardo – Quarterly cleanups Waterway cleanups, mangroves $100/month for Digital Ads /Canal sponsors/ $signs 3. Kasia Johnson – Produce videos for Recycling, Littering, Building Efficiency 3 to 5 minutes. 4. Alexis Guillen – Recycle Right – Waste Management information Work with local schools to educate good recycling. Use social media. Motion by Laura to approve this proposal, Alexis seconded. 4-0.  Next GAB Regular Meeting is July 21, 2021 at 5:15 PM. 6. ADJOURNMENT: Motion was made by Board Member Guillen to adjourn the meeting at 6:15- PM and it was seconded by Board Member Lombardo. Motion passed 4-0. The Dania Beach Green Advisory Board is requesting the following for Fiscal Year 2021 - 2022: collaboration with Broward Education Communications Network (BECON) to produce one public service announcement and/or instructional video each month to broadcast through BECON and local television networks. The message will promote social good and green initiatives. We hope to include Broward Teen News to broadcast these important green initiatives to the students who attend schools in the School Board of Broward County. Information will include beach cleanup events, balloon ordinances, plastics pollution awareness day, single use plastics and proper disposal of fishing gear, etc. BECON charges $500 per each public service announcement package to include one session and editing for each public service announcement. We are requesting $5000 for 10 public service announcements and collaboration with students who participate in Broward Teen News to spread the word. The Dania Beach Green Advisory Board Recommendations: FY 2022 Quarterly Clean up on Beach and Waterways. FY 2022 The Green advisory Board Recommends raising awareness of trash and debris in our waterways as well as our beach. Our community has sprung to action with the new initiative #Daniabeachprestine. By hosting a quarterly event that involves cleaning up trash and debris from our coastal waterways, as well as, the banks where trash collects in the roots of the mangroves trees, we plan to raise awareness of the pollution in parts of Dania Beach that are often overlooked. The Green Advisory board seeks to enroll the community to get out on the water via self propelled vessels, such as Kayaks, Paddlesboards, Canoes etc and remove floating debris from the surface of the water and the adjacent banks. Due to the Decentralized nature of this event, The Green Advisory board would like to launch a social media type of campaign that will use an app to allow the community to participate remotely. The Green Advisory Board requests support from the Public information Officer in addition to Advertising funds or fees that may be charged for the app. Depending on the community response, more supplies may be needed to give the participants in the form of loaned Trash picker/claws and buckets. This will lead up to the Adopt a Canal Campaign continued below. Cost for Digital Advertising $400 per Quarter. The Dania Beach Green Advisory Board recommends an “Adopt a Canal Project” FY 2022 Similar to the Adopt a Street Campaign but with a focus on the canals near Bryan Road and Along the Dania Cut-off Canal to the West City Limits. Members of the community will have the opportunity to adopt a small stretch of canal and pledge to remove debris from the water whenever possible. In Return, a sign can be hung on the Seawall similar to the street signs, raising awareness of the campaign and recognizing/thanking the volunteers who have pledge to keep dania beach waterways pristine. Cost For signs $_________ Cost for Digital Advertising $100 per month. Dania Beach Recycle Right - Public Education FY 2022 Up until 2016 much of the recycled materials collected in the US was sold and transported to China, generating a positive revenue stream that made recycling a commodity. Since China stopped accepting recycled goods, the US market has seen the value of recyclables drop to 20-30% of it’s 2015 value. The business of recycling went from a revenue generator to an expense, and that cost is shouldered by the municipalities who contract waste services. The industry has adapted to the new market by focusing on the salvage of End Market recyclables: clean/dry cardboard, paper, cans & glass bottles/containers. Unfortunately, many in the community are not aware of these changes to the business or recycling and many confuse recycling facts and myths. Waste Management, which is contracted by the city to collect residential, commercial and industrial recycling, has partnered with Broward County and the State of Florida to produce current content which is made available through their website (https://www.wm.com/us/en/ recycle-right), a Facebook page created in partnership with Broward County (https:// www.facebook.com/GreenBroward) ,and a website they created in partnership with the state (https://floridarecycles.org/). For the 3 months leading to Earth Day, the GAB can work with local schools in Dania Beach to help educate students on the basics of good recycling. GAB can also promote this content directly to residents via digital marketing to educate Dania Beach residents of the new and improved way to recycle. Doing so would help ensure more recyclable waste is making its way to the sorting facility in Pembroke Pines and less waste is contaminating batches or clogging machines. These efforts would help lower the cost of recycling in our community. Digital marketing would allow us to measure quantifiable market reach and engagement of our efforts for relatively low dollars. GAB can work with the Dania Beach information officer on receiving bids to generate the most competitive and targeted reach for these funds. Proposed budget: $3,000 total (February, March & April) Video Proposal: FY 2022 To produce 4 videos on a variety of environmental issues to promote and educateenvironmental awareness to our residents, local businesses, and visitors. Videos will be distributed to our schools to show in classrooms; shared with our Youth Advisory board and City’s PIO for social media platforms; and, displayed at our City Hall and during special events on a digital display loop*. In addition, our City’s PIO, businesses and vendors will be contacted to provide professional skills, materials, and educational support for the video content and distribution. Most viewers want informational and instructional videos to be less than 20 minutes, with a preference toward the 3-6 to minute ranges. As a good rule of thumb, we should expect to spend between $1,000 and $5,000 per finished minute to produce educational video content. Recommendation FY 2022: Video Topic #1 – “Pollution and its harmful effects on Ocean Life – Animals, Seagrass, Blue- Green Algae, Coral Disease” (Produce: 10.01.21, Complete: 10.31.21, Distribute: 11.01.21) • Plastics (water bottles, straws, food containers & wrappers) • Chemicals (pesticides, fertilizers, detergents) • Cigarette Butts • Styrofoam • Fishing Net • Balloons Time: Approx. 6 minutes - cost not to exceed $6,000 Video Topic #2 – “Landfills - Recycle, Reuse & Reduce “(Produce: 01.01.22, Complete: 01:31.22, Display 02.01.22) • How to properly recycle (bottles, cans, cardboard…) • What not to recycle (Styrofoam, toys, batteries…) • Ideas to reuse (bottles, containers, crafts…) • How to reduce (minimize packaging, compost, repurpose materials…) Time: Approx. 3 minutes - cost not to exceed $3,000 Video Topic #3 – “Green Building Efficiency – LEED Standards” (Produce: 04.01.22, Complete: 04.30.22, Display 05.01.22) • Energy Use (efficiency) • Water Use (efficiency) • Indoor Environment Quality (clean air) • Material Selection (sustainable and non-toxic) • Site Selection (proximity to amenities, transportation…) Time: Approx. 6 minutes - cost not to exceed $6,000 Video Topic #4 – “Pollution Control” (Produce: 07.01.22, Complete: 07.31.22, Display 08.01.22) • Plant trees • Walk, ride bike, public transportation • Proper trash/garbage disposal Time: Approx. 3 minutes - cost not to exceed $3,000 TOTAL VIDEO FUNDING REQUEST = $18,000 Note: Video investments will continue in future years, displayed alternately in 3-month intervals. *Additional funds for digital display equipment to be strategically located is recommended.
