DANIA BEACH CITY COMMISSION
TUESDAY, AUGUST 24, 2021 - 7:00 P.M.
1. Call to Order/Roll Call

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Presentation on Summer Youth Employment Program by Latema King, CareerSource
Broward
Ms. King noted the City participated in the program this year, funding seven youth, with one
who had to drop out of the program. She addressed the various work sites where the youth were
employed; all youths received a payroll card and funds were deposited to that card. She also
addressed work site monitors and their responsibilities with the youth and supervisors. Some of
the job position titles were Camp Counselor Aid, shelvers and check-out at the library, and
custodian at the schools. All youth received an evaluation of their strength and weaknesses, and
the youth were provided a participant manual. All six youths funded by the City completed the
program and the last payroll is this coming Friday.
Destiny Strickland, participant in the program, described her work with children during this
summer's program and filing and shredding.
Commissioner Davis thanked Ms. King and Ms. Strickland for attending the meeting and said
she is happy to hear about the people skills and interactions. It is an expensive program; some of
her questions were regarding the work site monitors and whether they provide weekly reports
and if the 51h week of the evaluations are available for inspection.
Ms. King explained the work site monitors go out every day to the work sites. They do weekly
case notes on all the youth which are turned into her and her assistant. The monitors meet with
her every day, so she is abreast of what is happening with each youth and worksite. She has no
problem sharing the evaluations with the Commission; a final evaluation is not possible due to
the short time of the program. She addressed the final case note and how the monitors provide a
brief overview of the youth.
Commissioner Davis questioned performance measures.
Ms. King noted there are performance measures and surveys are given to the youth to gauge the
success. She explained the pre-tests and post-tests that are administered.
Commissioner Davis said she appreciates the detail, and she would like to see the evaluations
and testimonials from the youth. If the program is justifiable, she is good with it.
Ms. King added there are normally more testimonials and video; however, they were limited due
to COVID restrictions.
Mayor James asked if it would be possible to get a few words from the other participants to be
sent to the Commission via email.
Ms. King responded she would reach out to the youth.
Mayor James said she looks forward to funding this program again as it is very beneficial and
shows the City is investing in its youth.
Ms. King thanked the City for providing the funding this summer.
3.2 Safety Committee award and recognition of Safety Committee Members
City Manager Garcia thanked Human Resources Director Linda Gonzalez and the Chairman of
the Committee Rafael Acosta and the participants in this very vital program.
Linda Gonzalez, Director of Human Resources, noted the Dania Beach Safety Committee was
selected to receive the 2020/2021 Risk Management Member Award out of over 400 entries.
She recognized the individual members of the committee for their hard work and dedication
leading to the award: Rafael Acosta, Ricky Ali, Bendra Caseneuve, Rickey Dotson, Taneisha
Gaines, Michael Huck, Anthony Ifedi, Deborah Sabino, BSO Captain Sergio Pellecer, Corry
Taylor, Willis Washington, Luis Borgos, Monica Terrazas, Kisha Eugene, BSO Deputies Taryn
Session and Eric Hoff, Michelle Martin, and Pamela Hancock. She congratulated everyone and
noted they would be receiving a certificate signed by the City Manager and a copy would be
placed in their personnel file.

3.3 Special Event request from Marina84 Sports Bar & Grill, 2440 West State Road 84,
to host a recurring "Marina84 Bike Night" every Wednesday beginning September 1,
2021 through December 28, 2021 from 5:00 p.m. - 11:00 p.m. (Community
Development)
City Manager Garcia noted we would allow the events to go until 11:00 p.m. for 60 days as a
pilot period and if there were issues, we would institute a 10:00 p.m. ending time. We will be
monitoring the events.
Rajiv Pandey, Kanti Group, 2440 W State Road 84, complimented Community Development
staff and the City Manager for their assistance. He described the impact of COVID on his
restaurant and the importance of being able to have these events. He appreciates that the City is
helping him with this recurring event.
Commissioner Lewellen motioned to approve the Special Event request for the recurring
Marina84 Bike Night; seconded by Commissioner Davis. The motion carried unanimously.
3.4 Special Event request from the City of Dania Beach and the Dania Beach Lions Club
for the 17th Annual Dania Beach Vintage Motorcycle Show, to be held at Frost Park
on January 29, 2022 from 5:00 a.m. - 4:00 p.m. (Parks & Recreation)
Vice -Mayor Salvino motioned to approve the Special Event request for 17th Annual Dania
Beach Vintage Motorcycle Show; seconded by Commissioner Davis. The motion carried
unanimously.
3.5 Special Event request from Ragnar Events, LLC for the Ragnar Florida Sprint 2022
Relay Race to be held on March 5, 2022 from 6:00 a.m. - 12:00 p.m., with an
exchange point located at Frost Park, 300 NE 2nd Street (Parks & Recreation)
Commissioner Lewellen motioned to approve the Special Event request for the Ragnar
Florida Sprint 2022 Relay Race; seconded by Vice -Mayor Salvino. The motion carried
unanimously.
3.6 Special Event request from the Dania Beach Lions Club for their Moonlight Car
Show to be held at The Casino @ Dania Beach, 301 E. Dania Beach Boulevard, on
September 11, 2021 from 5:00 p.m. - 10:00 p.m. (Community Development)
Commissioner Lewellen motioned to approve the Special Event request for the Moonlight
Car Show; seconded by Commissioner Davis. The motion carried unanimously.
3.7 Special Event request from Dania Live 1748 and Dania Live II, 1748, LLC for
recurring events for Dania Pointe Annual Event Programming from September 1,
2021 - December 31, 2022 at various locations in Dania Pointe (Community

Dania Pointe Annual Event Programming; seconded by Commissioner Davis. The motion
carried unanimously.
3.8 Special Event request from BSD Capital, LLC for "Jewish Holiday" at 3851 Stirling
Road, from September 1 — 30, 2021 from 8:00 a.m. - 9:00 p.m. (Community
Development)
Vice -Mayor Salvino motioned to approve the Special Event request for the Jewish Holiday;
seconded by Commissioner Lewellen. The motion carried unanimously.
4. Proclamations
4.1 Broward Mental Health Summit Day - Mayor James
Mayor James read the proclamation for Broward Mental Health Summit Day.
Simone Edwards, Suicide Prevention Coordinator, Department of Veteran Affairs, gave a brief
background of herself and the Broward Mental Health Summit Committee's work, and described
the summit scheduled virtually for next month. She encouraged everyone to join the summit.
Mayor James asked that Ms. Edwards send the information to the Commission and City
Manager.
Ms. Edwards noted she would send it to the City Clerk to pass on.
4.2 Pastor Rickie Young Appreciation - Mayor James
Mayor James read the proclamation in appreciation of Pastor Rickie Young.
5. Citizen Comments
Linda Wilson, President of the Friends of the Dania Beach Library, questioned Dania Pointe's
monthly events conflicting with the return of Dania After Dark and Art in the Hall. She noted
the CACAB is working on suggested revisions to the board eligibility requirements, which will
be brought to the Commission. She addressed the public art survey that was taken and noted
there were 173 responses and broke down the responses by zip code. She listed the top concerns
for public art and felt the public art board should provide this information to the Commission.
City Manager Garcia addressed the potential overlap of Dania Pointe events and City events; she
is not aware of any conflicts, but we can work with Dania Pointe and the other vendors to let
them know about our events.

Jose Armand, 50 SE 3`d Avenue, spoke about the 2019 Hispanic Heritage Month proclamation
that then Mayor Lewellen presented and spoke of the limitations on performance facilities
caused by COVID. He questioned discussion at the budget workshop regarding funding for
organizations and noted his organization would be interested.
Mayor James said she would be happy to present a proclamation at the next meeting.
City Manager Garcia noted staff would be coming to the September 13th meeting with a process
for charitable donations. We did not advertise charitable donations this year; however, there
were still a few organizations that applied.
Mr. Armand felt this was unfair; he has a start-up non-profit that needs all the breaks it can get.
Mayor James recommended he apply for a charitable donation.
Commissioner Lewellen noted she presented a proclamation for the last two years that could be
tweaked for this year.
Pastor Jonathan Thomas, 180 E Dania Beach Boulevard, spoke about item 7.4 regarding the W
Dania Beach Boulevard improvements and possible bridge over the C-10 canal. He noted the
residents do not want a bridge in their neighborhood because it would disrupt the community.
Mayor James noted it is an MPO project, not a City project, and would be funded by the MPO.
Rodney Collins, 24 SW 5th Avenue, also spoke about item 7.4, in particular the bridge over the
C-10 canal. He thought the bridge was dead and the neighborhood remains opposed, yet the
MPO continues to bring it back. He noted we already have a bridge over the canal on NW 1st
Street. He questioned why the City's liaison to the MPO would allow the bridge to be included
on MPO's list and addressed traffic concerns of the neighborhood.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity in the City,
traffic enforcement, the regional traffic unit, homeless outreach, checks for violations at City
parks, and the Shred-a-Thon scheduled for September 1 It" at Bass Pro Shops.
Captain Sergio Pellecer, BSO District Fire Chief, gave an update on departmental activities,
including teaching kids at the summer camps, another save on the beach thanks to the lifeguard
team, fire drills at City facilities, and call volumes. He thanked the Commission and City team
for being able to expeditiously get a new AC system at Fire Station 1.

7.4 RESOLUTION #2021-120
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SUPPORTING
BROWARD COUNTY METROPOLITAN PLANNING ORGANIZATION'S ("MPO") COMMITMENT 2045
METROPOLITAN TRANSPORTATION PLAN (MTP) AND THE CITY OF DANIA BEACH PROJECTS
IDENTIFIED IN SUCH PLAN; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN

City Attorney Ansbro read the title of Resolution #2021-120.
Mayor James noted she supports the MPO plan but not the bridge on West Dania Beach
Boulevard. The community has not been notified or asked to provide input and she knows it
would displace residents. She asked that this project be removed from the MPO list. The
community's voices matter, and we do not have information from the community.
Commissioner Davis said she is not as familiar with this project as the others; she does know this
is the MPO and not the City and she would like more information from our MPO liaison as to the
recommendation from the MPO.
Commissioner Lewellen explained this project has been discussed for many years and has
always been on the MPO's list; it was never removed. She knows many in the neighborhood
support it and she was told there would not be anyone who would be displaced. MPO does an
overall assessment with subject matter experts to aid the infrastructure. Traffic is going directly
past CW Thomas Park and does not have an option to go back to Bryan Road. The item is not
strictly for the bridge as there are other improvements included for West Dania Beach
Boulevard. She explained the process of the MPO; this is a matter of protocol and procedure.
Subject matter experts have examined this. It is controversial and those who support it feel they
cannot come forward or else they will be bullied. She trusts the subject matter experts.
Commissioner Odman spoke about first running for election and the significance of the bridge,
developers, and gentrification. Any real experts would tell you this is a textbook example of
how to denigrate a neighborhood. She would never support this project and would hope the
Commission would write a letter to the MPO to remove the project from their list.

Mayor James said she has been elected to serve all the resident of Dania Beach; her track record
speaks for itself. She does not like the insinuation that because she is related to someone in the
community she is opposed to the bridge. This raises a concern that Commissioner Lewellen is
our liaison; this is just not protocol. This is an area she was raised in, and she has seen drastic
changes with surrounding developments. She would appreciate the same concern for this
neighborhood as there has been for other neighborhoods in the City. We are not on one accord
here, so she questions how this could go forward to the MPO. A meeting should be held with the
neighborhood, and she wants to change the tone of this conversation. We are here to serve our
residents and not just say this is an MPO project. If we do not want this project, we do not have
to have it. There needs to be a lot of dialogue with the community that will be affected. She
again asked that this one project be removed until there is a conversation with the community.
Commissioner Davis asked if there has been any documentation from the community since this
project has been on the list for years.
Mayor James noted there is not; the developer of Dania Pointe was to have funded the design
and decided against it because the neighborhood did not want it. There are homes that would
have to be displaced to open and widen up the road. There should have been more transparency
with this item.
Commissioner Davis said obviously the MPO has the subject matter experts and knows why they
want to put a bridge there. Perhaps part of the rationale for the MPO is to mitigate the
concentrated traffic on NW 1 st
Mayor James said the rationale was that it would be a straight shot from the beach and Casino.
The NW 1 st Street bridge is sturdy and can bear the weight. She will be going to the MPO
meetings now.
Commissioner Lewellen noted MPO's rationale is mitigating traffic; there has been nothing said
about closing the NW 1st Street bridge. This is a public safety issue and is not about displacing
people. There have been discussions; subject matter experts deal with traffic and overall
planning. It is about providing another access route. She is trying to follow best practices; the
last thing she wants to see is more traffic going down NW 1st Street and a child getting hit. This
is not about the MPO wanting to help someone else make money. Also, Saratoga is there and a
third one is coming; the bridge would provide access to jobs. This is not personal but is a matter
of properly planning and listening to the people who know what they are talking about.
Mayor James said there are children running all over from Saratoga. She asked that the
Commission pull the bridge from the list.
Commissioner Odman noted developers told her this would tear apart the neighborhood. She
supports pulling the project from the list.

Commissioner Davis wants to see if there is anything we can get from the MPO in writing about
whether these residents would be displaced. If they would not be displaced, she would support
this.
Mayor James said if we pulled this item, she would like to get the residents' input and input from
MPO on why this is needed. She knows of no other place where there are two streets together
that each have a bridge. She is going to ask the HOA to have a meeting, with the Commission
attending but not speaking, and have the MPO attend the meeting.
Commissioner Lewellen said we could approve it with the condition that no one would be
displaced.
Mayor James motioned to adopt Resolution #2021-120, as amended, to exclude the West
Dania Beach Boulevard bridge over the C-10 canal from the Cost Feasible Project List;
seconded by Commissioner Odman. The motion carried on the following 3-2 Roll Call

City Attorney Ansbro read the title of Ordinance #2021-023.
Mayor James thanked Parks & Recreation Director Brown and noted there are a lot of activities
going on that the language in the ordinance will prohibit.
Parks & Recreation Director Brown said this will allow us to put up signs that all adults must
have a child in their presence; this will allow us to take our playgrounds back.
City Manager Garcia thanked Parks & Recreation staff and the Safety Committee for ensuring
we are taking proactive measures. In discussions regarding the BSO budget, we can budget for
more cameras.
Commissioner Lewellen motioned to adopt Ordinance #2021-023, on first reading;

City Attorney Ansbro read the title of Ordinance #2021-018.
Corinne Lajoie, Assistant Director of Community Development, addressed the South Federal
Highway mixed -use and noted we are not extending it into the neighborhood or rezoning it,
instead simply correcting a graphic in the LDC. She gave a brief presentation on the text
amendments and changes made to the ordinance since first reading.
Mayor James opened the Public Hearing.
Janet McCombs, 41 SW 5 Street, addressed the rezoning change in 2012 and said mixed use
does not belong on a residential street.
Mayor James suggested Ms. McCombs get in contact with Community Development to discuss
her concerns. She confirmed this is not a new approval but is only an adjustment to a map that
was previously approved.

Krysti Loury, 20 SW 5th Street, asked that the home at 30 SW 51h Street be kept a non -multi -use
home and that businesses be kept on US-1.
Mary Loury, 18 SW 5 h Street, expressed opposition to the multi -use residential home at 30 SW
5'' Street, which is next to her, as the person details cars in his driveway. This kind of thing
needs to be kept on Federal Highway.
Mayor James noted staff would investigate this.

grants and incentives would be removed from the list and would not be exempt.

City Attorney Ansbro read the title of Resolution #2021-116 and Resolution #2021-117 as they
relate to the same property. He advised the items were quasi-judicial hearings and swore -in
those who would speak as they came forward. He asked the Commission to disclose any
communication they had on these matters.
Corinne Lajoie, Assistant Director of Community Development, addressed the revised site plan
conditions of approval and the enhanced traffic study resulting from the discussion on July 13,
2021. The applicant has agreed to look at enhanced designs and options on NW 2nd Street.
Dennis Mele, Greenspoon Marder, representing the applicant, addressed the various intersections
that go in and out of the neighborhood and installation of wayfinding signage. He noted the only
congested intersection was at NW 2nd Street and Federal Highway.

Commissioner Davis thanked Attorney Mele for additional due diligence with the traffic study
and felt the wayfinding signage would be helpful. This project overall is a good project, but she
wanted something to be done with the traffic in the area and this has been addressed to her
satisfaction.

10. Discussion and Possible Action
10.1 Regional Activity Center allocated units - Corinne Lajoie, Assistant Director of
Community Development
Community Development Assistant Director Lajoie gave a PowerPoint presentation which is
attached to and incorporated into these minutes. She noted staff is requesting a Commission
workshop to allow for further discussion.
Mayor James asked if an area that is built out could be given more dwelling units that would
increase density.
Community Development Assistant Director Lajoie noted this would be discussed during a
workshop and addressed asking for additional units.
Vice -Mayor Salvino felt a workshop may not be needed; however, if we discuss increased
capacity, we should create a plan to slow down. He questioned how many more projects we
could possibly put up and use up 1,200 dwelling units, and if everything is caught up.
Community Development Assistant Director Lajoie explained once they are assigned, they are
locked up.
Vice -Mayor Salvino said whatever the Commission decides is okay with him.
Deputy City Manager Sosa-Cruz noted there are currently 1200 units, but there is a pipeline of
developers submitting applications. That number will decrease very soon, therefore staff is
requesting a workshop so we can know which way to go. Developers are going to be submitting
applications and we do not have enough units to provide to them.
Mayor James asked if this was only for a specific area in the City.
Community Development Assistant Director Lajoie responded it is the area east of I-95.

Mayor James questioned if the area could be extended to a different part of the City that is not a
part of the Regional Activity Center.
Community Development Assistant Director Lajoie explained extending the RAC would not be
helpful. There is interest out west, but there seems to be more interest in the east, with those
projects being larger and denser.
Deputy City Manager Sosa-Cruz added the reason for the cap on the east side of I-95 is to limit
construction and there is no cap on the west side.
Vice -Mayor Salvino suggested we go ahead and do a workshop.
Discussion ensued regarding a date for a workshop.
The Commission agreed to hold a virtual workshop on Regional Activity Center allocated units
on Wednesday, September 8, 2021 from 5:00 — 7:00 p.m.
11. Commission Comments
11.1 Commissioner Davis
Commissioner Davis spoke about the Trash Pirates project and the Back -to -School Beach
Cleanup on August l0u'. She thanked everyone for participating.
Commissioner Davis noted she attended the American Legion Officer installations for Posts 304
and 209, the BSO youth beach cleanup on July 17u', and the FLC Conference in Orlando. She
thanked Mayor James for making her a voting delegate.
Commissioner Davis commented on the Dania Improv opening night on August 19I'; this will
help to make our City a destination location.
11.2 Commissioner Lewellen
Commissioner Lewellen noted she attended the installation of American Legion officers and
both posts received an award.
Commissioner Lewellen said she attended the FLC Conference and went to a future
transportation seminar regarding flying cars (drones). They are looking for a location in South
Florida; the technology is there, and this is moving ahead.
Commissioner Lewellen also noted she attended the beach cleanup/book bag giveaway event; the
kids were excited to participate, and it was a nice educational opportunity.
11.3 Commissioner Odman

Commissioner Odman spoke of the COVID testing being conducted at City Hall; friends and
residents have gone, and she is hearing good things. They are doing throat swab tests which are
more tolerable, and results are coming back in 48 hours. Everyone has been thrilled that we are
offering the testing. This is very important until we can venture out into the world.
Commissioner Odman noted the Brightline train track is continuing to progress; this week they
are 60% complete on their line to Orlando.
11.4 Vice -Mayor Salvino
Vice -Mayor Salvino noted he did some of the things the other Commissioners did.
11.5 Mayor James
Mayor James noted she received a COVID test at City Hall and encouraged everyone to be
tested. She reminded the seniors there would be no senior meeting at IT Parker on September 2nd
due to the high numbers of COVID.
Mayor James commented she spoke at Florida Career College and attended the Hollywood Hills
High School drive-thru backpack giveaway. On the first day of school, she went to Collins and
Dania Elementary Schools to meet and greet the parents and kids; everyone is still dealing with
COVID.
Mayor James said at the FLC Conference, she submitted to become a member of the Florida
League of Mayors and she looks forward to working with the group. She reported she has been
in talks with Broward College about an apprenticeship program.
Mayor James spoke of attending the Broward commuter rail briefing; we will not have a station
in the City, but they are going to provide funding for our residents to get to the commuter rail
system. She wants to make sure we are making the right decisions and paying attention to the
budget so we will become a more appealing city and are awarded these types of projects.
Mayor James asked City Manager Garcia for an update on speed humps.
Mayor James noted she attended the opening of the Dania Improv. Marlin Wayans was in the
City all weekend and she hopes everyone will patronize this establishment.

13.1 City Manager
City Manager Garcia gave an update on the COVID-19 testing at City Hall City; testing will be
extended to Thursday, October 7tn
City Manager Garcia noted three proposals for the Dania Beach Grill have been recommended to
her and she will bring her recommendation to the next City Commission meeting.
City Manager Garcia reported our structural engineers and architects are professionally assessing
JA Ely Boulevard for traffic calming measures to be implemented.
City Manager Garcia said based on complaints about people bumping their heads when driving
over speed humps, an assessment revealed that the signage is not aligned correctly. 90% of our
speed humps were out of compliance and we are working to bring them into compliance. She
will provide a report tomorrow to bring the Commission up to speed and will have the Public
Services Director give a presentation at the next meeting.
City Manager Garcia noted a detailed report for funding any of the non -profits that were
recommended would be brought to the next meeting.
City Manager Garcia advised we are working closely with Commissioner Tim Ryan on the
parking garage at the beach. Deputy City Manager Sosa-Cruz is working with County
Administrator Bertha Henry on a survey of the land to determine how much is ours; the results
should be received in a couple weeks and an update would be brought to the Commission.

City Manager Garcia said we are working with the County engineering division and assessing
our City streets.
City Manager Garcia noted the Finance Director confirmed we will be able to secure another
camera tower this year, rather than waiting until the next fiscal year.
Mayor James commented the flashing lights along JA Ely Boulevard have added safety
measures.
Mayor James spoke about discussions regarding the CACAB staff liaison; the City Manager
recommended Corrine Lajoie, Assistant Director of Community Development. She asked City
Attorney Ansbro to investigate what, if anything, needed to be done to make the change.
