A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,APPROVING
THE PROPOSED SITE PLAN REQUEST SUBMITTED BY EDUARDO L.
CARCACHE, CKE GROUP, INC. REPRESENTING BANK ATLANTIC, FOR
PROPERTY LOCATED AT 402 EAST DANIA BEACH BOULEVARD,DANIA
BEACH; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of
Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building
permit; and
WHEREAS,Eduardo L.Careache,CKE Group,Inc.,on behalf of Bank Atlantic,has applied
for site plan approval to allow the construction of a 4,100 square foot bank building for property
located at 402 East Dania Beach Boulevard, Dania Beach; and
WHEREAS, the Planning & Zoning Board on July 19, 2006, recommended that the City
• Commission grant the site plan request(SP-64-05),based upon the criteria set forth in Section 8.4 of
Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That that certain application (SP-64-05) for site plan approval, a copy of
which is attached and made a part of this Resolution as Exhibit "A", is approved, subject to the
following condition:
Hydrant flow test (to be performed by a licensed company and witnessed by the Fire
Prevention Bureau) and fire flow demand requirements for the building are completed by a
licensed engineer and submitted (Fire Marshall).
It is further noted that the original Site Plan is maintained in the office of the Community
Development Department of the City of Dania Beach.
Section 2. That based upon the criteria set forth in Section 84(p)of Article I of Chapter
8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically
expire and become null and void unless building permits are obtained on or before 12 months from
the date of this Resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 4. That this Resolution shall be in force and take effect immediately upon passage
and adoption.

Design Standard Overlay
The proposed bank and drive-through are located on a vacant out-parcel
within the Public Shopping Center (Dania Beach Boulevard). The applicant is
not requesting any variances. Building elevations meet Principal Arterial
Commercial Design Standards.
Access to the bank site is through the west shopping center entrance; a
one-way inbound driveway. Exiting traffic would be directed to the east
shopping center driveway. Staff submitted the plan to the City's traffic
consultant, Tinter and Associates for review. Tinter's letter is attached.
PLANNING AND ZONING BOARD RECOMMENDATION
• Approval, subject to Fire Department Conditions (See Attachment "A")

Dear Mr. Leeds:
I have completed a review of the site plan prepared by CKE Group (revision date April
26, 2006) as well as the Traffic Impact Study (TIS) prepared by Carter Burgess
• (February 2006). The site is planned to house a 4,100 square foot bank with three drive-
thru lanes. It is planned to be located on the south side of East Dania Beach Boulevard
toward the westerly portion of Beachway Plaza.
The TIS provided for a buildout date of November 2006. The site is planned to generate
a total of 532 net new daily trips of which 27 trips are expected during the AM peak hour
and 104 trips are expected during the PM peak hour. The TIS used accepted industry
standards to examine conditions with and without the proposed development. The East
Dania Beach Boulevard corridor in the area of the development was analyzed for
operating levels of service. In addition, two significant intersections were also analyzed.
These include:
• East Dania Beach Boulevard and Fronton Boulevard (signalized)
• East Dania Beach Boulevard and SE 5u'Avenue (unsignalized)
All roadway sections and significant intersections are expected to operate within
acceptable levels of service pre and post development. Additionally, the TIS also
addressed the queuing activity for the drive-thru lanes. The Institute of Transportation
Engineer's (ITE) manual entitled Transportation and Land Development (2"d Edition)
provide for queuing criteria for drive-thru bank facilities. The site plan shows three drive-
thru lanes with a minimum stacking area of six vehicles in the least restrictive (inside)
lane. In all twenty-one vehicles can be stacked simultaneously up to the transaction
windows. The ITE . manual indicates that a bank of this size can adequately
accommodate the projected trip generation with as few as two drive-thru lanes. As
noted, three lanes will be provided so the queues can be accommodated on site. The

drive-thru service area for each vehicle is to be located along the east side of the •
proposed building. The queue area will include this area as well as along the south side
of the building. The drive-thru area will circulate in a one-way (eastbound and
northbound) counter-clockwise direction. A bypass lane is also,provided to allow for full
circulation around the proposed building. Adequate on site signage is planned to
facilitate the one-way operation.
Parking requirements per City Code call for one (1) space per each one-hundred fifty
(150) feet of gross floor area plus six (6) inbound vehicle stacking spaces and one (1)
outbound stacking space for each drive-thru lane. As noted, previously there is
adequate stacking area for,inbound vehicles and there is a single car outbound stacking
area at each drive-thru. Under Code, 28 on site parking spaces are required. The site
plan shows that a total of 33 spaces will be provided. On Sheet C-1 of the site plan,
eliminating spaces numbers 13 and 14 will reduce the potential for vehicle conflict when
vehicles in those two spaces back up. This will reduce the parking count to 31 spaces.
Connectivity is also planned between the proposed ..development and the existing
sidewalk system along the south side of East Dania Beach Boulevard.
Overall, the TIS is adequate and complete and demonstrates that acceptable operating
conditions will be maintained at buildout. This office concurs with those findings.
However, as_noted_in_the..TIS.a-November 2006 buildout is_planned.__...Therefore,._no
building permits should be issued after the buildout date. Should the applicant wish to
extend this buildout then a revised TIS will be"required. Lastly, elimination of the two
parking spaces noted above should be considered.

The following are our responses to all the comments from the various members of the
• Planning Division regarding the above referenced Site for Plan Approval Application.
1) Incomplete information was provided, therefore additional review and
comment will be provide by staff at time of further review of this project.

2) Identify method of illumination for all proposed signs, 2 d time requested.
Signs are internally illuminated see details on sheet SG-1.
3) Signs are permitted on street frontages only, therefore no sign is allowed on
west elevation. Revise plans accordingly.
Removed sign from west elevations.
4) Indicate whether monument will have individual channel letters or if they are
will push through. and time requested.
Sign details provided on sheet SG-1. This is an internally illuminated box
sign with letter on face cover.
5) Staff requests that the property address be added to the base of the monument
. sign.
Address will be provided at bottom of monument sign.

10) Show location of all mechanical equipment, including a/c, irrigation system,
generator, etc. if how it will be hidden from view. 2"d time requested.
All a/c and mechanical equipment is on the roof, screened by parapet, see •
section on A-3. There are no generators or risers for sprinklers.
11) Per Principal Arterial Design Standard Overlay - Mechanical equipment must be
screened from view. Provide detail. 2"d time requested.

12) Unable to determine if Principal Arterial Design Standards relating to glass area
has been met. Provide % of window area (35%).
Front glass calculations are provided on sheet A-3. Please note that we
provide 43.7% of glass area when calculated, using the ceiling height of 8' -
8" times the width of the building. The percentage is lower if calculated
using the top of parapet, which is only there to screen roof equipment.
13) Color rendering contradicts architectural drawings. Staff will relay on latter.
No color rendering provided in re-submittal. and time requested.
