RESOLUTION NO. 2006-144 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 2007-2008 FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT FOR C.W. THOMAS PARK PHASE II, IN AN AMOUNT NOT TO EXCEED $215,900.00; AUTHORIZING THE USE OF MATCHING FUNDS IN THE AMOUNT OF $107,950.00; AUTHORIZING THE ACCEPTANCE AND EXECUTION OF SUCH GRANT UPON ITS AWARD AND ANY AMENDMENTS TO IT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach is interested in renovating and adding new amenities to C.W. Thomas Park in an amount not to exceed $215,900.00; and WHEREAS, the Florida Recreation Development Assistance Program (FRDAP) Grant offers financial assistance for such projects; and WHEREAS, the City of Dania Beach has identified these improvements through the FY2004-FY2008 Capital Improvement Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to apply for the 2007-2008 Florida Recreation Development Assistance Program (FRDAP) Grant in an amount not to exceed $215,900.00, a copy of which grant application is attached as Exhibit "A". Section 2. That upon the FRDAP Grant being awarded to the City, the appropriate City Officials are authorized to accept the award and execute the Grant Agreement and all other related documents in a form acceptable to the City Manager and approved as to form and legality by the City Attorney. The City Manager and City Attorney are authorized to make minor revisions to such documents as are deemed necessary and proper for the best interests of the City. Further, City officials are authorized to execute amendments to the Agreement, if the grant is awarded. Section 3. That upon the award of the Grant, the Director of Finance is authorized to appropriate from the budget the amount of$107,950.00 in grant revenue and the same amount in the related expenditures account. • Section 4. That upon the award of the Grant, the City of Dania Beach is responsible for a 50% match in the amount of $107,950.00 which is to be funded from the 2005 General Obligation Bond. Section 5. That all resolutions or parts of resolutions on in conflict with this Resolution are repealed to the extent of such conflict. Section 6. ANSBRO CITY ATTORNEY 2 RESOLUTION#2006-144 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT APPLICATION PACKET • 2007-2008 FACTS ABOUT FRDAP WHAT/S FRDAP AND HOW IS IT ADMINISTERED? The Florida Recreation Development Assistance Program (FRDAP) is a competitive program which provides grants to local governmental entities for acquisition and development of land for public outdoor recreation use or to construct recreational trails. The Florida Department of Environmental Protection (DEP), Office of Information and Recreation Services administers FRDAP. WHO MAYAPPLY FOR FRDAP FUNDS? Municipal and county governments or other legally constituted entities with the legal responsibility to provide public outdoor recreation. WHAT IS THE GENERAL APPLICATION INFORMATION? A proposed FRDAP project must be for one of the three following categories: acquisition of land for public outdoor recreational purposes, development and/or renovation of land for public outdoor recreational purposes, or construction and/or renovation of a public recreational trail. If an acquisition project receives a FRDAP grant, the applicant must develop the acquired site for public outdoor recreation use within three (3) years. (See attached program rule for definitions) • HOW DO I APPLY? Applicants must submit a completed FRDAP Grant Application during an announced submission period. Applicants may submit up to two applications during the submission period. Each agency may only have a total of three (3) active projects, including any applications being submitted. Applications must involve only one project site except for acquisition or development of sandy beach access. DEP evaluates applications on the basis of the information provided by the applicants, except where such data is superseded by official DEP information. Failure by an applicant to present all required application information and documentation may result in the application being declared ineligible for funding consideration, or may result in a loss of points for the applicant's competitive score. Application will be evaluated and scored based on the information submitted by the end of the submission period. The deficiency period has been eliminated under the new rule. Applicants must submit three copies (1 original and 2. copies) of the completed application and all supporting documents during the announced submission period of (September 1, 2006, through September 15, 2006). The Division of Recreation and Parks evaluates each eligible application according to Florida Administrative Code and assigns a final score. Based on the scores, DEP prepares and submits a recommended priority list to the Florida Legislature for funding consideration. The Department's performance and obligation to award program grants is contingent upon an annual appropriation by the Florida Legislature. Should the project receive funding, the grantee will have up to three (3) years from the start of the state's fiscal year in which funds are appropriated to complete the project or funds will revert. Include land resources, vegetation, fish and wildlife, historical, archaeological resources, water bodies, previous recreational usage and transportation access as well as other pertinent information. C.W. Thomas Park is located in the north west community of Dania Beach. It is bordered by ® Dixie Highway on the east, Bryan Road on the west, Sterling Road on the south.and Griffin Road on the north. C.W. Thomas Park is easily accessible by walking, bicycle, car or public transportation. This proposed project will allow the City of Dania Beach to complete this park and make it a true Community Park for everyone, residents and visitors, young and old. Phase II will consist of renovating the existing tot-lot, construction of a new playground for children ages five (5) and older,picnic tables, grills, new basketball hoops, nets and backboards, bike racks, renovations to the restrooms,fencing, landscaping and signage. All renovations and new construction will meet or exceed ADA compliance. 5 of 25 3. PARK PARTNERSHIP • The proposed project is supported through a fully executed written cooperative agreement between the applicant and a private or public entity(within the current or past 3 years) in which said entity agrees to furnish 10% or more of the total project costs in cash, land, or labor services for the development/construction of this project with the applicant holding the leading management responsibility. The written agreement must be executed by the end of the submission period and quantify the donation in monetary units. This can be a cooperative agreement between both parties or a letter from the entity agreeing to furnish 10% of the total project costs in cash, materials, land, or labor services.
