HomeMy WebLinkAboutR-2006-180 Chen and Associates RESOLUTION NO. 2006-180 A RESOLUTION OF THE CITY OF DANIA BEACH,FLORIDA,AUTHORIZING THE 'CITY MANAGER TO PURCHASE SERVICES FROM CHEN AND ASSOCIATES RELATING TO DRAINAGE DEFICIENCIES IN TWO AREAS OF THE CITY;PROVIDING THAT THE COST FOR SUCH SERVICES SHALL NOT EXCEED TWENTY FOUR THOUSAND FIVE HUNDRED FIFTY DOLLARS ($24,550.00); PROVIDING FOR FUNDING; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain agreement with Chen and Associates,Inc. in an amount not to exceed Twenty Four Thousand Five Hundred Fifty Dollars ($24,550.00) for services relating to drainage deficiencies in two areas of the City,with the proposal in substantial form as Exhibit"A", attached, is approved and the appropriate city officials are authorized to execute it. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to such agreement which are deemed necessary and in the best interest of the City of Dania Beach. Section 3. That the Director of Finance is authorized to transfer the specified amount from the Contingency fund to pay for the services. Section 4. That all resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on October 10, 2006. Director of Public Services BY: Leo Williams, Public Services Superintendent Date: October 2, 2006 RE: Engineering Services - Drainage Improvements Master Plan- Two City Sections introduction and Back ound The City has decided to address storm drainage issues throughout the City. A study is presently being conducted in the SE Section of the City by Calvin, Giordano and Associates. Chen and Associates was asked to provide this Work Authorization for engineering design and permitting services as outlined in the detailed Scope of Work as attached in Exhibit A hereto to perform the appropriate research and planning services for addressing drainage deficiencies in two Sections of the City. . In addition, the study will incorporate reports of flooding on SW 31St Street and on SW 32nd Street between Ravenswood Road and 26th Terrace and flooding on SW 26th Terrace south of SW 32nd Street. Chen and Associates is currently negotiating with Broward County to design and oversee construction of sewer and water improvements in one of the above mentioned sections, north of Griffin Road between SW 35th Ave. and Ravenswood Road. Any drainage improvements would be designed in conjunction with these utilities. The Western Section, between Griffin Road and Stirling Road needs to be addressed in order to resolve existing drainage concerns in the area. The North Section focuses on reports of flooding on SW 31st Street and on SW 32nd Street between Ravenswood Road and 26th Terrace and flooding on SW �6th Terrace south of SW 32nd Street. The drainage master plan will determine, per area the best drainage solution. The options to be investigated will be connecting to existing systems, increasing the amount of exfiltration trench and creating new outfalls. The background research will include examining permitting requirements, analyzing site topography and soils conditions. Field survey and testing will be analyzed to establish the optimal sizing and placement of a French Drain system. Chen and Associates will produce a Drainage Master Plan which will include layout of drainage improvements, quantities of material and cost estimates for improvements. It is recommended that the City Commission award this work authorization to Chen and Associates in the amount of$24,550.00.
