WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building permit; and WHEREAS, Synalovski, Gutierrez, Romanik Architects, Inc., have applied for modifications to the site plan approved by Resolution 2003-259, relating to the proposed construction of a new 19,304 sq. ft.,two-story school building for property located at 5300 SW 40th Avenue, Dania Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the proposed modifications to the site plan(SP-25-06), for property located at 5300 SW 401h Avenue,Dania Beach are approved, subject to the following conditions: 1. Proposed number of classrooms and number of classrooms shown on plan for Pre-Nursery, Nursery, Toddler and Pre-K do not match. Revise Plan. 2. A bond in the amount of$1,800.00 shall be submitted for the relocated trees, and the trees must be in Florida #1 condition at time of final Certificate of Occupancy (Landscape Consultant). 3. Applicant must address Fire Marshal comments dated May 18, 2006 at time of building permit. Section 2. That based upon the criteria set forth in Section 8-4(p)of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically expire and become null and void unless building permits are obtained on or before 12 months from the date of this Resolution. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. Site Plan To allow the construction of a new 19,304 s.f., 2-story school building. Property Information ZONING: Institutional (I-1) & Residential Multiple Family (RM-15) LAND USE DESIGNATION: Medium Residential (16) The first phase of development proposed by the school, originally proposed in 2003, included an 88 space parking lot, which is directly north of the classrooms. A total of 105 parking spaces are provided on the site. The second phase, currently proposed, includes the addition of a 2-story, 9,728 s.f. classroom building. The south half of the property, where the classrooms are located, is zoned I-1, the north half of the property, where the parking is located, is zoned RM-15. SITE PLAN To allow the construction of a new 19,304 s.f., 2-story school building. The following site plan comments made by staff must be addressed prior to issuance of a building permit: PLANNING AND ZONING, BOARD RECOMMENDATION On September 27, 2006 the Planning and Zoning Board recommended approval subject to the following conditions: 1. Proposed number of classrooms and number of classrooms shown on plan for Pre-Nursery, Nursery, Toddler and Pre-K do not match. Revise Plan. 2. A bond in the amount of $1,800.00 shall be submitted for the relocated trees, and the trees must be in Florida #1 condition at time of final Certificate of Occupancy (Landscape Consultant). 3. THIS MUST BE SCHEDULED THROUGH THE FIRE PREVENTION BUREAU (954)924- 3635. 4.) FIRE FLOW CALCULATIONS Fire flow calculations must be submitted. Fire flow calculations shall be prepared by a professional engineer currently licensed in the state for each newly constructed building in excess of 5,000 square feet in size. All calculations must be in accordance with the Guide for the Determination of Required Fire Flow, published by the Insurance Services Office (Appendix A), December 1974 edition. 5.) PRIVATE FIRE SERVICE MAINS CONNECTION FROM WATERWORKS SYSTEMS Connections to public water systems shall be controlled by post indicator valves of an approved type and installed in accordance with section 6.3 of NFPA 24 [24:5.5] OR A non-indicating valve, such as an underground gate valve with approved roadway box, complete with T-wrench, and accepted by the authority having jurisdiction, shall be permitted. [24:6.1.5) 6.) DISTRIBUTION SYSTEMS TO BE LOOPED All distribution systems shall be designed to reduce the dead-end mains and provide a loop for new and existing mains. Currently there is no code that is adopted by the Uniform Fire Code in Florida that specifically addresses dead-end mains. However, the "Standard" as provided in NFPA 1141:9.2.7 states "Dead-end mains shall not exceed 600 ft. in length for main sizes less than 10 inches in diameter". As the Authority Having Jurisdiction, I must take Into consideration what is standard or recommended and make a decision based on that information. Currently, the existing main is approximately 690ft. and the hydrant spacing between the last two hydrants on the main is approximately 330 ft. which exceeds the 300ft. maximum allowable in this jurisdiction for commercial properties. Another issue that I am not comfortable with is that water supply only exists on the south side of the buildings and no protection is available on the north side. Before I require this site plan distribution system to be looped, I am requesting additional information: PROVIDE LOCATIONS AND DISTANCES TO THE NEXT CLOSEST HYDRANTS TO THE NORTH AND SOUTH OF THE SCHOOL ON S.W. 40TH AVE.
