A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA, URGING THE BROWARD COUNTY COMMISSION TO DEFER
PLACEMENT OF ANY COUNTY GENERAL OBLIGATION BOND QUESTIONS
UPON THE MARCH 8, 2005 ELECTION BALLOT, DUE TO THE PRESENCE OF
CITY GENERAL OBLIGATION BOND QUESTIONS UPON SUCH ELECTION
BALLOT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Dania Beach, Florida has planned for and intends to submit six
General Obligation Bond referendum questions to the City electorate for consideration at the
March 8, 2005 election; and
WHEREAS, in light of its one hundred year history, the City of Dania Beach is in need of
substantial improvements to its public facilities, many of which are antiquated and in need of
substantial repair or replacement or needed due to several annexations which have significantly
increased the City population and the land area serviced by the City, especially the annexations
which have occurred in the last twenty-five years; and
WHEREAS, among the projects to be submitted to the City electorate as General
Obligation Bond questions are the following;
Expansion of City Hall $1,000,000.00
Downtown Library and Parking Structure $ 3,500,000.00
Public Works Facilities $ 2,000,000.00
Fire Station/BSO Substation $ 2,200,000.00
Neighborhood Sidewalk Improvements/Lighting/Traffic Calming Devices $ 2,000,000.00
Recreation Center/Linear Park $ 2,600,000.00,
for a total of$13,300,000.00; and
WHEREAS, the City has learned that Broward County is considering placement of a
"General Obligation Bond Issue" ballot question on the same March, 2005 ballot, for voter
approval of a new downtown governmental center and related facilities; and
WHEREAS, placement of such a County bond issue before the County electorate will
eclipse the City's efforts to gain support and approval of its local bond issues by its voting
populace; and
WHEREAS, the electorate is currently coping with debt service for the substantial $400
million bond issue approved in November, 2000 (the "Safe Parks and Land Preservation Bond"
issue; and
WHEREAS, another sizable County bond issue will likely deter City residents from
approving both City and County bond issues, due to the perception that the costs cannot be
absorbed by City voters and residents for two such bond issues;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City urges the Broward County Commission to defer placement of
any County General Obligation Bond questions upon the March 8, 2005 election ballot, due to the
presence of the City General Obligation Bond questions scheduled for the March 8, 2005 election
ballot.
Section 2. That the City Clerk is directed to furnish certified copies of this Resolution
to each County Commissioner and the County Administrator.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 4. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
