A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA APPROVING
THAT CERTAIN "INTER-LOCAL AGREEMENT BETWEEN BROWARD
COUNTY AND CITY OF DANIA BEACH FOR COMPREHENSIVE
EMERGENCY OPERATIONS PLAN FOR ALL HAZARD HOMELAND
SECURITY"; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Broward County Commission recognizes the importance of having all
Broward County municipalities equipped with a current Comprehensive Emergency Operations
Plan which follows new guidelines established in the National Incident Management System
(NIMS), National Response Plan (NRP) and the Homeland Security Presidential Directive
(HSPD) 8 on National Preparedness; and
WHEREAS, the Broward County Board of County Commissioners is offering a wide-
ranging assistance package including a cash grant to supplement municipal homeland security;
and
WHEREAS, in order to accept this assistance, the City of Dania Beach must approve and
• execute the attached "Inter-Local Agreement Between Broward County and City of Dania Beach
for Comprehensive Emergency Operations Plan for all Hazard Homeland Security", designate a
"lead coordinator" (by separate letter), and submit an invoice for payment of the grant in the
amount of Seven Thousand Five Hundred Forty and no/100 Dollars ($7,540.00);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the "Inter-Local Agreement Between Broward County and City of
Dania Beach for Comprehensive Emergency Operations Plan for All Hazard Homeland Security",
a copy of which is attached to this Resolution, is approved and the appropriate City officials are
authorized to execute it.
Section 2. That the City Manager is authorized to prepare a letter directed to the
Broward County Commission providing all requested information set forth in the letter of
instructions dated November 29, 2004, directed to Ivan Pato, City Manager, including the
designation of a "lead coordinator" and submission of an invoice for payment of the grant to the
• City in the amount of Seven Thousand Five Hundred Forty and no/100 Dollars ($7,540.00).
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 4 . That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

This is an inter-local agreement, made and entered into by and between: BROWARD COUNTY,
a political subdivision of the state of Florida, hereinafter referred to as "COUNTY"
AND
CITY OF DANIA BEACH, a Florida municipal corporation, hereinafter referred to as "CITY"
• WHEREAS, the United States Department of Homeland Security has made funds available to
the state of Florida, Department of Community Affairs for the purpose of funding local
enhancements to homeland security; and
WHEREAS, Broward County has been designated to receive an allotment of these homeland
security funds; and
WHEREAS, Broward County has determined that the establishment and or enhancement of
municipal Comprehensive Emergency Operations Plans for All Hazard Homeland Security will
benefit all Broward County residents, businesses, and visitors; and
WHEREAS, CITY represents that it is fully agreeable to work with County staff and develop (or
enhance) a local Comprehensive Emergency Operations Plan for All Hazard Homeland Security
for the City and then adopt the plan when complete; NOW THEREFORE,
IN CONSIDERATION of the mutual terms, and payments hereinafter set forth, COUNTY and
CITY agree as follows:
1. County shall provide City a grant of $7,540.00. Funds shall be used by City to
supplement its municipal homeland security efforts. Funds shall not supplant existing budgetary
allocations for homeland security. County shall provide lump sum payment to City upon final

execution of this agreement; written designation of lead coordinator as detailed below; and
0 written request for payment.
2. City shall maintain local records of use of funds and make these records available for
state, county, or federal inspection if so requested.
3. City certifies that none of these funds shall be used directly or indirectly to influence
legislation or any other official action (state or federal).
4. City shall use County grant to enhance homeland security capabilities through; travel/per
diem related to meetings or conferences; purchase material for plan or program development;
conferences( such as the South Florida Hurricane Conference); hiring staff or consultants to
assist in plan or program development; or other related actions.
5. County shall provide a CEOP (Comprehensive Emergency Operations Plan for All
Hazard Homeland Security) template to simplify plan development, and County Emergency
Management Coordinator staff time (approximately 80 hours) to assist the City in the
development of a CEOP specific to the needs of the City.
6. City shall designate in writing to County the lead coordinator on the City staff that shall
work with County Emergency Management Coordinator to complete CEOP. This City
designated staff shall also attend monthly ECC (Emergency Coordinating Council) meetings.
• 7. City shall bring before its Commission at a regular scheduled meeting the developed
CEOP for consideration of adoption.
8. City and County incorporate into this Agreement by reference the terms and conditions of
the Subgrant Agreement 05DS-11-16-01 CFDA 97.004 between County and state of Florida, and
both parties agree to the terms and conditions of the Subgrant Agreement.
9. The term of this Agreement shall end on September 30, 2005.
10. In the event City expends the grant funds for purposes other than provided for by this
Agreement the City shall forthwith reimburse to the County the entirety of such funds.
11. Termination of this Agreement is terminable at will by either party without cause;
however, City shall reimburse County for all unexpended funds.
IN WITNESS WHEREOF, the parties hereto have made and executed this Agreement:
BROWARD COUNTY through its BOARD OF COUNTY COMMISSIONERS, signing by
and through its Mayor or Vice Mayor, authorized to execute same by Board action on
the 5th day of October, 2004, and City, signing by and through its Commission, duly
authorized to execute same.

2005, for execution by Broward County. A copy of Resolution No. 2005-011 has been
enclosed for your records.
Please return one (1) original of the agreement to our department, upon
execution by Broward County officials.

Dear Mr. Pato
Emergency Management is one of the crucial operations that all levels of local
government must be prepared to provide. The fundamental building block for
effective Emergency Management is the Comprehensive Emergency Operations
Plan (CEOP). The process of creating and maintaining an up-to-date CEOP
helps identify key actions that your city must be prepared to take to sustain
government and protect lives and property in response to various hazards that
might impact your municipality.
The Broward County Board of County Commissioners recognizes the importance
of having all of Broward County's municipalities prepared with a current CEOP
that follows new guidelines established in the National Incident Management
System (NIMS), National Response Plan (NRP) and Homeland Security
Presidential Directive (HSPD) 8 on National Preparedness.
The Broward County Board of County Commissioners is offering a wide-ranging
assistance package to assist your municipality in developing an up-to-date and
practical CEOP. The assistance package includes the following: a cash grant to
supplement municipal homeland security; updated CEOP template and criteria;
and Broward Emergency Management Agency staff time to assist with the
preparation of a CEOP specific to your municipality.

• In order to officially accept these funds please follow these instructions:
1. Execute the attached Inter-Local Agreement on behalf of your
municipality.
a. Create the necessary duplicate originals of the agreement.
Broward County will retain three fully executed duplicate originals,
so add the number you require. For example, if you require one
original then make three copies of the document provided and have
all four signed as originals.
b. On the fifth (last) page of each document fill in the name of the
authorized individual that will execute the agreement on behalf of
the municipality and fill in the date signed. If the signer is someone
other than the Mayor please provide copy of signing authority---
resolution or ordinance--of the person who is executing. Have that
person sign all duplicate originals--at least four originals.
c. Provide two witnesses to the execution. On each document fill in
the name and title of each witness. Each witness must sign each of
the duplicate originals.
2. Designate a lead coordinator. The Municipal Manager/Administrator shall
• identify via letter the name, title, address, phone number, and e-mail
address of the individual that will coordinate the completion of the
municipal CEOP (Comprehensive Emergency Operations Plan) and
attend the regularly scheduled Broward County ECC (Emergency
Coordinating Council) meetings.
3. Provide your mailing address (and Federal ID number) for the payment to
be sent to.
4. Provide an invoice for payment. State the amount due, which is the full
amount of the agreement. Also indicate that the purpose for the invoice is
for the Municipal CEOP.
5. Return all above items to the Broward Emergency Management Agency,
Attn: Glenn Margoles. The address is 201 NW 84th Avenue, Plantation,
FL 33324. The Broward County Mayor will sign the agreements on behalf
of the Board and at least one fully executed agreement will be sent back
to the designated lead coordinator. The invoice will be processed and a
check will be mailed to the payment address you indicate.

To accept this assistance package your municipality will execute the attached
Inter-Local Agreement and designate a lead coordinator to complete your CEOP.
The Broward Emergency Management Agency (BEMA) is committed to assisting
your staff in preparing this important plan. BEMA will be assigning an
Emergency Management Coordinator to work directly with your staff very soon.

forward to working with your community on this important planning process.
