A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA
AUTHORIZING THE CITY MANAGER TO PURCHASE CITY HEALTH
PLAN CONSULTANT SERVICES INCLUDING, BUT NOT LIMITED TO,
MARKET CONTRIBUTION, BENEFITS COMPARISONS, EDUCATIONAL
WORKSHOPS WITH COLLECTIVE BARGAINING GROUPS,
DEVELOPMENT OF A FINAL REQUEST FOR PROPOSALS, ANALYSIS OF
PROPOSALS, ASSISTANCE WITH RECOMMENDATIONS AND
IMPLEMENTATION, IN AN AMOUNT NOT TO EXCEED $19,500.00 FROM
THE RHODES INSURANCE GROUP, INC.; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the city government in amounts in excess of Fifteen Thousand Dollars ($15,000.00)
without competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the City Commission, if unusual conditions are present; and
WHEREAS, the City Manager has determined that it is necessary to purchase services in
an amount not to exceed $19,500.00 from The Rhodes Insurance Group, Inc. for City health plan
consultant services; and
WHEREAS, the City Manager has determined that such purchases can be made at the least
cost to the City by purchasing such services, including, but not limited to, market contribution,
benefits comparisons, educational workshops with collective bargaining groups, development of a
final request for proposals, analysis of proposals and assistance with recommendations and
implementation, from the Rhodes Insurance Group, Inc.;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City Manager is authorized to pay The Rhodes Insurance Group,
Inc. an amount not to exceed $19,500.00 for City health plan consultant services, to include items
such as those specified in the foregoing recital clauses, which are incorporated by this reference.
tSection 2. That all resolutions or parts of resolutions in conflict with this Resolution
shall be repealed to the extent of such conflict.
Section 3. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

Re: Employee Benefit Consulting Proposal
Dear Mary,
In response to your request for assistance, I have prepared a proposal for services to assist
the City of Dania Beach in reshaping the self-funded benefit plan to be more cost-
effective and competitive within the South Florida public sector. The services we will
provide include
Collect and monitor monthly benefit plan experience. We will design and
maintain spreadsheets for experience analysis. We will also analyze emerging
experience trends to prepare for budget forecasts.
■ Gather and prepare market comparisons of contributions and benefits.
Attend meetings and present with collective bargaining groups.
■ Assist with the resolution of any benefit plan or provider network issues as they
• arise.
■ Provide ongoing technical advise as necessary. This would include information
about legislative changes and their potential impact on plan costs and interpreting
and clarifying regulations.
■ Assist with the preparation of all communications concerning employee benefit
plans.
■ Provide assistance to Human Resources in resolving difficult claim and service
problems as they occur.
■ Publish a draft of the RFP for approval by the City.
Identify the potential market for the RFP.
■ Respond to technical questions posed by respondents.
■ Provide analysis of proposals.
■ Assist with the recommendation process.
■ Negotiate with vendors as directed by the City.
■ Assist with and advise regarding the implementation process.
■ Review communication plan.
EI Review administrative procedures and provide advice.
We are proposing a flat monthly fee of$1,500 to provide ongoing services to the City
over a 13-month period beginning February 1, 2005 and ending February 28, 2006,
Because of the continuing trend in rising health care costs and recent legislative changes,
we feel that these services, combined with our experience in working with municipalities,
will be of significant value to the City of Dania Beach.

• THE RHODES INSURANCE GROUP provides guidance for variety of clients, all with a wide

CITY OF FORT LAUDERDALE—THE RHODES INSURANCE GROUP was appointed as the
City's consultant of record in January 2002. At that time the City's self-funded PPO health
plan had a deficit of$13.3 million. This deficit was projected to increase. In order to slow
the deficit escalation, The Rhodes Insurance Group recommended several changes in the
plan and assisted in their implementation. We were reappointed as the City's consultant in
2004 through an RFQ process.
• Negotiations with the North Broward Hospital District, the Dimension Health network
and Holy Cross Hospital resulted in a favorable contracts for the City, with significantly
improved discounted fees.
• Recommended health and prescription drug plan changes which provided additional
savings for the plan and brought benefits to a level competitive with the market.
• Recommended increases in employee contributions to keep plan in line with plans
offered by other employers.
• Recommended the assignment of the PPO TPA contract from USA Holdings to BMC.
The timeliness of claim payments improved significantly and service for both the City
and the members improved dramatically.
• Prepared an RFP for a self-funded HMO plan to be offered in addition to the PPO plan
• effective March 1, 2003. The Rhodes Insurance Group prepared analyses of the RFP
responses and assisted the City during the selection process. The resulting HMO choice
included deep discounts and greater access to cost-effective care. As part of the RFP
process, a new reinsurance policy which decreased the City's risk was implemented.
• Recommended the removal of the dental benefits from the self-insured PPO plan and
prepared an RFP for fully-insured DHMO and indemnity/PPO dental plans effective
March 1, 2003. The RFP process included analyses by The Rhodes Insurance Group and
assistance with the selection process. The process resulted in plans with rates guaranteed
for two years and an estimated annual reduction in costs of$423,000.
• Preparation of health plan experience reports and analyses for City Commissioners and
union representatives.
• Assist Human Resource and Financial Departments as requested with any issues that may
arise.
• Assist with preparation of employee communications and Commission agenda items.
The actuary report for plan year 200 indicated a plan surplus of$1,000,000.
MIAMI-DADE COLLEGE—2,500 employees on six campuses and several off-campus centers.
We have provided services to the College continuously since 1992 and were reappointed
through an RFQ process in 2004.

• Represented the University in Independent Colleges &Universities of Florida(ICUF)

GILL HOTELS — 580 employees located at two hotels. THE RHODES INSURANCE GROUP
was selected by Gill Hotels to act as the exclusive consultant/broker of record in August 1999.
• Published RFP for group health benefits with effective date of January 1, 2000 in
response to a 55%in health plan rates.
• Analyzed responses and assisted company in choosing carrier to replace incumbent.
• Assisted in resolution of continuity of care issues after health carrier change.
• Implemented new dental plan January 1, 2000.
• Assist with employee communications and open enrollments.

CITY OF AVENTURA— 140 employees including one collective bargaining unit. The City was
incorporated in 1995 and selected THE RHODES INSURANCE GROUP as its agent of record
through an RFQ process in 1996. The City began offering benefits to its 15 employees in
September 1996 after an RFP for an entire benefits package (health, dental, life, accidental death
and dismemberment, long term disability, IRS Section 125 administrator) was published and
analyzed by THE RHODES INSURANCE GROUP.
• Prepared health plan RFPs for effective dates of September 1, 1999 and September 1,
2002.
• Negotiated health plan renewals in 1997, 1998, 2000 and 2001.
• Prepared and analyzed survey to assess employee satisfaction with health and dental
coverage in 1998.
• Published group dental plan RFP for an effective date of March 1, 1999.
