A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, REQUESTING THAT THE BROWARD COUNTY
PLANNING COUNCIL DEFER APPROVAL OF THE CITY OF
HOLLYWOOD APPLICATION FOR A REGIONAL ACTIVITY CENTER
AMENDMENT, PC 05-1 AND PCT 05-1, TO ALLOW FOR FURTHER
STUDY OF THE IMPACTS OF SUCH AMENDMENT ON NEIGHBORING
CITIES; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Hollywood ("Hollywood") has applied to Broward County (the
"County") for approval of an amendment to the Regional Activity Center ("RAC") land use
designation in its adopted comprehensive plan, which amendment will greatly expand the
geographic area covered by the designation and allow all development currently permitted within
that boundary to be shifted at will by the City (Proposed Amendment PC 05-1 and
Corresponding Text Amendment PCT 05-1, referred to herein as the "Proposed RAC
Amendment"); and
WHEREAS, the northern boundary of the Proposed RAC Amendment is Sheridan
Street, which is the boundary between Hollywood and the City of Dania Beach ("Dania Beach");
and
WHEREAS, the Proposed RAC Amendment will allow approximately 15,100 dwelling
units, 3.28 million square feet of commercial development, 1.5 million square feet of office
development, 390,000 square feet of community facilities, and 47.3 acres of recreation and open
space uses, all of which are currently permitted by the various designations for the various
properties located within the expanded RAC boundary, but will be able to be developed on any
property within the RAC designation if the Proposed RAC Amendment is approved; and
WHEREAS, the City Commission believes that it is unlikely that many of the existing
development rights currently in the expanded RAC boundary would ever be exercised on the
properties to which they are attached, while these development rights are much more likely to be
used under the Proposed RAC Amendment, resulting in a practical increase in the amount of
development that is likely to occur in the near future in Hollywood, with such development likely
to be concentrated in one or more areas, such as downtown Hollywood; and
• WHEREAS, the City Commission is concerned that the impacts of such increased
development on the public infrastructure and services of both Hollywood and Dania Beach have
not been fully analyzed and mitigated; and
WHEREAS, the City of Dania Beach is concerned about the impacts of the proposed
RAC Amendment on Dania Beach's roads, mutual aid fire assistance and City infrastructure; and
WHEREAS, the Proposed RAC Amendment is scheduled to be heard by the Broward
County Planning Council on February 24, 2005;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the foregoing "WHEREAS" clauses are ratified and confirmed as being
true and correct and they are made a specific part of this Resolution.
Section 2. That the City Commission of the City of Dania Beach, Florida requests that
the Broward County Planning Council defer its consideration of the Proposed RAC Amendment
• until its March 2005 meeting, so that the impacts of adoption on neighboring cities may be more
fully understood and analyzed.
Section 3. That the City Clerk is directed to provide a copy of this Resolution to the
members of the Broward County Planning Council and of the City Commission of the City of
Hollywood.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
