A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA IN CONNECTION WITH THE CONTINUING
PROFESSIONAL ENGINEERING SERVICES CONTRACT FOR THE
WATERWORKS CAPITAL IMPROVEMENT PROGRAM; AUTHORIZING
THE PROPER CITY OFFICIALS TO EXECUTE WORK AUTHORIZATION
NUMBER TWO WITH CAMP DRESSER & MCKEE INC., FOR
PROFESSIONAL ENGINEERING SERVICES FOR NEW WATER
TRANSMISSION MAIN IMPROVEMENTS; PROVIDING FOR FUNDING;
PROVIDING FOR CONFLICTS; FURTHER PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on November 23, 2004, the City Commission adopted Resolution No.
2004-204 authorizing execution of a General Consulting Engineering Services Agreement
("Agreement") related to services (the "Services") desired by the City, related to the City Water,
Wastewater, and Stormwater Capital Improvement Program (the "CIP") with Camp Dresser &
McKee, Inc., a Massachusetts corporation authorized to do business in Florida ("CDM"); and
WHEREAS,the Services related to the CIP will be developed for and requested by the City
and will be evidenced through written Work Authorizations after approval by the City Commission
and will specify specific services, fee estimates and schedules; and
WHEREAS, CDM has submitted a Work Authorization proposal (Work Authorization
No. 2) for Services associated with new water transmission main improvements; and
WHEREAS, the detailed scope of Services for Work Authorization No. 2 is attached and
incorporated as Exhibit A; and
WHEREAS, CDM will perform the Services stated in Exhibit A for a lump sum fee of
$115,530.00, including labor, subconsultants and other direct costs, which also includes related
reimbursable expenses; and
WHEREAS, the Acting Director of Public Services recommends that the City
Commission approve Work Authorization Number Two;
WHEREAS, the City has provided funding of$67,000.00 in professional fees in the FY
2005 budget and additional funding of $48,530.00 from retained earnings will be necessary to
fund the services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the proper City officials are authorized to execute Work
Authorization Number Two with Camp Dresser & McKee, Inc., in connection with a project
involving new water transmission main improvements.
Section 2. That funding of $67,000.00 from the professional fees category from the
FY 2005 budget is appropriated and the Director of Finance is authorized to appropriate an
additional amount of $48,530 from retained earnings to fund the additional amount required to
fund the services.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
• Section 4. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

Engineering Services for Transmission Main Improvements
Scope of Work
I. Background and General Description of Services
This task of the City of Dania Beach's water system five-year capital improvement
program includes the addition of new water transmission mains.
This scope of work is for professional engineering services associated with
preliminary and final design,permitting and bidding for the above-described
improvements. In general, the services to be provided will consist of the following:
1. Preliminary Design
2. Final Design
3. Permitting
4. Bidding/Award Services
5. Miscellaneous Services
This scope of work is for design-phase services described above. Construction-phase
services may be provided under a separate work authorization to be executed
following completion of design.
II. Scope of Work
The Consultant shall perform the following described engineering design services for
the proposed improvements. It is the intent of this Scope of Services for the
Consultant to provide the City a complete and final Preliminary Design
Memorandum(PDM), as described herein, for the proposed improvements,which
shall be the basis for the final design and construction documents.
The following is a preliminary list of the major improvements that may be included
in the project as shown on the attached Figure 1.
® Approximately 4,100 linear feet of 16-inch water transmission main from the
water treatment plant north to West Dania Beach Boulevard,then east to Federal
Highway,and approximately 2,100 linear feet of 12-inch diameter water
transmission main from West Dania Beach Boulevard north to NE 1st Street then
west to Bryan Road.

• o Miscellaneous valves, fittings, accessories, road crossings,etc., associated with
the transmission pipelines.
1. Preliminary Design
This task provides for evaluation of existing plant operations,identification
of City design preferences, establishing preliminary design criteria, and
preparation of a preliminary design-level opinion of construction cost,
preparation and submittal of a draft and final PDM, and
coordination/review with the City.
1.1 Kick-off Meeting
Within fourteen days of the Notice to Proceed,Consultant will
schedule,prepare for,and attend a project kick-off meeting with
City staff. The primary purpose of the meeting is to establish
appropriate lines of communication, review data needed for
establishing initial system sizing and design criteria, discuss a
conceptual schedule, review the City's objectives for the project,and
discuss any specific equipment preferences of City staff.
2. Final Design
This task consists of engineering services to prepare construction Contract
Documents for the improvements listed above, suitable for competitive
bidding by qualified general contractors. The design documents shall
include a Project Manual consisting of bidding requirements, contract
conditions,contract forms, and technical specifications, and a set of
construction drawings. Contract Documents will be submitted in both
standard and electronic format. The Contract Documents shall be based on
the City of Dania Beach Design Standards, as well as generally accepted
engineering and construction practices, as endorsed by the Construction
Specifications Institute (CSI) and the City's standard construction
agreement,general conditions,bid documents and bonds,copies of which
will be provided to the Consultant,in addition to the Supplementary
Conditions supplied by the Florida Department of Environmental
Protection(FDEP) for use with State Revolving Fund (SRF) loan funded
projects. In addition to the Contract Documents,Consultant shall prepare
and submit an updated opinion of probable construction cost with each
progress submittal based on the proposed improvements reflected in the
accompanying construction documents submittal.
This scope of work is based on the improvements listed in subsection II
above. Design of any facilities other than or substantially different from

those may require a modification to this scope of work and associated
budget.
2.1 Construction Drawings
Consultant shall prepare construction drawings of the proposed
improvements which shall show the location, size, and spatial
relationships between existing and proposed structures, equipment,
and other improvements. The level of detail and information to be
shown on the drawings shall be in conformance with generally
accepted standards of the engineering and construction industry.
Drawings shall be prepared using AutoCAD Release 2000. It is
anticipated that the drawing set may include the following
engineering disciplines:
■ Survey
■ General
■ Site Demolition
■ Civil
■ Mechanical
Progress submittals of construction drawings will be submitted at
various stages of design development,as discussed below.
• 2.2 Project Manual
Consultant shall prepare a Project Manual for the project including
bidding requirements,conditions of the contract,contract forms,
and technical specifications for the proposed improvements. The
technical specifications shall be based on the CSI 16-division, three-
part MASTERFORMAT and consist of written technical descriptions
of materials,equipment,construction systems,standards, and
workmanship as applicable for this project. The level of detail and
information to be included in the Project Manual shall be mutually
agreed between Consultant and the City and shall be sufficient to
allow competitive bidding of the project from qualified general
contractors, and consistent with generally accepted standards of the
engineering and construction industry.
2.3 Engineer's Opinion of Cost
With each progress submittal of Construction Documents specified
below, Consultant shall prepare and submit an updated engineer's
opinion of probable cost which is based on the improvements
reflected in the accompanying Construction Document submittal.

• 2.4 Progress Submittals of Construction Documents
Consultant shall submit progress submittals of the construction
documents at the 30%, 50%, 90%, and 100% (bid set) completion
stages. Consultant shall submit five (5) sets of each progress
submittal. Following each of the progress submittals, Consultant
shall schedule two (2)meetings with City staff to review the
Contract Documents and discuss any comments and/or questions
from City staff. Following these review meetings and receipt of City
comments on the progress submittal, Consultant shall proceed with
design and preparation of the next progress submittal,addressing
City comments, and continuing detailed design development. The
following is a general description of the materials and information
to be included in each progress submittal.
The 30%submittal shall be for preliminary design purposes.
Preliminary routing of the proposed transmission system
improvements, including the proposed locations of valves,stub-
outs,hydrants,fittings, etc.,will be shown on the 30% submittal. A
proposed table of contents for the specifications will also be
submitted.
. The 50%submittal shall consist of a set of drawings including a
drawing index, survey, process schematic,site plan,mechanical
equipment layout plans for major structures and equipment, and
general construction details. Also included will be a draft Project
Manual,including draft bidding requirements,contract conditions,
contract forms, and technical specifications.
The 90%submittal shall consist of a complete set of drawings and
Project Manual, completed to a 90%complete level of detail.
The 100%complete set shall be suitable for competitive bidding by
general contractors. Bidding services are described below.
2.5 Coordination Meetings
Consultant shall hold up to two meetings with Metric Engineering
to coordinate the correct tie-in location at Federal Highway and
Dania Beach Boulevard and obtain other needed information
pertinent to the tie-in.

3. Permitting
This task consists of the preparation by the Consultant of necessary
construction permit applications to the various regulatory agencies and the
City of Dania Beach Building Department(s)having jurisdiction over these
projects. This scope of work anticipates the preparation of up to two (2)
responses to requests for additional information (RFI), as necessary to
clarify the original application,from each agency. Consultant shall prepare
and submit applications and respond to RFIs from the following
agencies/governmental bodies. The City shall issue checks for the
applicable permit application fees.
3.1 Florida Department of Environmental Protection (FDEP) / Broward
County Health Department (BCHD)
The FDEP will require a Public Drinking Water Facility Construction
Permit for the proposed improvements. Review of this application
has been delegated by the FDEP to the BCHD in Broward County.
Consultant shall prepare this application,with the assistance from
the City with respect to historical data,and submit it to BCHD with
the necessary support documentation.
3.2 Florida Department of Transportation (FDOT)
The FDOT will require right-of-way use permits for construction of
the water transmission mains installed within FDOT rights-of-way.
Consultant shall prepare these applications,with the assistance from
the City,and submit them to the FDOT with the necessary support
documentation.
3.3 Broward County (Right-of-Way Use)
Broward County will require right-of-way use permits for
construction of water transmission mains installed within Broward
County road right-of-way. Consultant shall prepare these
applications,with the assistance from the City,and submit them to
the County with the necessary support documentation.
4. Bidding/Award Services
Consultant shall provide the following assistance to the County during the
bidding phase of the project:
® Coordinate advertisement of the bid by the City.
® Administer issuance of the bid documents.

® Respond to communications from registered holders of bid documents.
® Attend a prebid conference followed by a project site visit with
interested registered holders of bid documents.
■ Prepare and issue addenda,as necessary to clarify the bid documents.
® Prepare a final engineer's estimate prior to opening of bids for the
project.
® Attend bid opening.
e For the apparent low bidder, obtain and evaluate information and
qualifications submittals required by the bid documents.
• Review and tabulate bids,and present a recommendation to the City for
award of the contract to the lowest responsive, responsible bidder
(Contractor).
5. Miscellaneous Services
5.1 Surveying Services
Consultant shall provide the following services through a
subconsultant related to surveying services:
® Utilizing GPS,establish State Plane Coordinates (NAD 83/90) on
approximately three(3) targets for the site. Prepare 1-foot
contour topographic mapping of the project area(s), as necessary
for design of the proposed improvements.
■ Determine locations and elevations of existing structures
(including finished floors),roadways,visible utilities and storm
drains, adjacent property lines (if appropriate), and horizontal
and vertical control necessary for construction.
■ Convert survey information to digital format for use on
AutoCAD Release 2000.
5.2 Utility Location and Designation Services
Consultant shall perform non-intrusive utility locations and
designation as required to identify underground utility conflicts.
6. Project and Quality Management
Consultant shall provide the following services related to project and
quality management for the project:
a Project Update/Progress Meetings: the Consultant's project manager
shall prepare for and attend monthly status reporting meetings
throughout the design phase. More frequent meetings may be
undertaken from time to time depending on project schedule.

® Quality Control / Technical Review: Consultant shall maintain a
program of quality control during the design process. A formal
Technical Review Committee (TRC),comprised of senior specialists,
will be formed near the beginning of the design phase. Three formal
TRC meetings will be scheduled during the design process (PDM,50%,
and 90%). The project design team shall present the project design to
the TRC and respond to questions and comments.
® Preparation of Status Reports: Consultant's project manager shall
prepare and submit with each invoice monthly written progress
reports summarizing activities completed during the preceding month,
and identifying any problems which have arisen, or anticipated needs
of the project team.
III. Time of Completion

The above estimates assume that data requested from the City are provided in a
timely manner, and that City comments on the progress submittal are provided
within the timeframe noted above,and that there are no delays in the advertisement,
bidding, or construction schedule.
IV. Proposed Compensation
Engineer shall perform the services defined in this scope of work for a lump sum fee
of$115,530,which includes labor, subconsultants, and other direct costs. Invoices
will be submitted to the City and paid monthly based on the percentage of work
completed to date.

Program (IWWCIP) - Recommendation to Award Work Order No. 2 to Camp Dresser
and McKee
Introduction and Background
Wn October 22nd, 2002, the City Commission adopted Resolution 2002-120 approving the Water,
Wastewater and Stormwater Facilities Plan. The Plan defines future capital infrastructure needs for
the water, sewer and stormwater systems in the City and recommends improvements to each system
based on current deficiencies, anticipated growth demands and compliance with federal and state
environmental mandates.
Thereafter, the City Commission awarded a continuing engineering services contract to Camp
Dresser and McKee. This continuing engineering contract was designed to have individual work
authorizations for design work submitted to the City Commission for approval. The first project to
be designed under the Integrated Waterworks Capital Improvement Program (IWWCIP) was the 1.5
MG Ground Storage Tank, the design for which is underway at the present time. The next project is
a pipeline from the water plant to downtown to reinforce the downtown distribution system and fire
flows. The pipeline will also loop to Bryan Road.
CDM was asked to provide this work authorization (WO-2) for engineering services for the water line
as outlined in the detailed Scope of Work as attached in Exhibit A hereto. The lump sum fee for the
design, surveying, permitting, bidding and award services, and miscellaneous services was
negotiated to be $115,530. It is recommended that the City Commission award this work
authorization to Camp Dresser and McKee.

The preliminary engineering cost opinion for the construction of the aforementioned facilities was
estimated at approximately $800,000 to $1 million. This fee represents 11.5 to 13.5% of the
preliminary engineering cost opinion for this project. The fee is somewhat high because of the
ground survey work and permitting required.
A list of the billing rates is herein attached as Exhibit B - Engineering rates are effective through
January 1, 2006.
Recommendation
It is recommended that the City Commission award Work Authorization No. 2 (WO-2) to the
continuing engineering services contract to Camp Dresser and McKee in the amount of$115,530.
