HomeMy WebLinkAboutR-2005-080 HTE access (HR) ® RESOLUTION NO. 2005-080 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE PROFESSIONAL SERVICES IN AN AMOUNT NOT TO EXCEED $25,000.00 FROM HTE INC., FOR THE PURCHASE OF THE HUMAN RESOURCES APPLICATION AND MONTHLY ACCESS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the 2004/2005 Human Resource budget approved by the City Commisson provided for the purchase of HRIS (Human Resource Information System) software; and WHEREAS, a review of different providers resulted in the selection of H.T.E., 1000 Business Center Drive, Lake Mary, FL 32746; and WHEREAS this software can be most effectively managed through an ASP environment; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to purchase the software designated above in an amount not to exceed $13,000.00. Section 2. That the City Manager is authorized to purchase the corresponding professional services, specifically, monthly access in the amount of$849.00 per month, for a one (1) year period, and annual renewals necessary to support the application. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution shall be repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effect immediately upon its passage and adoption. • PASSED and ADOPTED on May 10, 2005. The software is needed to efficiently manage and administer Human Resource functions, currently being done manually. These functions include but are not limited to benefit administration, compensation and evaluation tracking leaves of absences regulated by law or policy (FMLA, disability, etc.), applicant tracking, and employee skills inventory. After review of several software solutions, H.T.E. was selected with the recommendation of the Information Services department. The recommendation is based on the ease of data migration and data sharing between payroll and human resources; cost; and the benefits of an ASP environment (including software maintenance, upgrade installation and disaster recovery). ASP is addressed in the monthly access fee, and is consistent with the method and means currently in place to support H.T.E. applications for payroll, finance, utility and community development software. 1APerDir\Reso1utions\hr access.dot 1
