A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, CREATING THE NEIGHBORHOOD IMPROVEMENTS
ADVISORY BOARD; PROVIDING FOR THE APPOINTMENT AND TERMS
OF MEMBERS, AS WELL AS DUTIES AND RESPONSIBILITIES;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Section 1 of Article 3, Part XI of the City Charter authorizes the City
Commission to create advisory boards by resolution; and
WHEREAS, as a result of the recent successful passage of a General Obligation Bond
issue pertaining to neighborhood improvements, bond proceeds in the amount of Two Million
Dollars ($2,000,000.00) will be made available for neighborhood improvements such as new
sidewalks, improved street lighting and traffic calming devices; and
WHEREAS, in recognition of the fact that a number of studies and reports have already
been completed, which pertain to certain neighborhood improvements desired to be made in
particular areas of the City, it is the intent of the City Commission to ensure that study and report
recommendations are used to identify neighborhood improvements as contemplated by the bond
issue; and
WHEREAS, the City Commission recognizes that enlisting the advice of its citizens and
residents will be beneficial to the community and give the people who voted in favor of the bond
issue an opportunity to recommend to their elected officials how such proceeds can best be
allocated and expended, to serve the common good of all residents;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City Commission of the City of Dania Beach, Florida establishes
and creates the Neighborhood Improvements Advisory Board. The Board shall exist for a
maximum period of twelve (12) months from the date of adoption of this Resolution.
Section 2. That each City Commissioner is entitled to appoint three (3) members to
such Board from time to time, and each appointee shall serve a term consistent with the duration
of the existence of the Board and without compensation at the pleasure of the City Commission
of the City of Dania Beach. The City Commission shall use its best efforts to make appointments
that reflect the diversity of the City's residents and to select members who are representative of
the various residential areas that comprise the City.
Section 3. That the members of such board shall not exceed fifteen (15) in number,
• each of whom shall be a registered voter within the City of Dania Beach and each of whom shall
have been a resident of the City of Dania Beach for a minimum of six (6) months prior to any
such appointment.
Section 4. That any member missing three (3) consecutive meetings shall
automatically be removed from the Board and replaced in the same manner in which that
member was originally appointed.
Section 5. That such Board shall meet from time to time under rules and regulations
which it may promulgate. At the first meeting of the Board, the members shall elect a
chairperson and a vice-chairperson.

• Section 6. That within thirty (30) days of the passage and adoption of this
Resolution, the City Commission, by motion, shall designate and appoint the initial members of
the Board.
Section 7. That the duties and responsibilities of such Board shall be to:
(a) After review of all available existing neighborhood improvement studies and reports,
and subsequently, after obtaining citizen input as described below, the Board will be
responsible to make recommendations and suggestions to the City Commission on
matters concerning improvements to the various residential neighborhoods throughout
the City. The focus of the recommendations shall be concentrated upon the need,
placement and location of new sidewalks, new or improved street lighting and traffic
calming devices. The Board shall use its best efforts to attempt to provide the City
Commission with recommendations for setting priorities for improvement projects,
dependent upon the needs of the various communities in the City and consistent with any
existing reports and studies.
(b) Before any such recommendations and suggestions are submitted to the City
Commission, the Board shall consult with each and every known civic association,
homeowners' group and similar residential associations and groups to solicit citizen
comments, collect information and compile lists of recommended improvements. The
Board shall hold and conduct its meetings at various locations in the City, and use its best
efforts to invite as many members of the residential community of the City as are willing
to attend and to participate. The Board may also propose recommendations as to an
equitable allocation of the bond proceeds.
(c) The Board shall publicize its duties and responsibilities by making contacts with local
schools, churches and other religious institutions and social clubs (such as but not limited
to the Lions' Club, the Rotary Club, the VFW, the Women's Club), since it is the intent
of the City Commission to give each and every citizen who wishes to express an opinion
the forum and opportunity to do so at Board meetings.
Section 8. That the chairperson of the Board shall be afforded the opportunity to
request the City Commission to place on its agenda for discussion any recommendations or
suggestions made by the Board.
Section 9. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.

• Section 10. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
