HomeMy WebLinkAboutR-2005-121 Panasonic Toughbook RESOLUTION NO. 2005-121 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE FIVE (5) PANASONIC "TOUGHBOOK-18" MEDICAL REPORTING FIELD DATA TABLETS IN AN AMOUNT NOT TO EXCEED TWENTY-TWO THOUSAND FIVE HUNDRED FIFTY-FIVE DOLLARS ($22,555.00) FROM INSIGHT PUBLIC SECTOR UNDER STATE CONTRACT BID NO. 250-000-03-01, BIDS; PROVIDING- FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bidding and without advertisement for bids by the City if he is authorized to do so in advance by a resolution adopted by the city commission and if such purchases are made pursuant to a competitive bid obtained within the last twelve (12) months by other governmental agencies such as the federal government, State of Florida or a Florida county or municipality; and WHEREAS, the City Manager has determined that it is necessary to purchase five (5) Panasonic "Toughbook-18" medical reporting field data tablets for use by the City of Dania Beach Fire-Rescue Department; and WHEREAS, the City Manager has determined that such purchase can be made at the least cost to the City by purchasing the equipment from Insight Public Sector under State Contract Bid No. 250-000-03-01 in an amount not to exceed Twenty-Two Thousand Five Hundred Fifty-Five Dollars ($22,555.00), a copy of which is attached, and WHEREAS, the City Commission has approved this project in FY 2004, however, this purchase will present a shortfall of$5,265 when compared to the budget. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to pay an amount not to exceed the sum of $22,555.00 from the fire-rescue department budget, to Insight Public Sector, for the • purchase of(5) Panasonic "Toughbook-18" medical reporting field data tablets for use by the City of Dania Beach Fire-Rescue Department. Section 2. That the Director of Finance is authorized to appropriate $5,265 from the Fire Reserve to fund remaining requirement of this project. Section 3. That all resolutions or parts of resolutions in conflict herewith be repealed to the extent of such conflict. Section 4. City of Dania Reach • Fire Rescue Department "Advancing Service Through Caring " To: Ivan Pato,City Manager From: Deputy Chief Cassano Date: August 10,2005 Re: Communications Ivan, Over the past year, with your support and the support of the entire Dania Beach Commission, fire rescue has implemented a new overall public safety communication system. The overall program was a county wide mandate for changes to communications to allow for"no-boundary" response zones. We are excited to say that the two cities taking the lead regarding closest unit response are)Dania Beach and Hollywood. Working together, we have developed a system thatallows for the residents and visitors of this fine city to enjoy true closest unit response because of GPS locating technology installed into each emergency vehicle. The system is automated through fire dispatch and instead of just ringing out the closest stations to a call it searches for the closest units, and dispatches the necessary equipment. We are now headed toward the final implementation phase of the long awaited electronic reporting system for medical responses that will take closest unit response to the next level. Medical units will have field data tablets, "tough-books" that have the capacity to store patient records and previous patient data improving patient care, using a HIPAA secured, ,crypted, wireless network, send that information to the emergency room as well as to a secured server at the City of nia Beach for electronic billing of transport fees. The change of vendor to the new electronic reporting software company has allowed for the hardware servers and 3 of the necessary 6 "tough books"to be purchased through the $408,000 borrowed. Funds for the remaining three necessary tablets and the encrypted wireless service would need to be drawn from the Fire Reserve account. That account has been reviewed by Finance Director Varney, and as of September 301h 2005 will contain $610,000.00 dollars from which we would need $26,000.00 dollars to complete funding requirements. The wireless system from the lowest bidder equaled $13,539.00, and represents an enormous City of Dania Beach system improvement. The encrypted, wireless service, necessary for medical report HIPPA compliance, will also allow city connectivity for all outlying buildings and service connections. The funding through Fire Reserve, is not associated with any ad valorem increases or other budgetary changes and has been deemed acceptable by our Finance Director. This overall project has tested every ounce of patience I could have mustered, with numerous interfaces, hardware, software and project management issues; however I am happy to report that we are in the final stretch and heading toward the finish line. The support provided by you, the commission and many members of the City of.Dania Beach administrative team has been invaluable to the success of this program. For this I want to personally thank you. The Fire Chief and I would like to meet with you and Patty at your earliest convenience, to discuss the final phase of this project in an effort to bring change of vendor resolutions before the seated commission at the August 23rd meeting.
