A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA AUTHORIZING PAYMENT FOR REPAIR COSTS
INCURRED PERTAINING TO CITY WELL"G";AUTHORIZING PAYMENT OF
$61,360.00 TO DIVERSIFIED DRILLING AND $20,958.35 TO GERHARDT M.
WITT & ASSOCIATES; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA:
Section 1. That in connection with emergency repairs made to City well "G", the need
for which was approved by the City Commission at its June 14, 2005 meeting, payment for such
work is authorized to be made to Diversified Drilling in the amount of$61,360.00 and Gerhardt M.
Witt & Associates in the amount of$20,958.35.
Section 2. That payment to each of the recipients shall be made from the Water Fund and
the Director of Finance is authorized to appropriate the funding from the Water Fund retained
earnings.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 4. That this Resolution shall be_in force and take effect immediately upon
passage and adoption.

RE: Well G Repairs
Introduction and Background
s you are aware, well G experienced some mechanical problems and pumped sand in late May of
005. This was a mechanical failure of the well that subsequently damaged the PVC liner in the well.
Well G is the primary well the City uses for water supply. Well H is the back-up well along with
water supplied by Broward County. The Broward County water is of poorer quality than the City's
wells. The City took the following steps to determine the corrective procedures necessary to resolve
the problems on an emergency basis:
1. Pulled the pump and column pipe on May 25
2. Televised the well on May 26
The City Commission was advised of the problem at their June 14 meeting. The conclusions of this
step were
1. The well pump bowls broke loose from the column pipe but the line shaft was intact - the
threading seems to have corroded away completely from the pump.
2. The broken off pump damaged the PVC casing installed 2 years ago.
3. A sizeable hole was noted in the casing that needed to be repaired before the well was put
back into service.
4. The pump bowls were also hot. We see a thin layer of PVC on the bowls which is a concern.
5. The pump is not repairable and a new submersible pump, motor and column pipe were
ordered.

patch

7. Steel materials and dissimilar metals (bronze spiders) should be minimized in the well (they
cause cathodic reactions which enhance corrosion) as the City continues to see marked
deterioration of ferrous materials in the wells. Fiberglass and PVC are preferred materials.
It was also noted that there was a substantial void under the well house that needed immediate
attention, prior to any work commencing. The void permits contamination from the surface to enter
the well.
To repair the well the following were completed:
1. An emergency well repair permit was secured from the South Florida Water Management
District by the City's hydrogeologist, Gerhardt M. Witt and Associates.
2. Diversified Drilling pumped 320 cubic feet of benonite cement into the void under the well
house ($8,760).
3. A new pump was ordered along with a new column pipe ($7,000).
4. A patch was designed, permitted and installed for the well casing (all costs - about$35,000).
• 5. Color television surveys of the well were made initially, after the well was cleaned out, the
grout installed and the area for the patch could be identified, and after the patch was installed
($5,600).
6. The pump and column pipe were installed and the well redeveloped.
7. The well disinfection is ongoing (10 succesive passing samples are required).
8. It should be noted that the impact of the void caused delays in this work ($3,000).
In total the upset costs for the repair are:
Diversified Drilling: $61,360
Gerhardt M. Witt & Associates: $20,958.35
The upset total is $82,318.35, the majority will be spent. For comparison, redrilling the well would
have cost $350,000.
As a result of failures on both wells in the past 3 years, it is recommended that the City begin a search
for some property that we can install new wells on and to advance the well in the capital
improvement program. If you have any questions, please let me know.
Recommendation
•is recommended that the City Commission approve the emergency repair work for Well G in the
amount not to exceed $82,500.
