A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
THE SITE PLAN REQUEST SUBMITTED BY JODY OBERTHOLTZER,
REPRESENTING WHB HOLDINGS,LLC,FOR PROPERTY LOCATED AT 3013
RAVENSWOOD ROAD, DANIA BEACH; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of
Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building
permit; and
WHEREAS,Jody Oberholtzer representing WHB Holdings,LLC.,has applied for site plan
approval for the proposed construction of a warehouse facility, to be located at 3013 Ravenswood
Road, Dania Beach; and
WHEREAS,the Planning&Zoning Board on October 19,2005,recommended that the City
UCommission grant the site plan request(SP-41-05),based upon the criteria set forth in Section 8.4 of
Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That that certain application(SP-41-05)for site plan approval,a copy of which is
attached and made a part of this Resolution as Exhibit "A" is approved.
It is further noted that the original Site Plan is maintained in the office of the Community
Development Department of the City of Dania Beach.
Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of Chapter 8,
of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically
expire and become null and void unless building permits are obtained on or before 12 months from
the date of this Resolution.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 4. That this Resolution shall be in force and take effect immediately upon its passage
and adoption.

SUBJECT: SP-41-05: The owner, WHB Holding, LLC., is requesting site
plan approval for the construction of a warehouse facility
located at 3013 Ravenswood Road.
SITE PLAN
To allow the construction of 4 buildings providing approximately 45,400
square feet of office/warehouse space.
PROPERTY INFORMATION
ZONING: Industrial, Research, Office, Marine (IROM)
FUTURE LAND USE: Industrial
STREET FRONTAGE: Ravenswood Road & SW 23 Terrace
The subject property is a vacant lot located north of Interstate 595 and south of State
Road 84. The property has access from Ravenswood Road on the east and SW 23
Terrace to the north.
The site plan was circulated to various City departments for review. The landscape
consultant has indicated that the landscape plans meet all code requirements. All of
staffs comments have been addressed by the applicant.
However, the Planning and Zoning Board requested a new elevation with addition
window and/or architectural detail on east elevation.
PLANNING AND ZONING BOARD RECOMMENDATION
On October 19, 2005 the Planning and Zoning Board recommended approval and
suggested additional detail on the Ravenswood Road building elevation.
STAFF RECOMMENDATION
Approval as per P and Z Board comments.

Please find the response to your comments for the above.referenced project.
1.Parking Geometry and Circulation:
In a situation such as this the collection company would pull the bins out then dump it into the
truck. Also trash pick-up is normally done in the early morning hours before most businesses are
open furthermore,because this is an industrial type facility, automobile traffic is not as intense as
other types of usage such as retail or professional offices.

® Please see the revised site plan. The turning radius is indicated on the plan as 50ft outside
and 38ft inside which is acceptable with Dania Beach Fire Department. The drive aisle
width provided is adequate for maneuvering within and outside of the site.

1. Parking Geometry and Circulation:
• Two loading zones are provided along the west elevation of building#2.Please see
revised SP-1.
• The site plan has been revised to indicate parking spaces not exceeding(10)without a
landscape island.
• We have done many facilities using this dumpster configuration. The storage cats can be
pulled out from the dumpster enclosure to allow for the truck to pick it up from the front.
2. Access Control/Management:
• This facility is not designed with the intent of substantial loading and unloading of semis
such as large distribution centers. The individual bays are intended to be used by small
business owners who need small general office space as well warehouse space for storage
of equipment or goods.Most of the deliveries are normally done with a UPS or FED-Ex
type package cars. On occasion a semi will deliver goods but, not on a routine basis.
• Ravenswood Road is controlled by Broward County engineering and they do not require
a sight distance analysis per ASHTO.
3. Overall Site Grading and Drainage:
• Please see revised civil drawings.
4. Others:
• Height and structure separation are shown the revised site plan.

. Our comment on the location of the dumpsters is based on the premise that the
collection truck can drive directly at the bin, and insert the forks into the sides of
the bin without having the driver to get out of the truck, or someone else move
the bin. Also, it is anticipated that any collecting activity will interfere with the
smooth flow of traffic within the proposed development especially so that one of
your proposed dumpsters is located next to the "cross-road"of the property.
Engineering
Construction Engineering 2. Access Control/Management
&Inspection Our main concern in our previous comment is to make sure that there is enough

maneuvering for all vehicles types coming in or going out of the proposed

&Traffic Engineering development. The Broward Land Development Code specifies that for
Surveying&Mapping commercial uses a proposed development shall be accessible to a Single Unit
Planning Truck and semi-trailer (WB-40) combination as defined by AASHTO
Landscape Architecture Geometric Highway Design. In addition to this, fire rescue apparatus shall be '
&Environmental Services Construction Services considered, at a minimum, as a W13 40 vehicle. (Please refer to the Broward Indoor Air Quality Land Development Code Section 5-95 (a) (5) under Access for Vehicles Other
Data Technologies Than Automobiles). In view of this, it is imperative that you provide us in
&Development sufficient detail the vehicle path using AASHTO design templates for Single-
Unit (SU) truck and WB40 to prove the adequacy of the proposed driveway
width.

For your information, the document, A Policy on Geometric Design of Highway and Streets,
published by the American Association of State Highway and Transportation Officials
(AASHTO) governs all road design whether local streets or federal highways. This includes
sight distance analysis.

Signages only.

Please confirm fire flow demand and size of water line.
