HomeMy WebLinkAboutR-2005-188 CDBG Application (32 year) RESOLUTION NO. 2005-188 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 32n1 YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (2006-2007) IN THE APPROXIMATE AMOUNT OF $245,000.00, TO PROVIDE FUNDING FOR THE STREET LIGHTING PROJECT LOCATED IN CENSUS TRACT 804.03, BLOCK 2; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE APPLICATION; FURTHER, AUTHORIZING THE ACCEPTANCE AND EXECUTION OF THE GRANT AGREEMENT UPON ITS AWARD (AND ANY TIME EXTENSIONS, IF DEEMED NECESSARY); AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO IMMEDIATELY BEGIN THE DESIGN, PERMITTING, ENGINEERING AND ALL ASSOCIATED ITEMS REQUIRED TO INSTALL STREET LIGHTING IN AN AMOUNT OF APPROXIMATELY $160,000.00 WITH FUNDING FROM THE NEIGHBORHOOD IMPROVEMENTS BOND PROGRAM; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That certain 32"d year application for the Community Development Block • Grant program for the 2006-2007 fiscal year for a Street Lighting Project, located in Census Tract 804.03, Block 2 in the approximate amount of $245,000.00 between the City of Dania Beach, Florida and Broward County, in substantial form as Exhibit "A", attached, is approved and the appropriate City officials are authorized to execute it. Further, such officials are authorized to accept and execute the grant agreement upon its award (and any time extensions, if deemed necessary). Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the application and agreement as are deemed necessary and proper for the best interests of the City. Section 3. That upon submittal of grant application, appropriate City officials are authorized to begin the design, engineering, and permitting work and all items required to install street lights, poles and wiring. Further, the Finance Director is authorized to utilize the Neighborhood Improvement General Obligation Bond proceeds in an approximate amount of $160,000.00. • Section 4. That upon execution of the agreement, the Finance Director is authorized to appropriate the budget by the award amount in grant revenue and appropriate expenditure account. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section b. Project Name: Street Lighting — Census Tract 804.03, Block 2 4. CDBG Funds Requested ($15,000 Minimum Request): $ 5. Project Goals: Provide specific project goals and quantifiable objectives. Quantifiable objectives should specifically state who, what, where and how many. Scope of services demonstrates activities involved in implementing the project while project continuation and maintenance relates to the whether or not this will be an ongoing activity after funding ends. a. Project Goals and Quantifiable Objectives: Describe how goals and objectives will benefit low income persons, provide an area benefit or eliminate or prevent slums and blighted conditions, or impact a problem or need of particular urgency. The City of Dania Beach, in its continuing effort to provide safety and reduce crime within our city, proposes to provide a total of sixty-nine (69) cobra head street lights, poles, and wiring to be placed in Census Track 804.03, Block 2. This area was identified in the CPTED study, paid for through the 30th Year CDBG funding. Presently, the entire track and block have a total of five (5) street lights within the neighborhood, all of which are dusk to dawn lights. There are four (4) cobra head lights in SW 40 • Avenue, a thoroughfare street connecting Griffin Road and Stirling Road. Because this area has recently been identified as eligible for CDBG funding, the CEPTED study provides much of the information needed to improve this community, street lighting being the first priority. As the CEPTED study states, "In 2004, 26 of the 51 reported crimes that occurred within the residential neighborhood took place after dusk. Thus far in 2005, 22 of the 44 reported crimes occurred after dusk. Providing adequate lighting within the residential neighborhood is essential in addressing the criminal activities." Also stated in the CPTED study, "A quantitative field analysis was conducted to evaluate any deficiencies in street lighting. The field assessment was performed after dusk to measure the foot-candle illumination of every street in the neighborhood. A lighting level below 0.5 .foot-candle would be considered inadequate lighting. This minimum level is based on the standards recommended by the Illumination Society of North America. The existing conditions were also noted during the field assessment and included identifying broken streetlights. Based on the Broward County Community Development Division • Municipal Application 2 Thirty First Year Y I analysis, it was determined that all of the streets have inadequate lighting. The lighting inside the neighborhood is almost non-existent." b. Detailed Scope of Services: The scope of services should explain exactly what will be accomplished with the funds requested. The City of Dania Beach proposes to install a total of 69 cobra head street lights in two phases. Phase I, the request for this year's funding, would provide the installation of 35 cobra head street lights, concrete poles and wiring. Because the City is working with an estimated figure for this application, we have broken this project into two phases. If the allocated funding is higher than anticipated, additional lighting will be added to the project. The City, working with Florida Power and Light will provide survey's, studies, design, and permitting for the proposed installation of both Phase I and Phase II (69 cobra head street lights, concrete poles and wiring) prior to award of this proposal. Phase II will provide the installation of the remaining 34 cobra head street lights, concrete poles and wiring. We propose to apply for funding of Phase II during the 33rd Year CDBG grant cycle. C. Project Continuation and Maintenance: Indicate what organization is responsible for maintenance of the project after completion. (Attach • letters or verification). The City of Dania Beach, through the Department of Public Services, in conjunction with Florida Power and Light will provide maintenance. d. Program Design: How do you plan to achieve the goals identified above. Please be clear and specific. (Please Attach) The City of Dania Beach Department of Public Services will provide engineering services, survey's, design and permitting for both Phase I and Phase II of the proposed project. Working in conjunction with Florida Power and Light it is estimated that these services and requirements for a project of this capacity will be completed within thirteen (13) months. The City proposes to begin the preliminary services upon submittal of the Phase 132"d Year CDBG grant application. The installation of Phase 1 (35 cobra head street lights, concrete poles and wiring) has an estimated timetable of seven (7) months. Phase II of the project again has an estimated timetable of seven (7) months. Applicant's Management Capability: Briefly describe the capacity of your municipality to undertake the proposed project. Discuss prior experience in the administration of Federal funds and list existing funding agreements. a. The City of Dania Beach has successfully managed a number of CDBG grant projects. The city has also managed other federal grants such as the Local Law Enforcement Block Grant (LLEBG) as well as a variety of State and County grants. b. Provide a list of current CDBG projects. Description: Describe the outcome(s) of the project. Description is to include time frame for start-up and completion, street location of the service and census tract(s). Describe the service area. a. Project Description: Capital Improvements should state anticipated linear feet of project or number and description of public facilities. Public service projects should specifically state number of clients per year. Housing development or rehabilitation should state number of housing units. Economic development projects, should state number of businesses to be assisted, jobs created and describe loans and amounts of loan funds available. The City of Dania Beach, once 31st Year CDBG grant application is submitted, will begin engineering, survey's, design and permitting for street lighting in Census Tract 8004.03, Block 2. Phase I (31St Year CDBG application) will provide the installation of 35 concrete poles, cobra head street lights, and wiring. Phase II (to be requested with 33`d Year CDBG funds) will provide funding for the remaining 34 concrete poles, cobra head street lights and wiring. b. Time Frame: What is the time frame for start-up and completion after notification of funding award. Indicate what funding commitment is required to provide for timely project start-up. Budget Narrative Instructions: The budget narrative statement should provide a detailed explanation justification for each cost category space shown in the Budget Table on page 5. The budget narrative should identify non-CDBG resources to be utilized in financing including mortgages or construction financing for the project. Also, specify the costs for which CDBG funding is being requested and the costs to be covered by non- CDBG resources. Additional pages can be added, if necessary. The City of Dania Beach has completed several street lighting projects with the assistance of Florida Power and Light. At the City's request, Florida Power and Light has provided construction cost estimates as well as conducted actual installations. A preliminary cost estimate for purchase and installation of each concrete pole, cobra head light and wiring is $7,000.00. Soft costs such as surveying, design, permitting and engineering are generally estimated at 35% of hard costs. The City proposes to provide the soft costs phase beginning in January, 2006 which includes engineering, surveying, design and permitting of all 69 cobra head lights, concrete poles and wiring. Phase I budget requests the Broward County Office of Housing • Municipal Application 9 Thirty Second Year cost of 35 lights ($7,000 x 35 = $245,000.00). Phase II (follow year funding) will request the remaining 34 lights ($7,000.00 x 34 = $238,000.00) 10. Describe and calculate Leveraging: Describe and attach supporting documentation including letter of commitment, resolutions, minutes of meetings, etc. providing the specific resources the applicant will commit to the project identified in columns 2 and 3 of the Budget Table above. Include and identify in-kind contributions, sweat equity and other resources. a. Provide documentation as an attachment and summarize below. 1. For economic development projects, the value of the jobs produced in the previous year can be used as leverage. Documentation must be provided showing name of business, title of job and salary. 2. For housing development projects, anticipated mortgage financing will be considered as in-kind contribution. b. Instructions on calculating leveraging Leveraging will be computed by taking into account the total dollar cost of the entire project including in-kind contribution. This includes Federal funds, State funds, contributions, private sector financing, in-kind contributions, etc. In-Kind Contributions are non-cash items. Non-cash items are contributions to the project, e.g., labor, office space, use of equipment, etc that do not involve cash payments by the entity. However, a dollar value must be provided for in-kind contributions and that value must be added to the cost of the project. Upon preliminary review, the South Florida Regional Planning Council indicates that the proposed project is compatible with the aforementioned policies. 12. The first public hearing was November 27th and the second and final was December 13. At the first public hearing, the Commission requested that quotes be obtained to insure concrete poles be used in the installtion of the street lighting. The Commission also requested that the resolution incorporate the use of Neighborhood Improvements Bond Program funds for the"soft costs"of this project and that the"soft costs" begin immediately upon submittal of the grant application. These costs include the design, engineering, surveying, etc. and are estimated to be$160,000.00. The 32nd Year CDBG application, Street Lighting- Census Tract 804.03, Block 2; Phase I, will propose the installation of 35 concrete poles, cobra head street lights and wiring. Phase II (to be funded with 33rd Year CDBG funds)will complete the project with the remaining 34 concrete poles, cobra head street lights and wiring. The estimated cost of Phase I is $245,000.00 and Phase II is$238,000.00.
