Call to Order Mayor McElyea called the meeting to order at 7:00 p.m. 2. Roll Call Present: Mayor: C.K. McElyea Vice-Mayor: Bob Mikes Commissioners: Bob Anton Robert Chunn Patricia Flury City Manager: Ivan Pato , City Attorney: Tom Ansbro City Clerk: Louise Stilson 3. Proposed Millage and Budget 2004/2005 Patricia Varney, Finance Director, presented an overview of the proposed budget. Personnel Services Personnel Services has a 15% increase equivalent to $1,788,997. The increase is due to health insurance, Union negotiated benefits, pension contributions, and additional staff. Operating Expenses Operating expenses showed no increase in property and liability insurance. Additional costs include an additional deputy, per the annexation agreement; election expenses; the 50150 sidewalk repairs; a matching grant of $50,000; neighborhood improvement of $60,000; and economic development $50,000. The overall operating expenses increased $423,000. This budget contains a Contingency of $669,458; the Fire Reserve remains at $156,559, plus interest earnings; and the Three Cent Gas Tax is $142,000. Interfund Transfers �» Staff is recommending that $348,820 be transferred to both the Water and Sewer Funds to repay money transferred to the General Fund three years ago. • Enterprise Funds The Water Fund has a Consultant Engineering cost of $440,650 which is needed to secure funding for the SRF loan for infrastructure improvements. The Water/Sewer Fund Interfund transfer is $442,000, which is an increase of 8%. The Sewer Fund reflects an increase of $90,110 (4.2%). The proposed rate increase recommended by the Consultant, will be 8%. The Stormwater rate remains at the FY 2004 level of$23 per ERU. Revenues In order to balance this budget we have to increase our base permit fees by 20%. We also recognize increases from agreements with Harbour Towne Marina ($125,000) and AT&T ($50,000). Conclusion The FY 2005 Millage Rate is the same as the current year, 6.39%; our Garbage Rate remains at . $235.32; the Stormwater Rate remains at $23 per ERU; Fire Assessment for residential increased to $94.50 (3.8%), which does not generate additional revenue to the City; the Water Rate increase is 10%; and the Sewer Rate increase is 8%. City Attorney Ansbro asked the Finance Director to explain the percentage increase, if any, over the millage and the roll back rate. Ms. Varney explained although we are still using 6.39%, we still have to advertise a tax increase. Florida Statutes advises since property values have gone up, you should roll back your property tax rate to a lower rate which would generate the same taxable revenue: But in our Budget, we cannot do that, so we will have a tax increase of 8.82%. Our increase is needed to balance our FY 2005 Budget. Vice-Mayor Mikes asked about Occupational License Fee increases. Ms. Varney explained Florida Statutes require that the Occupational License has to be available on August lst. So we are targeting to increase fees by 5% in 2006. Commissioner Flury remarked that additional zone coverage requires City Commission approval, as well as the repayment to the Water and Sewer Funds. She asked about the Police Impact Fees. Ms. Varney responded they are sitting in Reserves in our Fund Balance. • Minutes of Special Meeting 2 Dania Beach City Commission Tentative FY 04/05 Budget Monday, September 13,2004—7:00 p.m. Commissioner Flury remarked the Commission's "Wish List" should be compiled and sent out to all the Commissioners next year. It is important to get a response back, because she did not know that her request for a line item to begin funding a Library had been tossed out. She indicated the County currently pays $11,000 for rent and would be willing to work with us. She suggested a $20,000 line item to begin funding the Library. Mayor McElyea remarked he would support Commissioner Flury on the Library. City Manager Pato remarked he had a discussion with some people at the County about incorporating a Library into a downtown CRA project, and they were quite receptive. Perhaps at mid-year adjustment we could look at the Contingency Fund and make that decision. It is a worthwhile project and very much needed in the downtown area. Vice-Mayor Mikes commented there is no way to impose any additional revenue sources, so we either have to cut something or it comes out of Contingency. He also supports a Library Fund, and agrees with the City Manager that it should be part of the redevelopment plan for the downtown area. He remarked we don't know where the best location for the Library will be at this time. Commissioner Flury remarked the City generally provides the property and the County generally provides the building. She commented the first development in the CRA is probably 4-5 years away and we should not keep putting this off. She does not think mid-year is the best time to • begin this project either. She suggested budgeting $20,000 this year and continuing to fund the account in future years. Vice-Mayor Mikes remarked he asked for $50,000 in additional landscaping from a developer and they were willing to do it. He suggested approaching other developers to work with the City on the Library project. It may take years for the CRA to develop, and we better make sure the Library is in the right place. Mayor McElyea remarked we should start as soon as possible, because we may have a new Commission in 6 months. Commissioner Anton commented the funds would just sit there and accrue interest. He agrees a Library is overdue for the City and would support establishing the fund. Commissioner Chunn asked if a motion was needed to add it into the budget. City Attorney Ansbro responded a motion was not needed, just direction to place it in the final Budget. Commissioner Anton questioned the Police Impact Fees. Ms. Varney responded no fees are utilized in the current Budget. She thinks part of the Debt Service for the 803 Building could come from the Police Impact Fees. City Attorney Ansbro remarked they cannot be used for operational purposes, but he will look into it. 3.1 Resolution#2004-143 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AS REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE PROPOSED MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2004-05; PROVIDING FOR A PUBLIC HEARING WHEN OBJECTIONS THERETO WILL BE HEARD AND QUESTIONS CONCERNING SAME WILL BE ANSWERED;PROVIDING FOR CONFLICTS;FURTHER PROVIDING FOR AN EFFECTIVE DATE. Mayor McElyea opened the Public Hearing. Dorothy Jeannidis, 102 SE 41h Terrace, Dania Beach, commented on the Library problem. She suggested the vacant property at Publix could be leased. Her taxes increased $1,100 this year. Her house is 30 years old, and she has been there 15 years. She suggested the City should get people who are paying $250,000 for homes to pay the extra taxes, not the poor person. Commissioner Flury responded the County leases the Library and has another 2-3 year lease. • Ms. Jeannidis remarked property values have gone up; she does not want to move or sell her house. Her elderly mother is half owner of the home and her children have come back home. She asked what she should do. Commissioner Flury responded we have no control over the market value of her home, and she should contact the Property Appraiser. City Manager Pato commented the tax bill does not include only City taxes; there could be a variety of items to increase her bill. Her recourse is limited, but she needs to start with the Property Appraiser regarding the appraised value. Ms. Jeannidis remarked she agrees with the increase of her property value. She asked who owns the Rescue System. Vice-Mayor Mikes responded the City owns the Rescue Service and basic services are very expensive. He asked the cost per person. Fire Chief Land responded the cost is $180 per person. Brenda Blackmon, President of College Gardens Neighborhood Association, remarked she supports having a City Library, but wants the Commission to think about a Community Center in the south section. She commented the Commission needs to consider the safety of the location . for all of the citizens. She suggested finding a central location, such as City Hall.
