HomeMy WebLinkAboutR-2004-005 Capnography upgrades to Lifepak 12's 2004 RESOLUTION NO.2004-005 ® A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE CAPNOGRAPHY UPGRADES FOR THREE LIFEPAK 12 DEFIBRILLATOR/MONITORS FOR THE FIRE RESCUE DEPARTMENT AT A COST OF $20,649.10; PROVIDING THAT THE EQUIPMENT COMPRISING THE UPGRADES BE PURCHASED FROM MEDTRONIC/PHYSIO-CONTROL, A SOLE SOURCE PROVIDER, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), the City Commission may, during unusual conditions or emergencies, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bids and without advertising for bids; and WHEREAS, the City Manager has determined that it is necessary to purchase capnography upgrades for three LifePak 12 defibrillator/monitors from Medtronic/Physio- Control, 11811 Willows Road NE, P.O. Box 97006, Redmond, WA 98073-9706, the sole source provider of the equipment; and WHEREAS, the City Manager has determined that such purchase can be made at the least cost to the City by purchasing said equipment from Medtronic/Physio-Control, the sole source provider, in the amount of Twenty Thousand Six Hundred Forty-Nine and 10/100 Dollars ($20,649.10). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager be and he is hereby authorized to pay from the Fire Department Budget the sum of Twenty Thousand Six Hundred Forty-Nine and 10/100 Dollars ($20,649.10) to Medtronic/Physio-Control for the purchase of all 1 RESOLUTION NO. 2004-005 • equipment necessary for capnography upgrades to three LIFEPAK 12 Defibrillator/Monitors. Section 2. That this resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED this 13t" day of January, 2003. Date: 6 ® CITY OF DANIA BEACH FIRE/RESCUE DEPARTMENT INTER-OFFICE MEMORANDUM TO: Ivan Pato, City Manager FROM: Bruce Caruso, EMS Captain RE: Proposal for Capnography Upgrade for three LP 12's DATE: January 7, 2004 Attached is information relating to the Capnography upgrading of three current LP12 monitor/defibrillators. This will give all of our LP12 monitor/defibrillators the same capability. Our current budget has funds, which have been designated for this purchase. ® With the addition of this capability to our LP12 monitor/defibrillators we will be able to continuously monitor a patients respiratory status both when we are assisting their breathing and when they are breathing on their own. The continuous monitoring of a patients respiratory status has become the standard of care for pre-hospital emergency medical care. Accordingly, I am requesting that the city commission approve the purchase of this important equipment in the amount of $20,649.10 from Medtronic/Physio-Control, a sole source provider, pursuant to "Quotation #1-51R07 and "sole source letter", both of which have been furnished by Medtronic/Physio-Control. If the foregoing meets with your approval, it will be appreciated if you will please have this item placed on the agenda under consent for the January 13, 2004, regular commission meeting. I have provided all back up documents for this agenda item request to Charlene Johnson City Clerk.
