HomeMy WebLinkAboutR-2004-055-Motorola Radio Communication package March 04 RESOLUTION NO. 2004-055 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE A RADIO COMMUNICATIONS PACKAGE FROM MOTOROLA AT A COST OF $348,529.08; PROVIDING THAT SUCH EQUIPMENT MAY BE PURCHASED THROUGH MOTOROLA, A SOLE SOURCE PROVIDER, UNDER BROWARD COUNTY CONTRACT NO. D1TL1007; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), the City Commission may, during unusual conditions or emergencies, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bids and without advertising for bids if he is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last twelve (12) months by other governmental agencies such as the Federal Government, State of Florida or a Florida county or municipality; and . WHEREAS, the City of Hollywood, current dispatching agency for the City of Dania Beach Fire-Rescue Department, has entered into an Interlocal Agreement with Broward County requiring replacement of its current radio and dispatching equipment with new equipment to be provided by Motorola; and WHEREAS, this replacement makes it necessary for the City of Dania Beach Fire- Rescue Department to convert its communications equipment accordingly; and WHEREAS, Broward County and its associated municipalities have formed a Regional Communications Task Force in an effort to explore what steps would be necessary for the implementation of a Countywide "Closest Unit Response" plan; and WHEREAS, in anticipation of this change in equipment, Broward County has located a Print-Track CAD, common platform 28 channel trunked radio communications system with Computer Aided Dispatching (CAD) and Automated Vehicle Location (AVL) 1 RESOLUTION NO. 2004-055 in the combined City of Hollywood Fire-Rescue Station 74/ Dania Beach Fire-Rescue Station 93; and WHEREAS, the Motorola communications package provides for "CAD in the CAB" via a fully rugidized to U.S. Military standards PT800 mobile data tablets, Automated Vehicle Locator via GIPS Advanced Mapping program; and WHEREAS, the need for extremely high levels of communicative reliability has been addressed by Motorola communications equipment through the utilization of digital programming for radios and mobile units with encryption capabilities; and WHEREAS, the City Manager has determined that it is necessary to purchase a communications package from Motorola, 789 International Pkwy Building A. Sunrise, Florida 33325, the sole source provider of this equipment, under Broward County Contract Number D1TL1007; and WHEREAS, the City Manager has determined that such purchase can be made at the least cost to the City by purchasing said equipment from Motorola in the amount of Three Hundred Forty-Eight Thousand Five Hundred Twenty-Nine and 08/100 • ($348,529.08) Dollars. NOW, THEREFORE, BE IT RESOLVED BY -THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to pay the sum of Three Hundred Forty-Eight Thousand Five Hundred Twenty-Nine and 08/100 dollars ($348, 529.08) to Motorola, 789 International Pkwy. Building A, Sunrise, Florida 33325, for the purchase of all equipment, interface, implementation and training necessary for the utilization of the communications package identified in this resolution by the City of Dania Beach Fire-Rescue Department. Section 2. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. 2 RESOLUTION NO. 2004-055 Section 3. Approximately 13 years ago, Motorola established two channels for distribution of its two-way radio products. One channel, known as the dealer network or indirect channel resells Motorola's low-tiered two-way radio products, and the other, known as the direct sales force or direct channel, handles the sale of more sophisticated products and communication systems to customers like the City of Dania Beach and Broward County. The latter products and systems require a great deal more technical knowledge and engineering resources to program and customize the products to meet the customer needs. Such expertise is generally not available from the dealer network. Motorola's proprietary SmartZone models ASTRO DIGITAL XTS5000, ASTRO DIGITAL XTL5000, and the PT800 with the Private DataTAC Modem that the City of Dania Beach is considering purchasing are among these high tiered sophisticated products. These products are designed to operate on Motorola's SmartZone and Private DataTac system and are only available through Motorola direct sales.
