RESOLUTION NO. 2004-064 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE SERVICES IN AN AMOUNT NOT TO EXCEED $15,980.00 TO CONSTRUCT TWO LIFEGUARD TOWERS LOCATED WITHIN THE . BEACH AREA, FROM COASTAL CONTRACTING & DEVELOPMENT, INC., WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), provides that the City Commission may, during unusual conditions or emergencies, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of fifteen thousand dollars ($15,000.00) without competitive bids and without advertising forbids; and WHEREAS, the City Manager has determined that it is necessary to construct two lifeguard towers within the beach area, in an amount not to exceed $15,980 ($7,990.00 each) from Coastal Contracting & Development, Inc., P.O. Box 22-3976, Hollywood, Florida, 33022; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is hereby authorized to pay from the capital outlay account in the Recreation Budget for an amount not to exceed $15,980.00 to Coastal Contracting & Development, Inc., for the construction of two lifeguard towers at the beach. I had originally asked for funding one Two-person Tower at a cost of$14,000.The benefits for building Two One-person First-Aid Towers are as follows: 1. We are able to now cover the whole south section of the Beach with protected structures that offer First-Aid and protection for the employee during in-climate weather. 2. The Single person Towers can be moved in-house easier when the need arises, versus the cost of a commercial contractor. • 3. They are a better location source,when Rescue is needed. 4. Protection of Life support equipment is accomplished versus the open Guard stands. The addition of these two structures will greatly enhance the effectiveness of the Beach Operation and improve the performance of our daily duties " Which is to provide a safe environment for the Beach population.
