HomeMy WebLinkAboutR-2004-089 Frost Park Site Plan Recreation Center RESOLUTION NO. 2004-089 A RESOLUTION OF THE CITY OF DANIA BEACH FLORIDA, APPROVING THE SITE PLAN FOR CITY PROPERTY KNOWN AS FROST PARK LOCATED AT 300 NE 2ND STREET, DANIA BEACH; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building permit; and WHEREAS, The City of Dania Beach Administrative Services Department requests site plan approval for the construction of a 24 foot high/6,000 gross square foot recreation center to be located at Frost Park, 300 NE 2"d Avenue, Dania Beach; and WHEREAS, the Planning &Zoning Advisory Board on April 21, 2004, recommended that the City Commission grant the site plan, based upon the criteria set forth in Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the request for site plan approval, a copy of which is attached and made a part of this Resolution as Exhibit "A" is approved. It is further noted that the original Site Plan is maintained in the office of the Community Development Department of the City of Dania Beach. Section 2. That based upon the criteria set forth in Section 8-4(p) of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically expire and become null and void unless building permits are obtained Frost Park—Site Plan 1 RESOLUTION NO. 2004 -089 on or before 18 months from the date of this resolution. Section 3. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. Section 4. The new building will be 6,000 gross square feet and meets all zoning code requirements except for building height (16 feet allowed, 24 feet proposed). The Community Development Director recommends approval of both the site plan and height variance (see attached memo). The City Commission directed the Design/Build team and city staff to have two meetings with the residents plus two meetings with the Parks and Recreation Advisory Board to receive input for presentation to the City Commission. The first meeting with the residents was advertised and flyers were placed throughout the City. The meeting was held on • December 16, 2003 and was immediately followed by the Parks Advisory Board Meeting. A meeting was then held with staff on December 19, 2003 regarding the suggestions made by both the residents and the Advisory Board. A second meeting was held with the Parks and Recreation Advisory Board on January 7, 2004 and the site and building plans were approved. Advertisement and flyers placed throughout City for residents to attend the second meeting for approval of the plan on January 12, 2004. The site and building plans were then presented to the Commission and approved at the City Commission on January 13,2004. Past practice has been to submit city building projects to the Planning and Zoning Advisory Board for their comments and review(ie. 803 NW I" Street Police Station, Mele Park, Pier Restaurant, etc). Due to an inadvertent oversight, the site plan was not submitted for Planning and Zoning Advisory Board review. RECOMMENDATION Approval of the site and building plan as proposed, as per the Parks and Recreation Advisory Board, residents who participated in the public hearing process, and the Community Development Department. Due to time constraints, the City Manager has authorized the Community Development Department to issue a foundation permit to begin construction. The proposed recreation building is located on the north side of Frost Park on SW 2nd Street directly south of NE 3rd Avenue. The building is located at approximately the same location of the recently demolished Frost Park Meeting Room. The building contains approximately 6,000 gross square feet and has an average height of 24 feet. The building complies with all zoning requirements (parking, setbacks, and lot coverage) except building height. Frost Park is zoned OS (Open Space) which specifies a maximum height of 16 feet. The new recreation ® center is only one story, but 24 feet in height to accommodate high interior ceilings. Staff has no objection to the variance based on the location of the building and the positive support of the project from the Parks and Recreation Advisory Board. PLANNING AND ZONING BOARD APPROVAL On April 21, 2004 the Planning and Zoning Board recommended approval of both the site plan and height variance.
