FOR PROFESSIONAL ENGINEERING SERVICES FOR A NEW 1.5 MILLION GALLON GROUND STORAGE TANK, HIGH SERVICE PUMPS AND RELATED SITE IMPROVEMENTS INCLUDING THE DEMOLITION AND RELOCATION OF THE PUBLIC WORKS SHED-BUILDING; PROVIDING FOR CONFLICTS; FURTHER PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on November 23, 2004, the City Commission adopted Resolution No. 2004-204 authorizing execution of a General Consulting Engineering Services Agreement ("Agreement") related to services (the "Services") desired by the City, related to the City Water, Wastewater, and Stormwater Capital Improvement Program (the "CIP") with Camp Dresser & McKee Inc, a Massachusetts corporation authorized to do business in Florida("CDM"); and WHEREAS,the Services related to the CIP will be developed for and requested by the City and will be evidenced through written Work Authorizations after approval by the City Commission and will specify specific services, fee estimates and schedules; and WHEREAS, CDM has submitted a Work Authorization proposal (Work Authorization No. 1) for Services associated with a new 1.5 Million Gallon (MG) Ground Storage Tank, new high service pumps and the relocation of the existing Public Works maintenance/storage building as a result of on-site modifications created by the new tank construction; and WHEREAS, the detailed scope of Services for Work Authorization No 1 is attached and incorporated as Exhibit A; and WHEREAS, CDM will perform the Services stated in Exhibit A for a lump sum fee of $126,000.00, including labor, subconsultants and other direct costs, which also includes related reimbursable expenses; and 1 RESOLUTION NO. 2004-205 WHEREAS, the Director of Public Services recommends that the City Commission approve Work Authorization Number One; • NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the proper City officials are authorized to execute Work Authorization Number One with Camp Dresser & McKee Inc. in connection with a project involving a proposed finished water ground storage tank, high service pumps and a shed/building relocation for the Community Services Department. Section 2. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 3. Director of Public Services Date: November 09, 2004 ' RE: Continuing Engineering Services - Integrated Waterworks Capital Improvement Program (IWWCIP)—Recommendation to Award Work Order No. 1 to Camp Dresser and McKee** ** Recommendation to award Work Order No 1 is contingent upon approval by City Commission to Award General Consulting Engineering Services Contract to Camp Dresser and McKee under Resolution XX-XXX. Introduction and Background On October 22nd, 2002, the City Commission adopted Resolution 2002-120 approving the Water, Wastewater and Stormwater Facilities Plan. The Plan defines future capital infrastructure needs for water, sewer and stormwater in the City and recommends improvements to each system based on current deficiencies, anticipated growth demands and compliance with federal and state environmental mandates. Based on the financial layout stated in the Water, Wastewater and Stormwater Facilities Plan, City staff relies on the recommendations of the report that financing is available through State Revolving Funds to substantially support the financing of the program. On November 23rd, 2004, The City Commission adopted Resolution No. 2004-204 to award the General Consulting Engineering Services (the "Services") Agreement related to the City Water, Wastewater, and Stormwater Capital Improvement Program (The "CIP")to Camp Dresser & McKee Inc. ("CDM"). The first project to be constructed under the Integrated Waterworks Capital Improvement Program (IWWCIP) is the 1.5 MG Ground Storage Tank. The provision of added storage has been considered a high prority since the issuance of a BCDOH letter that identified the City of Dania Beach as having a "woefully inadequate storage capacity", primarily for the provision of fire flows. The installation of a 2.0 Million Gallon Storage Tank was suggested at that time. A more detailed future water demand analysis and subsequent technical discussions with BCDOH helped reduce the tank size to 1.5 Million Gallons. During a City Commission workshop held on June 8, 2004 City Staff presented the proposed new tank size as well as comparative Ossessment between a ground storage tank and an elevated storage tank. At that meeting, staff issued recommendations for the consideration of a Ground Storage Tank as the preferred alternative; this recommendation was based on better cost, constructability and overall operability. The City Commission supported staff moving forward with the construction of a new Ground Storage Tank to be built at the Water 9reatment Plant. In subsequent discussions, staff concluded that the tank would warrant the installation of new High Service Pumps as well as ancilliary piping to integrate present process operations with storage. The location of the tank is preferable near the potable water facilities both from an operation as well as a containment and security standpoint. A work of this magnitude would also entail incidental engineering and logistical services to accommodate this 100 ft diameter superstructure. The logistical impacts would result in the relocation of some present facilities such as the present Public Works Building-Shed. The relocation of this building would not only be needed to accommodate the tank but also to lay the ground work for comprehensive security measures and isolation of the City's drinking water supply. CDM was asked to provide this Work Order (WO-1) for engineering services as outlined in attached Exhibit A hereto. The cost for the Design, Permitting, Bidding and Award Services, and Miscellaneous Services was negotiated to be a lump sum fee $126,000. Included in this fee are labor, sub consultants, and other direct costs including reimbursable expenses. The preliminary engineering cost opinion for the demolition, construction and relocation of the aforementioned facilities is estimated at approximately $2,150,000.00. This fee represents about 6% of the preliminary engineering cost opinion for this project. The SRF funding designated for the construction of the tank is $2,362,490.00. Recommendation 0 has been recommended that the City Commission award the IWWCIP General Consulting Engineering Services Contract to Camp Dresser & McKee. It has also been indicated that Work Orders for design work will be submitted for City Commission approval. Contingent upon City Commision approval of the IWWCIP General Consulting Engineering Services Contract to CDM, staff recommends that the City Commission award Work Order No. 1 (WO-1) under the General Consulting Engineering.Services Contract to Camp Dresser & McKee in the amount of$126,000. Money for the Engineering Services is partially available through the SRF and from budgeted funds on the CIP. ("Consultant"), datediVbY�`rnB� �� > 2004, pursuant to the Agreement executed by those parties, dated X/eyElzaF.0 ����, 2004, and fully incorporated by this reference. Scope of Work I. Background and General Description of Services The City's five-year capital improvement program includes the addition of a new finished water ground storage tank. The location of the ground storage tank on the water plant site creates a series of on-site modifications, including the potential for revisions to or construction of a new high service pump system, and the relocation of the existing public works maintenance/storage building on the water treatment plant site. This scope of work is for professional engineering services associated with preliminary and final design, permitting, and bidding for the subject improvements. • A. Design Phase Services 1. Preliminary Design 2. Final Design 3. Pennitting 4. Bidding/Award Services 5. Miscellaneous Services This scope of work is for design-phase services under item "A" above. Construction-phase services may be provided under a separate work authorization to be executed following completion of design. II. Scope of Work A. Design Phase Services The Consultant shall perform the following described engineering design services for' the proposed improvements. It is the intent of this Scope of Work for the Consultant to provide the City a complete and final Preliminary Design Memorandum (PDM), as described in this document, for the proposed improvements, which shall be the basis for the final design and construction documents. The proposed engineering services are based on the following assumptions: 1 • The type of construction to be employed for the ground storage tank will be circular, prestressed concrete, as is typically constructed by Crom Corporation and similar contractors. The tank will be located on the water treatment plant site. Other types of tank construction, such as fabricated steel or cast-in-place concrete, will not be considered. • The future new high service pumps will be located adjacent to the ground storage tank on a concrete pad with a prefabricated awning structure to protect the pumps from rain and sun. The new high service pump system will incorporate constant speed pumps and a pressure control system. This proposal does not include engineering services for a building to enclose the high service pumps. • The relocation of the maintenance/storage Shed-Building will include the demolition of the existing structure to allow for the new tank location and the construction of a new manufactured steel type building with associated internal office space, lunchroom and garage relocation as will be necessary for future membrane treatment improvements. This scope of services provides for design of the shell of the building. The interior architectural improvements associated with the internal office space, lunchroom and garage may be completed under a separate authorization. Based on the above, the following is a preliminary list of the major improvements that may be included in the project: • • A new 1.5 million gallon (MG) prestressed concrete finished water ground storage tank. • A new high service pumping system. The design capacity will be based on meeting the peak demands associated with the current permitted treatment plant capacity of 3.0 mgd (maximum day demand). • Provisions will be made in the design to cost-effectively accommodate an expansion of the pumping system in the near future when the plant capacity is expanded with the addition of a new membrane treatment unit. • Demolition of the existing maintenance/storage building will require the construction of a new single-story manufactured steel maintenance/storage building, approximately 76 feet by 36 feet, to be located on the south end of the Public Works compound, south of the main water treatment plant site. • Incidental demolition related to the scope of work identified in this document. • Process control instrumentation © Associated yard piping, electrical, structural, architectural, and site improvements 1. Preliminary Design This task provides for evaluation of existing plant operations, identification of City design preferences, establishing preliminary design criteria, and preparation of a preliminary design-level opinion of construction cost, preparation and • submittal of a draft and final PDM, and coordination/review with the City. 2 1.1 Kick-off Meeting Within fourteen days of the Notice to Proceed, Consultant will schedule, prepare for, and attend a project kick-off meeting with City staff. The primary purpose of the meeting is to establish appropriate lines of communication, review data needed for establishing initial system sizing and design criteria, discuss a conceptual schedule, review the City's objectives for the project, and discuss any specific equipment preferences of City staff. 1.2 Preliminary Design Memorandum Based on discussions with the City at the kick-off meeting and other design review meetings, and Consultant's analysis of existing site conditions, process requirements, and design criteria, Consultant shall prepare a Preliminary Design Memorandum (PDM). The PDM shall include the following: s An evaluation of the water treatment plant site layout, considering both existing conditions as well as proposed improvements to the water treatment plant currently scheduled in the five-year capital improvement program. The objective of this evaluation is to provide • a conceptual phasing and implementation plan for a cost-effective completion of the improvements. The plan will take into account present site constraints as well as the assurance to maintain uninterrupted plant operations during construction, and the maximizing of the efficiency of the treatment processes and pumping operations. For each phase of development, a preliminary site layout showing approximate locations of proposed buildings, process components, roadway improvements, and any other major improvements will be presented. ® A summary of historical and projected water demands, which shall constitute a partial basis for sizing of the proposed systems. o A summary of design criteria for the new systems. ® A review of the existing mechanical and site conditions relevant to the construction and phasing in of the new systems. ® A preliminary flow schematic for the existing and new pumping and finished water storage systems. • A review of design standards and regulations applicable to the new systems. ® Preliminary equipment layout plans for each system. ® Discussion of proposed preliminary designs, including design criteria, materials selections, recommended manufacturers, and specific • recommended design features. ® A description of electrical improvements and quantification of electrical loading for the new systems. 3 • • A description of instrumentation and controls. • Preliminary opinions of construction and operating costs. • An updated project schedule. • A preliminary phasing plan for decommissioning of the existing systems and start-up of the new systems, as well as a plan for maintenance of plant operations. • Preliminary routing of the proposed transmission system improvements, including the proposed locations of valves, stub-outs, fittings, etc. • A review of permitting requirements for the improvements. • A preliminary list of construction drawings and Table of Contents for the Technical Specifications and special conditions. Consultant shall prepare and submit ten (10) copies of the draft PDM to the City. It is anticipated that City will review the draft PDM and be prepared to meet with Consultant to discuss comments within 30 days of delivery of the draft PDM to the City. Following submittal of the draft and final PDM, Consultant shall schedule a meeting with City to review the PDM and discuss any comments and questions from the City. Following this review meeting and receipt of City comments on the PDM, Consultant shall proceed in further • development of the design. 2. Final Design This task consists of engineering services to prepare construction Contract Documents for the improvements listed above, suitable for competitive bidding by qualified general contractors. The design documents shall include Technical Specifications and special conditions plus front-end documents consisting of bidding requirements, general contract conditions, contract bid forms, bond forms, and supplementary conditions for SRF funded projects, plus the construction drawings. Contract Documents will be submitted in both standard and electronic format. The Contract Documents shall be based on the City of Dania Beach Design Standards, as well as generally accepted engineering and construction practices, as endorsed by the Construction Specifications Institute (CSI) and the City's standard construction agreement, general conditions, bid documents and bonds, copies of which will be provided to the Consultant, in addition to the Supplementary Conditions supplied by the Florida Department of Environmental Protection (FDEP) for use with State Revolving Fund (SRF) loan funded projects (which will also be supplied to the Consultant). In addition to the Contract Documents, Consultant shall prepare and submit an updated opinion of probable construction cost with each progress submittal based on the proposed • improvements reflected in the accompanying construction documents submittal. 4 This scope of work is based on the improvements listed in subsection II A, above. Design of any facilities other than or substantially different from those may require a written modification to this Scope of Work and associated budget executed by both parties. 2.1 Construction Drawings Consultant shall prepare construction drawings of the proposed improvements which shall show the location, size, and spatial relationships between existing and proposed structures, equipment, and other improvements. The level of detail and information to be shown on the drawings shall be in conformance with generally accepted standards of the engineering and construction industry. Drawings shall be prepared using AutoCAD Release 2000. It is anticipated that the drawing set may include the following engineering disciplines: • Survey • General ® Site Demolition ® Civil • Structural • • Architectural • Mechanical ® HVAC • Plumbing • Fire Protection • Electrical • Instrumentation and Controls Progress submittals of construction drawings will be submitted at various stages of design development, as discussed below. 2.2 Project Manual Consultant shall prepare a Project Manual for the project including bidding requirements, conditions of the contract, contract forms, and technical specifications for the proposed improvements. The technical specifications shall be based on the CSI 16-division, three-part MASTERFORMAT and consist of written technical descriptions of materials, equipment, construction systems, standards, and workmanship as applicable for this project. The level of detail and information to be included in the Project Manual shall be mutually agreed in writing between Consultant and the City and shall be sufficient to allow • competitive bidding of the project from qualified general contractors, and consistent with generally accepted standards of the engineering and construction industry. 5 • 2.3 Engineer's Opinion of Cost With each progress submittal of Construction Documents specified below, Consultant shall prepare and submit an updated engineer's opinion of probable cost which is based on the improvements reflected in the accompanying Construction Document submittal. 2.4 Progress Submittals of Construction Documents Consultant shall submit progress submittals of the construction documents at the 50%, 90%, and 100% (bid set) completion stages. Consultant shall submit five (5) sets of each progress submittal. Following each of the progress submittals, Consultant shall schedule two (2) meetings with City staff to review the Contract Documents and discuss any comments and questions from City staff. Following these review meetings and receipt of City comments on the progress submittal, Consultant shall proceed with design and preparation of the next progress submittal, addressing City comments, and continuing detailed design development. The following is a general description of the materials and information to be included in each progress submittal. • The 50% submittal shall consist of a set of drawings including a drawing index, survey, process schematic, site plan, mechanical equipment layout plans for major structures and equipment, and general construction details. Also included will be a draft Project Manual, including draft bidding requirements, contract conditions, contract forms, and technical specifications. The 90% submittal shall consist of a complete set of drawings and the Technical Specification and special conditions, completed to a 90% level of detail. The 100% complete set shall be suitable for competitive bidding by general contractors. Bidding services are described below. 3. Permitting This task consists of the preparation by the Consultant of necessary construction permit applications for submission to the various regulatory agencies and the City Building Department having jurisdiction over these projects. This scope of work anticipates the preparation of up to two (2) responses to requests for additional information (RFI), as necessary to clarify the original application, from each agency. Consultant shall prepare and submit applications and respond to RFIs from the following agencies/governmental bodies. The City shall issue checks for the applicable permit application fees. 6 • 3.1 Florida Department of Environmental Protection FDEP /Broward Count P ( ) Y Health Department (BCHD) The FDEP will require a Public Drinking Water Facility Construction Permit for the proposed improvements. Review of this application has been delegated by the FDEP to the BCHD in Broward County. Consultant shall prepare this application, with the assistance from the City with respect to historical data, and submit it to BCHD with the necessary support documentation. 3.2 Building Department It is anticipated that the proposed improvements may require approval during the design phase from various departments within the City Building Department (e.g., planning and zoning board, etc.). Consultant shall provide sets of construction documents for submittal for this purpose. Consultant shall coordinate this submittal(s) and respond to comments generated through the review process. 4. Bidding/Award Services Consultant shall provide the following assistance to the City during the bidding phase of the project: ® Coordinate advertisement of the bid by the City. ® Issue the bid documents to prospective bidders. o Respond to communications from prospective bidders. © Attend two (2) public meetings, one during design and the other during construction to inform the public as to the construction activities. a Attend a prebid conference followed by a project site visit with prospective bidders. o Prepare and issue addenda, as necessary to clarify the bid documents. ® Prepare a final engineer's opinion of probable cost prior to opening of bids for the project. ® Attend bid opening. o For the apparent low bidder, obtain and evaluate information and. qualifications submittals required by the bid documents. ® Review and tabulate bids, and present a recommendation to the City for award of the contract to the lowest responsive,responsible bidder(Contractor). 7 • 5. Miscellaneous Services 5.1 Geotechnical Investigation Consultant shall provide the following services through a subconsultant related to geotechnical subsurface soils investigations: o Perform subsurface explorations (i.e., borings) at the project site necessary for the development of design criteria for the proposed structures. ® Perform standard penetration tests and split-spoon sampling within the borings at regular intervals. ® Perform classification tests on selected samples obtained from the borings. ® Visually classify soil samples in general accordance with the United Soil Classification System and prepare test boring records. Summarize the results of the geotechnical investigations and provide recommendations for surface preparation and design of the proposed structures. ® Revise site and foundation preparation specifications as appropriate for site-specific requirements. • 5.2 Surveying Services Consultant shall provide the following services through a subconsultant related to surveying services: o Utilizing GPS, establish State Plane Coordinates (NAD 83/90) on approximately three (3) targets for the site. Prepare 1-foot contour topographic mapping of the project area(s), as necessary for design of the proposed improvements. • Determine locations and elevations of existing structures (including finished floors), roadways, visible utilities and storm drains, adjacent property lines (if appropriate), and horizontal and vertical control necessary for construction. ® Convert survey information to digital format for use on AutoCAD Release 2000. 6. Project and Quality Management Consultant shall provide the following services related to project and quality management for the project: • is Project Update/Progress Meetings: the Consultant's project manager shall prepare for and attend monthly status reporting meetings throughout the 8 • design phase. More frequent meetings may be undertaken from time to time depending on project schedule. ® Quality Control / Technical Review: Consultant shall maintain a program of quality control during the design process. A formal Technical Review Committee (TRC), comprised of senior specialists, will be formed near the beginning of the design phase. Three formal TRC meetings will be scheduled during the design process (PDM, 50%, and 90%). The project design team shall present the project design to the TRC and respond to questions and comments. Preparation of Status Reports: Consultant's project manager shall prepare and submit with each invoice monthly written progress reports summarizing activities completed during the preceding month, and identifying any problems which have arisen, or anticipated needs of the project team. III. IV. Proposed Compensation Engineer shall perform the services defined in this scope of work for a lump sum fee of $126,000.00, which includes labor, subconsultants, and other direct costs. Invoices will be submitted to the City and paid monthly based on the percentage of work completed to date, and the following breakdown: Design of ground storage tank $30,000 Design of high service pump system $42,000 Design of demo lition/relocation of existing structures $15,000 • Design of misc. yard piping, electrical, structural, and instrumentation $6,000 Permitting $9,000 9 • Bidding $7 000 Geoteclhnical $6,000 Survey $11,000 TOTAL $126,000 IN WITNESS OF THE FOREGOING, the parties have executed this Work Authorization effective on the date first appearing above. We enclose two original agreements and two originals of Work Authorization #1 which have been executed by the City of Dania Beach. These documents now require final execution by your company. Upon execution, please keep one original of each and return the other originals to me for our records. Copies of both resolutions are also attached for your files.
