HomeMy WebLinkAboutR-2004-208 Providing a dispatch center ® RESOLUTION NO. 2004-208 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA APPROVING THAT CERTAIN "AGREEMENT BETWEEN CITY OF HOLLYWOOD AND CITY OF DANIA BEACH PROVIDING FOR DISPATCH CENTER"; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach Fire Rescue Department recognizes the critical link between dispatch services and the importance of a rapid response to an emergency call for help from citizens and visitors; and WHEREAS, closest unit response to any given address and seamless, simultaneous, automatic aid work together to harness the greatest fire and emergency medical protection available; and WHEREAS, dispatching service through the City's automatic aid partner, Hollywood Fire-Rescue, is the only current viable option for seamless, simultaneous and delay-free aid; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the "Agreement Between City of Hollywood and City Of Dania Beach Providing For Dispatch Center", a copy of which is attached to this Resolution, is approved and the appropriate city officials are authorized to execute it. Section 2. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 3. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED on December 14, 2004. .K. The operational review concentrated on procedural guidelines and implementation necessities, to maintain emergency dispatching, based on closest unit response and seamless, simultaneous automatic aide. Listed under operational findings are a number of dispatch program deficiencies that are unacceptable to Dania Beach Fire Rescue's administrative staff and our automatic aide partner, Hollywood Fire Rescue, and as such are not part of the recommended E911 and dispatching strategies supported by Dania Beach Fire Rescue. OPERATIONAL FINDINGS • Dispatch time delays: use of phone lines or a waiting screen messaging, to communicate the need for resource deployment. "Operating from two centers (Hw and CDC1) would necessitate the use of CAD messaging, phone, MARS line or the Battalion Chief"customizing" the call as is done currently within both of our systems." DeYoung, Paul — Deputy Fire Chief, Broward County October 12, 2004 - This protocol for notification between dispatchers would negatively impact current operations significantly. Current protocol allows face to face spontaneous discussion and the sharing of immediate information for proper closest unit response. • Dispatch error: related to the necessity of answering a phone while dispatching units or handling emergency radio traffic occurring at the same time • • No seamless dispatching: Broward County has formally stated that the dispatching service Dania Beach residents would receive, regarding the deployment of emergency medical and fire units "would not be the seamless dispatching that currently exists with the Hollywood center." • No closest unit response: This system of a dispatcher disregarding the computer's recommendation after looking for the closest unit based on actual unit location via( AVL/ GPS technology) is the benchmark for getting the closest medical or fire unit to the call for help the fastest. This system, using face to face dispatchers is in place in Hollywood's Dispatch center and will coordinate through dispatch all calls based on the closest unit. • Alarm Notification Failures: related to the usage of multiple PA systems,. Located within the same station sending out two different calls at the same time for different units to different addresses. • Loss of operational resource control for Battalion Chief: The"patching of channels"for each joint incident would require the continuous monitoring of multiple talk groups at the same time for each individual alarm which Dania Beach units were assigned to. Currently the two automatic aide partners share the usage of two Battalion Chiefs for incident management. Dispatching from Broward County could very easily involve at least one incident which is occurring with the usage of Dania Beach personnel to be left unmonitored while the Battalion Chief scans multiple channels for multiple incidents occurring simultaneously. • No utilization of digital technology paid for in the Motorola radios: Although Broward County has patching capabilities with a digital platform, day to day operations remain analog and as such have much less "in—building " coverage resulting serious deficiencies related to actual fire-ground operations. RECOMMENDATION ION After six months of operational review, in an attempt to create a steadfast, and intelligent dispatch procedural protocol, it is in the best •terest of the citizens and visitors of this fine city to remain under the current dispatching and E91 l service provider. AGREEMENT between CITY of HOLLYWOOD and CITY of DANIA BEACH FOR THE PROVISION OF COOPERATIVE DISPATCH SERVICES This is an Agreement by and between the City of Hollywood, a municipal core®ration of the State of Florida, its successors and assigns, (hereinafter, "Hollywood") and The City of Dania Beach, a municipal corporation of the State of Florida, its successors and assigns, hereinafter"Dania Beach". WITNESSETH: WHEREAS, the City of Hollywood is currently operating a Fire Dispatch Center (hereinafter"Dispatch Center") for the purpose of providing radio dispatch services to the City of Dania Beach Fire Rescue Department; and WHEREAS, an Interlocal Agreement was originally entered into in October of 1979, whereby the City of Dania Beach, among others, agreed to pay a proportionate share of the operational costs of the Center in exchange for dispatching.services; and WHEREAS, the Cities of Hollywood and Dania Beach have operated under that • agreement and subsequent renewals up to the present time; and WHEREAS, the previous agreements have expired or have been cancelled and the Cities are desirous of entering into a new Interlocal Agreement for the continued provision of these services; and WHEREAS, the City of Dania Beach shall make provisions for the necessary payment in its fiscal year budget(s) pursuant to the terms of this agreement; and WHEREAS, the City of Hollywood agrees to operate the Dispatch Center during the duration of this Agreement; and WHEREAS, it is in the best interests of the citizens of Hollywood and Dania Beach that the Cities enter into this Agreement; NOW, THEREFORE, in consideration of the mutual terms and conditions, promises, covenants and payments hereinafter set forth, Hollywood and Dania Beach agree as follows: 1. The above recitals are true and correct and are incorporated herein by reference. 2. Dania Beach shall be permitted access, through the use of its own devices, to the City of Hollywood's component of the Regional Communications System for the duration of this Agreement, however, no right, title or interest to any portion of the Regional Communication System, nor the associated licensing is assigned, transferred or communicated to Dania Beach by way of this Agreement. 3. All F.C.C. and F.A.A. licenses and permits of the parties will be in the name of the City of Hollywood except licenses and permits for mobile and hand-held radios belonging to the respective parties. 4. The City of Hollywood shall hold the title to the equipment of Dispatch Center. 5. The City of Hollywood shall be responsible for the hiring, training and discharging of employees working in the operation of Dispatch Center. 6. Each party shall be responsible for custody and maintenance of all mobile, portable or hand-held radios used by its personnel. • 7. All costs of operating and maintaining Dispatch Center shall be paid initially by the City of Hollywood, if not covered by gift or grant, subject to the following requirements: A. The costs of Dispatch Center shall include but not be limited to, the following items: cost of operating, maintaining, towers, insurance, dispatcher benefits and salaries; dispatch center supplies and material; depreciation of all common use equipment; all costs of collecting overdue, prorata shares of the parties herein, including, but not limited to, court costs and reasonable attorneys' fees; and such other costs as may be agreed to by the parties. B. Dania Beach shall make payments in arrears for services provided by the City of Hollywood as follows: 1. On or before September 30, 2005 Dania Beach shall pay $67,338 for the nine (9) month period beginning January 1, 2005. Said payment is a proration of an annual payment of$89,850 which will be the base annual payment for future annual payments. 2. Thereafter annual payments shall increase based upon the most current Consumer Price Index (CPI) (All Urban Consumers, Miami — Fort Lauderdale Selected Local Areas), as published by the U.S. Department of • Labor, Bureau of Labor Statistics or its successor agency, but shall not exceed 5% per annum and shall be remitted to the City of Hollywood on or before September 30th of each year. 8. The terms of this agreement shall become effective by and between the signatory parties, upon the signing of either the City Managers or Mayors of the respective municipalities making up the parties herein and shall continue in force and effect, until terminated pursuant to the Agreement's terms.. 9. It is understood and agreed by the parties that this contract may be terminated by either party at any time, with or without cause, upon no less than sixty (60) days written notice to the other parry. 10. Whenever either party desires to give notice unto the other, it must be given by written notice, sent by certified United States mail, with return receipt requested, addressed to the party for whom it is intended, at the place last specified, and the place for giving of notice shall remain such until it shall have been changed by written notice in compliance with the provisions of this paragraph.
