IN AN AMOUNT NOT TO EXCEED $40,000.00 FOR FISCAL YEAR 02/03; PROVIDING FOR REHABILITATION, LINING, DEVELOPMENT, PUMP WITHDRAWAL AND INSTALLATION FOR WATER SUPPLY WELLS "G" AND "H", WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS, FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), provides that during unusual conditions or emergencies, the City Commission may, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of fifteen thousand dollars ($15,000.00) without competitive bidding and without advertisement for bids; and WHEREAS, the City of Dania Beach ordered a new water supply pump to be installed in as a replacement for the pump in its Well H last winter, and that said pump was delivered in late summer, but during installation in late Fall it was found that there was significant corrosion to the column and casing pipes in the existing well that require additional work; and WHEREAS, the City contracted with Gerhardt M. Witt and Associates (GMW&A), hydrogeologists, to investigate solutions to permit the well to operate for the next 5 to 10 years and make a recommendation for same; and WHEREAS, GMW&A indicated significant corrosion damage to the well and the potential for inability to use the wells if repairs are not made, and recommended that the City clean the wells, line the wells with a 12 inch PVC casing pipe and appropriate cement to prevent collapse of the formation, videotape the wells, develop the wells and reinstall pumps to place them into service as soon as possible; and 1 RESOLUTION NO. 2003-005 WHEREAS, GMW&A has talked to two drillers who estimated the costs of the repairs as follows, exact costs dependent on further investigation of Well G, including videotaping: Diversified Drilling Inc. $30-35,000 Morton Pump, Inc. $35-40,000; and WHEREAS, GMW&A recommends that the City utilize Diversified Drilling, Inc. to rehabilitate the wells and install the liners at a cost not to exceed $40,000, assuming permits and construction; and WHEREAS, the City Manager concurs with this recommendation on an emergency basis. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City will contract with Diversified Drilling, Inc. for rehabilitation, lining, development, pump withdrawal and installation at Wells G and H in an amount not to exceed $40,000.00 and that the City Manager is authorized to pay Diversified Drilling, Inc. from the Water Fund Budget and to appropriate $10,000 from the retained earnings to the FY 2003 budget. Section 2. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. Section 3. Witt & Associates, Inc. solicited cost estimates for the rehabilitation of two (2) wells (Well G and Well H) from three(3) licensed water well contractors. Two (2) contractors responded in a timely manner and provided the following cost estimates: Diversified Drilling Corporation $30,000-$35,000 Morton Pump & Drilling, Inc. $35,000-$40,000 The third drilling contractor, Jaffer Associates, Ltd., provided a cost estimate of$57,000. This estimate was received late on January 8, 2003, and was rejected. Based on the above cost estimates, Gerhardt M. Witt & Associates, Inc. recommends that Diversified. Drilling Corporation be awarded the rehabilitation work and that the City of Dania Beach reserve a cost not to exceed $40,000 for the contractor's rehabilitation work.
