A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
DESIGNATING INSPECTORS AND CLERKS TO SERVE AS
OFFICERS IN THE PRIMARY ELECTION BEING HELD ON
TUESDAY, FEBRUARY 11, 2003, AND GENERAL ELECTION
BEING HELD MARCH 11, 2003; AUTHORIZING PAYMENT TO
DESIGNATED POLL WORKERS FOR BOTH PRIMARY AND
GENERAL ELECTIONS AS PROVIDED IN EXHIBIT "A";
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Charter Part VI, Article 2 "Elections", Section 1 provides that a Primary
Election shall be held should candidates for city commissioner in any election year be more than
double the number of members of the city commission to be elected in such year; and
WHEREAS, the City Clerk has determined that qualified candidates are more than double
the number of open seats in the 2003 Election year; and
WHEREAS, the City Commission hereby calls a Primary Election for the nomination of
candidates for the office of City Commission on February 11, 2003, and at said Primary Election
® the candidates receiving the highest number of votes shall be declared nominated, and shall be
placed upon the General Election to be held on March 11, 2003 to the extent of double the number
of members of the city Commission to be elected in said year; and
WHEREAS, the City Commission of the City of Dania Beach must designate inspectors and
clerks to serve upon election boards for each precinct located within the City of Dania Beach for
both the Primary and General Elections; and
WHEREAS, the Broward County Supervisor of Elections Office has determined that there is
a need for Voting System Technicians (VST's) to also be hired by the City to operate and maintain
the iVotronic Voting Equipment for said 2003 Elections.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That with respect to the Primary Election being held on Tuesday,
• February 11, 2003, and the General Election being held March 11, 2003, the City Commission

® of the City of Dania Beach hereby authorizes the designation and payment of poll workers as
outlined in Exhibit "A", attached.
Section 2. That the City Clerk is authorized to make adjustments with the
placement of poll workers as needed at each voting precinct within the City of Dania Beach for
the 2003 Elections.
Section 3. That all resolutions or parts of resolutions in conflict with this
resolution are repealed to the extent of such conflict.
Section 4. That this resolution shall take effect immediately upon its passage
and adoption.

DATE: January 14, 2003
A meeting was held yesterday with Miriam Oliphant and her staff of the Broward County
Supervisor of Elections Office to discuss the details relating to the upcoming Primary
Election. The City's Precincts and Poll Workers are confirmed and I am confident that
our Primary Election can be successful. The City's required Voting System Technicians
were reduced from 20 toll (11 VST's at the Precincts, 1 Regional VST and 2 Alternate
VSTs) and we combined Precincts to reduce costs where possible. The Supervisor of
Elections will train the Poll Workers and hire and train the VSTs. The City will share a
Regional Site with Fort Lauderdale that will be located on State Road 84 where the
iVotronics and poll worker materials will be disbursed. In addition, the City will have a
Chain of Custody responsibility to pick up the iVotronic equipment from the Precincts on
election night within 1 hour after the polls close and return them to the Regional Site.
Some factors that have increased election costs:
*Annexation in 2001 increased the City's population;
*The redistricting in May and June increased the City's Precincts from 8 to 14;
*More Precincts require more poll workers;
*Voting System Technicians are now required for each precinct to provide
technical support for the lVotronic voting equipment.
*IVotronic equipment must be returned to the Regional Sites on election night;
*Supervisor of Elections $500 per precinct cost per election.
I have provided a cost analysis of the anticipated election costs for your review and a
Resolution covering the designation of poll workers and VSTs.

E. Tabulation Tasks
• The Supervisor of Elections will perform the following tasks related to the
tabulation of ballots for counting:
1. The tabulation equipment will be programmed to count the votes cast in
the Municipal election.
2. Test ballots will be prepared from which it can be determined if the equip
ment is properly programmed. (i.e. Logic 81 Accuracy Test)
3. The Broward County Canvassing Board will conduct a Logic and Accuracy
test to ascertain that the equipment will correctly count the votes cast for
all offices/questions as required by Section 1013612(1 ), Florida Stat-
utes.
4. The Broward County Canvassing Board will canvass the returns.
F. Legal Notices
1. Municipalities are responsible for the cost and performance of the follow-
ing activity:
Providing legal notices including, but not limited to:
a. Notice of the Municipal Election (Section 100.021, F.S.) as well as
any special election or referendum (Section 100.342, F. S.)
b. Publication of sample ballot (Section 101 .20, F.S.)
c. Publication of polling places if other than those used by the County
and mailing of notices to the voters.

2. The Supervisor of Elections will be responsible for the following legal ads:
a. Legal ad detailing extended hours or changes to office hours for regis-
tration purposes relating to the Election, if necessary.
b. Legal ad announcing time and location of Logic 8T Accuracy test.
c. Legal ad announcing time and location of certification of results.

III. Election Information
• A. Election Charges
Basic election charges have changed significantly due to the complexity of the
new iVotronic voting equipment. While the charges have not been finalized, they will probably
be $500 per precinct and that will include precinct supplies and equipment, precinct registers,
Canvassing Board charges and programming costs. This does NOT include the cost of ballot
layout and printing, mail ballot layout and printing or absentee ballot charges. Those charges
will be added to the final invoice. in addition, poliworker salaries, polling place rentals fees, if
applicable, and delivery of voting equipment are paid directly by you.
Florida Statutes permit combining of precincts meeting certain criteria. if a Mu-
nicipality requests space on a countywide ballot, and due to that request, combining precincts is
not possible, the municipality will bear all the costs for that precinct including pollworkers and
polling place fees.
B. Voting Equipment
It is the responsibility of the Municipality to arrange the pick up and return of the
voting equipment and to coordinate this with the Voting Equipment Center by calling (954)765-
4377. All voting equipment MOIST be transported by a licensed mover, or in the case of
smaller Municipalities, may be picked up by the Municipality in a CLOSED truck. The equip-
ment will NOT be allowed to leave the Voting Equipment Center, which is located at 529 SW
2 Avenue in Fort Lauderdale, in an open truck with a tarpaulin or such.
• C. Cellular Phones
Since not every polling place has access to a telephone on election day, our office
has obtained cellular phones for select precincts (particularly schools). Currently, we have
identified over 400 precincts as needing a cellular phone to communicate with our office on
election day. The cost for use of the phone is $10.00 per precinct and $.25 per minute of air
time plus applicable taxes. These charges apply only for stand alone elections and will be
included on your Election Invoice.
D. Mail Ballot Elections
Pursuant to F.S. 101 .6102, a mail ballot election may be called by a Mu-
nicipality; however, the following type elections may NOT be conducted by mail ballot:
1. an election at which any candidate is nominated, elected, retained, or
recalled; or
2. an election held on the same date as another election, other than a mail
ballot election, in which the qualified electors of that political subdivision
are eligible to cast ballots. (Section 101 .6102(2)(a)(b), Florida Statutes)
The Supervisor of Elections will be responsible for mailing a mail ballot election ballot to
each eligible voter as prescribed in F.S. 101 .6103. The tabulations and canvassing of such
• election will be the same as a normal election. The charge for such election is $1 .50 per
ballot plus postage.

IV. Pollworkers
A. Recruitment and Assignment
1. The Municipality will recruit, hire and assign pollworkers for the Election. If
the Municipality desires that our office assign the pollworkers, a contract will
be executed by the Municipality and the Supervisor of Elections to that ef-
fect.
2. The Supervisor of Elections will provide to the Municipality, upon request, a list of
residents who are on file as having worked or wish to work as pollworkers from
which the Municipality may recruit and hire. This information may be ordered in
a variety of formats.
B. Training
At no charge, the Supervisor of Elections will train the pollworkers at a time and
a site selected by the Supervisor of Elections. The Municipality is responsible if any rental fee
is charged by the facilities used for training. Whenever possible, rent free locations will be
used.
C. Compensation
The Municipality may set its own pay scale. As of 1 1/5/02, the current Broward
County rates are as follows:

D. Spanish/Creole Precincts
Based on Federal legislation, the Justice Department has concluded that Broward
County provide election information in Spanish where a need has been determined. The Supervi-
sor of Elections and an advisory board comprised of several Spanish speaking community leaders
has designated 32 precincts (41), 51), 14D, 64Q, 65Q, 66Q, i OR, 67R, 47V, 49V, 5OV,
51 V, 14W, l 5W, 17W, 18W, 26W, 27W, 28W, 30W, 31 W, 18X, 29X, 58X, 8Y, 12Y,
13Y, 18Z, 36Z, 43Z, 54Z and 75Z) as Spanish spesking. If any of these precincts are within
your Municipality, you will be responsible for hiring a Spanish speaking pollworker for Spanish
speaking voters. In addition, these precincts will require instructions and notices to be printed
in Spanish. It is the responsibility of the Municipality to translate and print any material other
than the ballot for the election. These additional supplies should be taken into consideration
when developing your election budget.
While there is no mandate to provide information in Creole, the County has identified 61
precinnts that have large Creole speaking populations. Those preciccts are 24A, 30A, 31 A,
32A, 35A, 7C, 8C, 16C, 22C, 28C, 33C, 36C, 37C,47C, 48C, 50C, 81), 14D, 191, 1 K,
2 K, 6 K, 7K, i OK, 11 K, 14K, 15 K, 6L, 7L, 18 L, 2 4L, 1 N, 2N, 3N, 3 5N, 1 P, 2 P, 4P, 9P,
31 R, 32R, 33R, 35R, 36R, 37R, 68R, 69R, 78R, 79R, 89R, 98R, 104R, 105R, 106R,
107R, 8Z, 9Z, I OZ, i 1 Z, 13Z and 76Z.

V. Polling Places
• You may request a current list of your Municipality's polling places by calling our office. If you

find it necessary to change a polling place, you must do so using the"Polling Place Location Change
Request" form. (A copy of this form is located in Section IV of this booklet.) These forms will be
provided to you by our office. Your request will be evaluated by our office and returned to you with
our approval or denial. We will only deny a permanent polling place change if the location does not
meet with our specifications. We will make no attempt to deny any temporary polling place change
for your Municipality's election.
Please keep in mind that it is the responsibility of the Municipality to notify the affected voters where
they will vote for all temporary polling place location changes. All permanent polling place location
change notifications to voters will be the responsibility of the Supervisor of.Elections. If you have any

V1. Voter Information
The Supervisor of Elections can provide the Municipality with a list of registered
electors who are residents of the Municipality and who are therefore eligible to vote in the
. upcoming election approximately ten (10) days following the close of the books. This list
will be provided by request only at the following cost:
Lists: $10.00 set up fee and $2.00 per 1,000 names.
