A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, TRANSFERING FUNDS FROM GENERAL
FUND CONTINGENCY ACCOUNT TO INDIVIDUAL
LINE ITEMS AND APPROPRIATING FUNDS IN THE
TREE PRESERVATION FUND FOR THE FISCAL YEAR
2002-2003, AND PROVIDING THAT ALL
RESOLUTIONS OR PARTS OF RESOLUTIONS IN
CONFLICT HEREWITH BE REPEALED TO THE EXTENT
OF SUCH CONFLICT; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the General Fund budget of estimated revenues and appropriations for
expenditures for the fiscal year 2002-2003 has been approved by the City Commission of
the City of Dania Beach, Florida; and
WHEREAS, in the General Fund budget, a contingency fund of $634,512 is
budgeted in the 2002-2003 budget; and
WHEREAS, certain changes to said fiscal year budget of appropriations for
expenditures are now necessary to fund for the Health Insurance Fund deficit as per
actuary calculation , election expenses and commissioners insurance benefits; and
WHEREAS, funding is needed for the landscape and grounds covering of the nearly
completed police sub-station;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF DANIA BEACH, FLORIDA:
Section 1. That the General Fund Budget for the fiscal year 2002-2003 be hereby
amended, as follows:

Summary explanatjon and background
The election expense, mayor and commissions' health insurance account and the Insurance Fund
are short in funding then the original FY 2003 approved budget. A request of approval to transfer from
• Contingency to fund these deficits. The police sub-station is near completion, and funding is needed
for ground coverings and landscape which is not budgeted under the original project estimates.

SUBJECT: Transfer from Contingency and appropriate Tree Preservation Fund expenses
Purpose
Request transfer from Contingency fund to fund certain expenses, and to appropriate expenses in
the Tree Preservation Fund
Background
In FY 2003, the City budgeted 1.3 million dollars for the funding of the self-funded health
insurance fund. It is required by Florida Statute that an actuarial calculation be performed within
ninety days from the close of the fiscal year. According to the actuary calculation, the City
contributions to the plan will be short by$555,200. The City received a letter from the Florida
Department of Insurance indicating that the City is not in compliance and that immediate funding
of$197,952 is required for the plan to comply with Florida Statute 112.06.
The City budgeted $22,000 for advertising of the election and other election related expenses;
however, the cost that the County indicated is $43,100, a short of$21,100.
In December, the City Commission has clarified the insurance benefits for the Commissioners
under Section 18-2. An additional funding of$13,872 is required to fund the benefits from
January 1, 2003 to September 2003.
The 803 Police Sub-station is close to completion. Staff is recommending to appropriate $5,000
from the Tree Preservation Trust Fund for the grinding of three trees stumps, planting of two
palm tress, grounds covering, irrigation system and installing of brick pavers.
Recommendation
Staff is recommending the following transfers/appropriation:
