HomeMy WebLinkAboutR-2003-013 Construction of AES Liquefied petroleum pipeline RESOLUTION NO. 2003-013 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, OPPOSING THE CONSTRUCTION OF THE AES LIQUEFIED PETROLEUM NATURAL GAS PIPELINE PROPOSED TO BE CONSTRUCTED THROUGH A PORTION OF THE CITY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach has been notified that a pipeline, known as the AES Pipeline, is proposed to be installed within a portion of the City of Dania Beach; and WHEREAS, the proposed project, which would originate in the Bahamas and terminate at the Florida Power and Light Company facility located in the westernmost part of the City, would necessarily require a substantial amount of pipeline to be installed within the City's corporate boundaries; and iWHEREAS, the environmental issues and concerns associated with such construction are believed to be so overwhelming as to preclude the City's support of the project; and WHEREAS, such environmental issues and concerns include not only those associated with the risk of substantial injury to reefs, marine life and the Atlantic Ocean, but also those associated with the significant risk of injury and damage to the City's shoreline, roadways and rights-of-way, probable interruption of delivery of surface and subsurface utility services and, most importantly, the potential for exposure of the City's residents and visitors to great harm, occasioned by possible adverse effects upon the air and water quality of the City, if a leak, rupture or terrorist act were committed causing a breakage in the pipeline system; and WHEREAS, the City of Dania Beach can ill-afford to respond to a catastrophic incident of a breakage, rupture or terrorist act, since the staffing and cost associated • 1 RESOLUTION NO. 2003-013 • with a hazardous material response to such a catastrophic event could well be enormous in size; and WHEREAS, the proposed route of the pipeline is far too close to densely- populated residential areas which lie within the City, south of the Fort Lauderdale/Hollywood International Airport, and the City cannot allow its residents as well as businesses in the area to be exposed to risks of great harm associated with such a pipeline; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Commission of the City of Dania Beach, Florida expresses its opposition to the construction of the AES liquefied petroleum gas pipeline proposed to be constructed through a part of the City. • Section 2. That the City Clerk is directed to forward certified copies of this Resolution to all federal, state and local elected representatives whose districts include the City of Dania Beach as well as all federal, state and local agencies which have jurisdiction over the proposed project and to all environmental groups which have also expressed their concern with the project. Section 3. That all resolutions or parts of resolutions in conflict with this resolution shall be repealed to the extent of such conflict. Section 4.
