A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, RESCINDING RESOLUTION 340 APPROVED
ON OCTOBER 23, 1979; WHICH ESTABLISHED A
CANDIDATES' ELECTION COMMITTEE; PROVIDING
FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Resolution 340, adopted by the City Commission on October 23,
1979, established a Candidates' Election Committee; and
WHEREAS, the Committee has become obsolete and unnecessary as a result of
election materials provided to candidates, and as evidenced by the fact that there has
been no interest by the candidates over the past five election sessions to establish such
a Committee,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. Resolution 340, adopted on October 23, 1979 is rescinded.
Section 2. That all resolutions or parts of resolutions in conflict with this
resolution shall be repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon
its passage and adoption.

The attached Resolution No. 340 was adopted in 1979. Campaign practices have
changed so significantly over the years that I would like to recommend that the attached
Resolution be rescinded. The reason being that Candidates are provided ample
information today in the Pre-Qualification packets and are encouraged to complete the
"Statement of Ethical Campaign Practices" form.
• In addition, over the past 13 years, I know of no time when Candidates have met for the
Election Committee and based on the lack of interest, I request your approval of the
attached Resolution.

Statement of Ethical Campaign Practices
The Broward County Ethical Campaign Practices Act shall apply to any candidate for elected public office whose
constituency resides,in whole or in part,within Broward County,or when the boundaries of the public office sought are
• located, in whole or in part,within the County."Candidate"means any person to whom any one or more of the following
applies:
(1) Any person who seeks to qualify for nomination or election by means of the petitioning process;
(2) Any person who seeks to quality for election as a write-in candidate;
(3) Any person who receives contributions or makes expenditures,with a view to bringing about his or her nomination
or election to, or retention in, public office;
(4) Any person who appoints a treasurer and designates a primary depository;or
(5) Any person who files qualification papers and subscribes to a candidate's oath as required by law.
A candidate's decision regarding whether to execute the statement is strictly voluntary.A candidate executing the
Statement of Ethical Campaign Practices shall file the original and a copy of the executed statement,bearing the candidate's
signature, with the officer before whom the candidate qualifies within five (5) days after becoming a candidate for the
elected public office.
As a candidate for public office in Broward County,I believe that political issues can be freely debated without appealing
to racial, ethnic, religious, sexual, or other prejudices. I recognize that such negative appeals serve only to divide this
community and create long-term moral, social,and economic problems.Therefore:
1. I shall not make my race,color,religion,gender,national origin,physical disability,or sexual orientation an issue in my campaign.
2. 1 shall not make my opponent's race, color, religion, gender, national origin, age, marital status, familial status, physical
disability, or sexual orientation an issue in my campaign.
3. 1 will condemn any appeal to prejudice based on race, color, religion,gender, national origin, age, marital status, familial
status, physical disability,or sexual orientation.
4. 1 shall not attack or question my opponent's patriotism.
5. 1 shall not publish,display,or circulate any anonymous campaign literature or political advertisement nor shall I tolerate or
permit members of my campaign organization to engage in such activities.
6. 1 shall not tolerate nor permit members of my campaign organization to engage in activities designed to destroy or remove
campaign materials or signs lawfully displayed on public or private property.
7. 1 shall not tolerate my supporters engaging in these activities which I condemn nor shall I accept their continued support if
they engage in such activities.I will not permit any member of my campaign organization to engage in these activities and
• will immediately and publicly repudiate the support of any other individual or group which resorts to the methods and
tactics that I hereby condemn.
8. 1 shall run a positive campaign emphasizing my qualifications for office and my positions on issues of public concerns and
I will limit my attacks on an opponent to legitimate challenges to that person's record, qualifications, and positions.
9. 1 will neither use nor permit the use of malicious untruths or innuendoes about an opponent's personal life, nor will I make
or condone unfounded accusations discrediting an opponent's credibility.
10. 1 will not use or permit the use of campaign material that falsifies, distorts,or misrepresents facts.

RESOLUTION NO. 340
• A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
ESTABLISHING A CANDIDATES' ELECTION COMMITTEE;
AND PROVIDING THAT ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT HEREWITH BE REPEALED
TO THE: EXTENT OF SUCH CONFLICT;. AND PROVIDING
FOR AN EFFECTIVE: DATE.'
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA:
Section 1. That a committee to be known and referred to as,
"Candidates' Election Committee" be and the same is hereby authorized
and established. The membership of said committee is to be composed
of candidates seeking election to the office of City Commissioner of
the City of Dania and who have fully qualified as such candidate_ Any
such cand.idaLe may designate a member of his campaign staff to serve
as his or her representative on said committee. The only qualification
to serve on, or to appoint a member to serve on, said com•ittee is
that such person be one who has qualified as a candidate in t any
municipal election in the City of Dania, Florida. After the time
H for qualifying liar: expired, the candidates who qualify. will inform
the City Clerk that lie or she (or his or her appointee) will serve
on said committee. In order to participate a candidate must furnish
• said naive to the Cit-., Clerk within three days ater the- deadline for the
cualifications of candidates. The City.Clerk will then call a meeting
of the part:icipatinz candidates or their appointees for the purpose
of electing a chairman. After .the election of the chairman the City '
Clerk aril) y ne:ral ; review tlic .laws governing municipal elections:
and answer c;c:csl-iors concerning same:. The members of the committee
will then dc,!ide Lhc! frequency and time of future meetings.
Sec:t.ion 2. Tic -xirp ise of the committee is to mutually assist
each othor• in the conduct of the .compai.gns of the candidates' rep-
resented tc� avoid any willful violations of the election laws set
forth in Lhc Charter of the City of Dania and Florida Statutes.

Section 3. That. participation as a member of this committee
• by candidates is completely voluntary.
Section 4. That all resolutions or parts of resolutions in
conflict herewith he and the same are hereby repealed to the extent
of such conflict.
Section 5. That this resolution shall be in force and take
effect immediately upon its passage and adoption.
