RESOLUTION NO. 2003-134 A RESOLUTION OF THE CITY OF DANIA BEACH FLORIDA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH EMERGENCY SERVICES CONSULTING INC. TO PERFORM AN EVALUATION ON THE CAPITAL NEEDS AND PERSONNEL STRUCTURE OF THE FIRE RESCUE DEPARTMENT, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), authorizes the City Manager to purchase supplies, services, equipment and materials for the city government in amounts in excess of $15,000.00 without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last twelve (12) months by other governmental agencies such as the Federal Government, State of Florida or a Florida county or municipality; and WHEREAS, the City Manager recognized the needs to perform a evaluation and obtain professional recommendation from a consultant firm on the capital needs and personnel structure of the Fire Rescue Department; and WHEREAS, the Finance Department has solicited and received three written quotes: Emergency Services Consulting Inc. in the amount of $21,625 plus expenses not to exceed $3,345, Carroll Buracker & Associates in an amount between $34,750 and $54,650, and the Ludwig Group, LLC in an amount of $24,900 inclusive of expenses, and WHEREAS, the City Manager and Staff has reviewed the proposals and believe that Emergency Services Consulting Inc. are best qualified for this study. 1 RESOLUTION NO. 2003-134 ® NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City is authorized to enter into an agreement with Emergency Services Consulting Inc. for services provided according to Attachment "A" in an amount not to exceed $24,970. Section 2. That the City Manager and City Attorney are authorized to make revisions to the agreement and other documents as are deemed necessary and proper for the best interests of the City. Section 3. That all resolutions or parts of resolutions in conflict with this resolution shall be repealed to the extent of such conflict. Section 4. (ESCi) (the "Consultant"). In consideration of the mutual covenants, terms and conditions contained in this Agreement, and other good and valuable consideration,the adequacy and receipt of which are acknowledged, the parties agree as follows: 1. Scope of Services. The Consultant agrees to perform consultant services for the City in accordance with the scope of services described in the ESCi Fire Station and Staffing Study Proposal (the "Proposal"), a copy of which is attached and made a part of this Agreement by this reference. The City acknowledges and agrees that services commence on May 28, 2003 and that that date is the effective date and commencement date of the services. The Consultant agrees that a draft report will be submitted to the City no later than July 7, 2003 and a final report with 20 copies will be submitted to the City by July 18, 2003. ® 2. Subcontracts. Consultant may subcontract certain items of work. It is expressly agreed by the parties, however, that the City shall approve in advance in writing any subcontractors and the fees to be paid them prior to any such subcontractor or any sub-consultants proceeding with any such work. 3. Payment for Services. A. City agrees to pay Consultant for services provided by Consultant, a total sum of$21,625.00 (the "Fee"), plus expenses not to exceed $3,345.00.Total payable for services will not exceed $24,970.00 and the Fee shall be paid according to the following schedule: 33% payment due within 21 days of signing contract 33% payment due upon receipt of draft report 34% payment due upon completion of project and receipt of invoice The Fee includes full payment, including all labor, overhead, other costs, consultant fees and profit. City agrees to reimburse Consultant for out-of-pocket expenses without any administrative charges or surcharges for same up to$3,345.00. All such costs must first be disclosed to, and approved in advance by, the City. Documentation.as to expenditures for such costs must be submitted to City in sufficient detail to clearly evidence each such item and its cost. Such costs will be paid within thirty (30) days after City approval. B. An necessary additional work, as determined b City, which is not Y rY Y Y� covered by the scope of work described in the Proposal, shall not be undertaken without a written amendment to this Agreement to that effect, executed in advance by both parties. C. Consultant shall submit its invoices in the format and with supporting documentation as may be required by City. D. City shall pay Consultant monthly for services rendered within thirty (30) calendar days from date of approval of each of Consultant's invoices by the City Manager. If any errors or omissions are discovered in any invoice, City will inform Consultant and request revised copies of all such documents. If any disagreement arises as to payment of any portion of an invoice, City agrees to pay all undisputed portions and the parties agree to cooperate by promptly conferring to resolve the disputed portion. E. Any invoice which is not timely paid as prescribed above will be subject to the accrual of interest at the statutory rate prescribed by applicable Florida law. e 4. Indemnification of City. A. Consultant agrees to indemnify and hold harmless the City for all costs, losses and expenses including, but not limited to, damages to persons or property ® including, but not limited to,judgments and attorneys'fees arising out of the negligent acts, errors or omissions or the willful misconduct of the Consultant, its agents, servants or employees in the performance of services under this Agreement. If called upon by the City, the Consultant shall assume and defend not only itself, but also the City, in connection with any suit or cause of action arising out of the foregoing, and such defense shall be at no cost or expense whatsoever to the City. This indemnification does not extend to acts of third parties who or which are wholly unrelated to Consultant. The covenants and representations relating to this indemnification provision shall survive the term of this Agreement and continue in full force and effect as to Consultant's responsibility to indemnify the City. B. It is specifically understood and agreed that the consideration inuring to the Consultant for the execution of this Agreement consists of the promises, payments, covenants, rights and responsibilities contained in this Agreement. C. The execution of this Agreement by the Consultant shall obligate the Consultant to comply with the foregoing indemnification provision; however, the collateral obligation of providing insurance must be also complied with as set forth below. 5. Insurance. Consultant shall provide, pay for and maintain in force at all times during the term of this Agreement, such insurance, including professional liability insurance, Workers' compensation insurance and comprehensive general liability insurance as stated below: A. Professional liabilityinsurance with minimum limits of liabilit y of One Million Dollars ($1,000,000.00) to assure the City of coverage of the indemnification specified in this Agreement. B. Workers' compensation insurance to apply for all employees in compliance with the "Workers' Compensation Law" of the State of Florida and all applicable federal laws, for the benefit of the Consultant's employees. C. Comprehensive general liability insurance, including contractual,with minimum limits of One Million Dollars ($1,000,000.00)per occurrence, combined single limit for bodily injury liability and property damage liability. The City is to be included as an "additional insured" with respect to any claims arising out of this Agreement. D. If Consultant hires a subcontractor for any portion of any work, then such subcontractor shall provide professional liability insurance with minimum limits of liability of One Million Dollars ($1,000,000.00). E. The Consultant shall provide the Risk Manager of the City Certificates of Insurance for coverages and policies required by this Agreement. ® All certificates shall state that the City shall be given thirty (30) days' advance notice prior to expiration or cancellation of any policy. Such policies and coverages shall not be affected by any other policy of insurance which the City may carry in its own name. 6. Assignment of Agreement. A. It is understood and agreed by both parties that this Agreement, in whole or in part, cannot be assigned, sublet or transferred by the Consultant without the prior written consent of City. The City is relying upon the apparent qualifications and expertise of Phil Kouwe, Project Manager, one of Consultant's principals, and such person's familiarity with the City's circumstances and desires. In the event Consultant wishes to re-assign or replace such individual, the Consultant shall tender substitutes acceptable to City. In the event the City is not, for any reason or no reason at all, satisfied with such substitute, Consultant shall be considered in breach of this Agreement. Violation of the terms of this paragraph shall constitute a breach of Agreement by Consultant and City may, at its discretion, terminate this Agreement for cause and all rights, title and interest of Consultant in this Agreement shall then cease and terminate. B. The Consultant acknowledges, understands and agrees that its performance under this Agreement is contingent upon the City receiving timely services from other consultants (the "Supporting Consultants"). The Consultant agrees to use its Page 3 of 9 best efforts to coordinate its services with the services of the Supporting Consultants and pp g further agrees that in the event the rendition of any services of any of the Supporting Consultants is delayed, such delay will not entitle the Consultant to any additional compensation or payment of any kind. Furthermore,the Consultant shall not be entitled to an increase in compensation, or be entitled to payment of any kind from the City, for damages.or expenses incurred which are direct, indirect or consequential or impact fees or other costs and lost profits of any kind including, but not limited to, costs of acceleration, inefficiency or extended overhead, arising because of any other delay, disruption, interruption, interference or hindrance from any cause whatsoever, whether such delay, disruption or interference be reasonable or unreasonable,foreseeable or unforeseeable, or avoidable or unavoidable; provided, however,that this provision shall not preclude recovery of damages by the Consultant for hindrances or delays caused solely by fraud, bad faith or active malicious interference on the part of the City. The Consultant shall only be entitled to extensions of time for performance as the exclusive and sole remedy for delay. p 7. Examination of Records. Consultant shall maintain books, records, documents and other evidence directly pertinent to performance of work under this Agreement in accordance with generally accepted accounting principles and practices. The, Consultant shall also maintain the financial information and data used by the Consultant in the preparation of support of any claim for reimbursement for any out-of- pocket expense or cost. The City shall have access to such books, records, documents and other evidence for inspection, audit and copying during normal business hours. The Consultant will provide proper facilities for such access and inspection. Audits conducted under this section shall observe generally accepted auditing standards and established procedures and guidelines of the City. The Florida Public Records Act, Chapter 119 of the Florida Statutes, may have application to records or documents pertaining to this Agreement and Consultant acknowledges that such laws have possible application and agrees to comply with all such laws. 8. Termination. A. Termination of Agreement for Convenience. It is expressly understood and agreed that the City may terminate this Agreement at any time for any reason or no reason at all by giving the Consultant notice by certified mail, return receipt requested, directed to the principal office of the Consultant, thirty (30) days in advance of the termination date. In the event that the Agreement is terminated pursuant to this provision, the Consultant shall be entitled*to be compensated for the services rendered from the effective date of execution of the Agreement up to the termination date. Such compensation, shall be based on the fee percentage of work completed, as fairly and reasonably determined by City after conferring with Consultant. B. Termination of Agreement for Cause. If City elects to terminate the Agreement for cause, City will provide Consultant five (5) days' advance written notice. If Page 4 of 9 Consultant promptly cures the matter giving rise to the cause within that time this P PY 9 9 , Agreement shall continue. If not timely cured, the Agreement will stand terminated and the City will pay Consultant for work completed less any costs, expenses and damages incurred by City as a result of such termination. If a court of competent jurisdiction determines that the termination was not authorized under the circumstances then the termination shall be deemed to be a termination for convenience. 9. Ownership of Documents. A II correspondence, studies, data, analyses, documents, instruments, applications, memorandums and the like, including drawings and specifications prepared or furnished by Consultant (and Consultant's independent professional subcontractors or subconsultants) pursuant to this Agreement shall become owned by and be the property of the City and the City shall consequently obtain ownership of them by any statutory common law and other reserved rights, including copyright; however, such documents are not intended or represented by Consultant to be suitable for reuse by City on extensions of the Project or on any other project. Any such reuse, modification or adaptation of such document without written verification or permission by Consultant for the specific purpose intended will be at City's sole risk and without liability or legal exposure to Consultant or to Consultant's independent professional subconsultants. If City alters any such documents, City will expressly acknowledge same so that no third party will be in doubt as to the creation or origination of any such document. 10. Notices. Except as provided above, whenever either party desires to give notice to the other, it must be given by written notice, sent by certified U.S. mail,with return receipt requested, addressed to the party for whom it is intended, at the place last specified and the place for giving of notice in compliance with the provisions of this paragraph. The parties agree that the jurisdiction for any legal action arising out of or pertaining to this Agreement shall be the Circuit Court for the Seventeenth Judicial Circuit in and for Broward County, Florida, or the federal District Court in the Southern District of the United States. Each party further agrees that venue of any action to enforce this Agreement shall be in Broward County, Florida. 12. Governing Law. The parties agree that this Agreement shall be construed in accordance with and governed by the laws of the State of Florida. 13. Attorneys' Fees and Costs. If City or Consultant incurs any expense in enforcing the terms of this Agreement, whether suit is brought or not, each party shall bear its own costs and expenses including, but not limited to, court costs and reasonable ® attorneys' fees. 14. Headings. Headings in this document are for convenience of reference only and are not to be considered in any interpretation of this Agreement. 15. Exhibits. Each exhibit referred to in this Agreement forms an essential part of this Agreement. Each such exhibit is a part of this Agreement and each is incorporated by this reference. 16. Severability. If any provision of this Agreement or the application of it to any person or situation shall to any extent be held invalid or unenforceable, the remainder of this Agreement, and the application of such provisions to persons or situations other than those as to which it shall have been held invalid or unenforceable, shall not be affected, shall continue in full force and effect, and shall be enforced to the fullest extent permitted by law. 17. All Prior Agreements Superseded. This document incorporates and includes all prior negotiations, correspondence, conversations, agreements and understandings applicable to the matters contained in this Agreement and the parties agree that there are no commitments, agreements or understandings concerning the subject matter of this Agreement that are not contained in this document. Accordingly, it is agreed that no deviation from the terms of this Agreement shall be predicated upon any prior ® representations or agreements, whether oral or written. Page 6 of 9 18. Consultant and its employees and agents shall be and remain independent contractors and not employees of City with respect to all,of the acts and services performed by and under the terms of this Agreement. This Agreement shall not in any way be construed to create a partnership, association or any other kind of joint undertaking, enterprise or venture between the parties to this Agreement. 19. The Consultant understands and agrees that the City, during any fiscal year, is not authorized to expend money, incur any liability, or enter into any contract which, by its terms, involves the expenditure of money in excess of the amounts budgeted as available for expenditure during such fiscal year and that any contract, verbal or written, made in violation of this subsection is null and void and that consequently, no money may be paid on such contract beyond such limits. Nothing contained in this Agreement shall prevent the making of contracts for periods exceeding one (1) year, but any contract so made shall be executory only for the value of the services to be rendered or.agreed to be paid for in succeeding fiscal years. Consultant shall not proceed with services under this Agreement without City's written verification that the funds necessary for Consultant compensation and other necessary expenditures are budgeted as available within the appropriate fiscal year budget. ® 20. Consultant warrants and represents that no elected official, officer, agent or employee of the City has a financial interest, directly or indirectly, in this Agreement or the compensation to be paid under it and,further, that no City employee who acts in the City of Dania Beach as a "purchasing agent"as defined in Chapter 112, Florida Statutes, nor any elected or appointed officer of the City of Dania Beach, nor any spouse or child of such purchasing agent, employee or elected or appointed officer, is a partner,officer, director or proprietor of the Consultant and, further, that no such City employee, purchasing agent, City elected or appointed officer, or the spouse or child of any of them, alone or in combination, has a material interest in the Consultant. Material interest means direct or indirect ownership of more than five percent (5%) of the total assets or capital stock of the Consultant. 21. Consultant shall comply with all federal, state and City laws applicable to the Consultant services and specifically those covering Equal Opportunity Employment, the Americans With Disabilities Act ("ADA") and the South Florida Building Code. The Consultant is expected to fully comply with all provisions of all laws and the City reserves the right to verify the Consultant's compliance with them. Failure to comply with any laws will be grounds for termination of the Agreement for cause. 22. In the event of any conflict between any provisions of this Agreement and any provision in the ESCi Fire Station and Staffing Study Proposal", the parties agree that the provisions of this Agreement are controlling (including, but not limited to, all terms and ® provisions governing compensation). Detailed Work Plan The following steps, activities and analysis will be accomplished to produce the final report and recommendations. This methodology has been developed specifically for the City of Dania Beach based on our understanding of your expectations. However, it utilizes approaches, tools and techniques proven through experience to provide the kind and quality of information needed to make objective, informed decisions. Evaluation and analysis of data and other information will be based on local standards, NFPA standards, ISO schedules, CFAI self-assessment criteria, health and safety requirements, federal and state mandates relative to emergency services, and general accepted practices within emergency services. 1. Develop an action plan by meeting with and refining the proposed work plan with the appropriate city and fire-rescue department officials to clarify understanding of the project's background, goals and expectations. This action shall be developed identifying: a. Primary tasks to be performed. b. Person(s) responsible for each task. c. Timetable for each objective to be completed. d. Method of evaluating results. e. Resources to be utilized. f. Possible obstacles or problem areas associated with the accomplishment of ® each task. 2. Review and evaluate documents and information relevant to this project including: a. Existing fire-rescue department studies or research. b. Existing community growth management plans. c. Current and proposed land use plans. d. Current comprehensive planning documents. e. City building codes and ordinances. f. Local and regional census data. g. Emergency incident data, service delivery practices,current service delivery objectives and targets and other relevant information. i I 3. Conduct interviews with and gather information from key stakeholders, including: a. City Manager. b. Fire Chief c. Finance managers. d. Fire department managers and other staff. e. Planning staff. f. Governing body(as appropriate). g. Fire suppression(including mutual and automatic aid). Lb. Emergency medical services (including mutual and automatic aid). c. Other responses for service. 6. Evaluate the current risk within the community and develop a standard of coverage model for identified risks. 7. Examine current physical resources used to provide fire and emergency services I to the community including: a. Tour and evaluate all fire stations and sites, tour response areas and identify risk and response constraints. b. Evaluate all stations for location, age, function, safety and condition. c. Evaluate current station locations and forecasted location plans. d. Review traffic patterns, street networks, barriers and land use plans. e. Review apparatus replacement plans. f. Evaluate reserve apparatus and equipment. L g. Evaluate apparatus type, distribution and deployment. h. Identify available methods of financing capital assets, improvements and capital replacement. i. Identify current and future health and safety needs. j. Consider planned transportation improvements. 8. Evaluate current staffing levels and practices within the department including: a. Quantification of total personnel by position and function. b. Definition of services delivered by organizational sub-unit. L, c. Evaluation of assignment of duties and responsibilities. d. Review of current emergency operations work schedules. 9. Identify the current level of emergency services provided by the department and L compare against the standards described by the ISO and NFPA 1710. Describe variations in level of service that may exist in different geographic portions of the service area. Factors to be considered include: a. Response time performance by type of alarm. b. Staffing level by type of alarm including initial arriving resources and full assignment resources. c. Events outcome to the degree data is available to evaluate this. d. Compare level of service and cost of service against peer fire service organizations. Technical Proposal Statement of Understanding The City of Dania Beach is requesting experienced governmental service analysts to assist the city in evaluating the deployment of fire department resources throughout the service area. ESCi understands that this analysis will include a detailed review of the appropriateness of fire station locations and resource availability and will involve working with various fire-rescue department and city staff members in the preparation of a recommended fire and emergency medical services (EMS) resource deployment model for the City of Dania Beach. ESCi will also establish optimal and minimal resource and facility models to address the current and future fire and EMS risks within the City of Dania Beach. Overview Our goal is the development and completion of a feasibility study to determine the location of fire stations and the deployment of resources for the delivery of fire and emergency medical services for the City of Dania. The project team will evaluate community risks, current services and workload, project future fire and life safety demands and design options and implementation strategies for the city to address these demands. The station location and staffing or deployment study will be done simultaneously into one report as both components are inter connected. ESCi has developed a Fire Station Location and Resource Deployment assessment process to assist emergency services agencies such as the Dania Beach Fire-Rescue Department develop sound solutions for the long-term fire and emergency services needs of the city and its citizens. The methods and tools used by the project team have been created or adapted to meet the needs of fire and emergency medical services response agencies. These are not used in an "off-the-shelf' approach. Instead, they are customized to meet the fire-rescue department's unique challenges and needs. The Fire Station Location and Staffing (Resource Deployment) Study is a comprehensive assessment of the current services and workload of the organization. It includes a historical review as well as an analysis of future community growth and other factors as they affect the organization's potential workload. It is performed by professionals with experience in all aspects of government, including all facets of fire services operations, law enforcement, 9-1-1/communications, EMS and transport operations, emergency planning and management, community development, finance and city administration and is pervasive in scope. The critical focus of this work is to ensure that the Dania Fire-Rescue Department can continue to provide services of the type and quality expected by the community into the A future in spite of past and future growth by assuring appropriate fire station locations and deployment of its resources. Proposal: Station Location and Staffing Study for the City of Dania Beach Fire-Rescue Department 3 Jul Emergency Services Consulting inc. An extremely important element of this effort is the development of community-driven performance objectives and targets. The community and its leadership will identify its expectations of the fire-rescue department through the adoption of measurable service expectations. These expectations then become a significant factor in the identification of service models and options for the future. Specific areas of opportunity for the department will be identified during the study. A plan will be developed for each area, which will include an evaluation of each opportunity for its expected impact on service objectives and priorities. Station location will dictate, to a large degree, response time performance to emergencies. Cooperative efforts in conjunction with other agencies can afford economic and efficiency opportunities. This presumes that neighboring agencies are in agreement to entertain cooperative concepts and options. ESCi will conduct research and analysis based on response volume, response times, types of emergencies and projected growth or decline and other projected changes in the community. A risk analysis of the community will be developed to help identify personnel and apparatus deployment needs to ensure adequate personnel and equipment are available to effectively intervene in an emergency event. Achievement of this objective will allow for specific recommendations for improvements in overall facilities planning, deployment, and response times. The effects of federal, state and local mandates in addition to ISO and fire service standards such as NFPA 1500 and 1710 will be considered during this process. OSHA staffing requirements ("two in and two out rule") are a factor in deployment issues as well. Non-traditional staffing of emergency response units such as "peak activity" companies may be a future consideration for productivity improvements and/or cost savings in Dania Beach, and will be explored. Map Analysis 'Technology ESCi uses geographic infortation systems technology to assist in the analysis of current response performance and to model the results of deployment options. We use ESRI's Arcview® and Network Analyst® to analyze response area coverage, incident density, response time performance and other important factors. When client incident information is retrievable as a database file, that information can be merged with map information to produce highly valuable images of workload and performance. All data layers created as part of this project will be provided to the city along with recommendations for the addition of software extensions and instructions for the ongoing re-creation of data layers useful for ongoing analysis of performance. Chief Kouwe has over 22 years of full-time fire and emergency services experience, with fifteen of those spent as a chief officer. He has directed fire departments in the suburbs of Indianapolis and in coastal North Carolina, with extensive experience managing high-growth environments through major organizational change. He was the fire services coordinator during direct hits from hurricanes Bertha, Fran, Bonnie and Floyd in the late 1990's. Chief Kouwe has also been appointed to several high profile boards and commissions on the state and national level, and received the Governor's Meritorious Service Award from the State of Indiana. Chief Kouwe has participated in emergency services evaluations, growth management and strategic planning processes, officer development and assessment programs, and station location studies. His assignments include service evaluations and regional service studies of departments in North and South Carolina, Maryland, Connecticut, Nebraska, Michigan and Florida along with projects in Pennsylvania, Texas, Montana, and Alaska. During his career, Chief Kouwe has gained extensive experience in plartrung and managing organizational change. He and his family currently reside in northeastern Ohio, where he continues to serve as Fire Chief for the City of Wickliffe in the suburbs of Cleveland. John M. Best, Associate, Project Member. Chief John M. Best served six years as Chief of Emergency Services for the Reedy Creek Improvement District, providing code administration, fire, emergency medical and related services to Wall Disney World, Florida. Chief Best received a presidential appointment as Panel Member to America Burning-Recommissioned to update the single most influential fire service document to date; America Burning. He has provided fire protection services through the International Association of Fire Chiefs (IAFC) Operation Life Safety and the National Fire Protection Association (NFPA) to jurisdictions nationwide relating to model codes and standards, fire protection systems and the adoption of life and fire safety legislation and has been a consultant, guest speaker and lecturer in more than 22 states. He is currently appointed to the NFPA Technical Committee on Fire Service Training and serves on the Editorial Board of the International Society of Fire Service Instructors. Mr. Best retired as Deputy Fire/Rescue Chief, having served twenty-eight years in all administrative and operational levels of the Montgomery County, MD, Department of Fire and Rescue Services. He holds a Master of Arts degree in Organizational Management from University of Phoenix, AZ, a Bachelor of Science degree in Business Administration from Columbia Union College, MD, and an Associate in Arts degree in Fire Science from Montgomery College, MD. Chief Best is currently an Adjunct Professor for John Jay College of Criminal Justice, NY, Department of Public Management. He has served as a Fire Science Instructor for Montgomery College, MD, and is a member of the Valencia College, FL, Fire Science Advisory Board. Mr. Best has received three Governor's Citations from the Governor of the State of Maryland and numerous national, state and local awards and commendations recognizing his dedication, performance and accomplishments. Chief Parrott has served with ESCi since 1999, bringing over 30 years of fire and emergency services experience. Chief Parrott served 15 years as fire chief for the City of Gresham, a 130 person fire and emergency services organization serving 114,000 people in four cities and a fire protection district. He has attained the professional designation of"Chief Fire Officer" awarded by the Commission on Chief Fire Officer Designation. As a consultant Chief Parrott has provided analysis and recommendations for a large number of fire departments across the country. These include departments ranging in population from a few thousand to over 1.1 million in California, New York, Florida, Idaho, Colorado, Indiana, Washington, Oregon, New Mexico, Texas and Hawaii among others. He is a frequent presenter of management training at state and national conferences. He recently facilitated the development of a strategic plan for the National Volunteer Fire Council.
