A RESOLUTION OF THE CITY OF DANIA BEACH, APPROVING THE
VARIANCE REQUEST SUBMITTED BY HOLIDAY DIVER, INC., FROM
CHAPTER 28 ZONING, ARTICLE 28, SIGNS AND CHAPTER 26,
VEGETATION, ARTICLE IV, LANDSCAPING, WITHIN SPORTSMAN'S
PARK DIRECTLY SOUTH OF BASS PRO SHOPS, 300 GULFSTREAM
ROAD, IN DANIA BEACH; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Dania Beach Code of Ordinances, Chapter 28 Zoning, Article 28
Signs sets the signage requirements for wall signs, and Chapter 26 Vegetation sets the
Landscaping requirements in the City of Dania Beach; and
WHEREAS, Pete Ebersol, P.A., Architect for Holiday Divers, Inc., has applied for a
variance (VA-18-03) to allow the following:
1. General Sign Variance to allow 1,200 square foot of wall signage (maximum 85
square feet allowed); Chapter 28, Zoning, Article 28, Signs.
2. General Landscape Variance: Chapter 26, Vegetation, Article IV, Landscaping. To
waive various landscape requirements, including:
a) 40% required shade trees;
b) 30% over all pervious area;
c) 10 foot minimum terminal island width; and
d) 5 foot minimum perimeter buffer.
Property located within Sportsman's Park, directly south of Bass Pro Shops, 300
Gulfstream Road;
WHEREAS, the Planning &Zoning Board on April 23, 2003, recommended that the
City Commission grant variance request VA-18-03 based upon the criteria set forth in
section 10.13 of Article 10, of Chapter 28, Zoning, of the Code of Ordinances of the City of
Dania Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
® CITY OF DANIA BEACH, FLORIDA:

Section 1. That that certain application VA-18-03,for a variance as described above
• (from requirements in Chapter 28, Zoning, and Chapter 26 Vegetation), a copy of which is
attached as Exhibit "A" is approved, with the condition that the roof accents be the
matching turquoise that has been used throughout the rest of the Bass Pro Outdoor World
complex.
Section 2. That all resolutions or parts of resolutions in conflict with this resolution
are repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

SUBIECT: SP-17-03/VA-18-03: Request by Holiday Diver, Inc. for
property located within Sportsman Park (NCL Plat-2 acre parcel)
Site Plan: for site plan, sign variance and landscape variances.
Site Plan Request for the construction of an office, retail and warehouse facility.
Requested Variances:
1. General Sign Variance to allow 1,200 square foot of.wall signage (maximum 85
square feet allowed); Chapter 28, Zoning, Article 28, Signs.

To waive various landscape requirements, including:

In 1996 the City Commission approved the site plan for Sportsman Park (Bass Pro
Outdoor World). In July 25, 2000 the City Commission approved an amendment to the
previously approved site plan to allow five (5) retail buildings, knows as the Tanger
development. This site plan has since expired. The applicant, on behalf of the property
owner Bass Pro Outdoor World, LLC., has submitted a revised master plan for
Sportsman's Park indicating the subject two (2) acre out parcel as well as two (2)
additional retail buildings where the Tanger Development was previously approved. A
letter from Bass Pro Outdoor World, LLC. was submitted acknowledging the expiration
of the Tanger site plan, and the need for a new site plan to be submitted and approved
by the City Commission for any future development at the same site.
The site plan for Diver's Direct proposes the construction of a 7,666 square foot office,
9,405 square foot retail area and 10,324 square foot warehouse facility/future retail area
for Divers Direct (total square footage would be 27,395). This facility will replace two
(2) existing retail outlets located in the surrounding communities and serve as the
company's headquarters.
The subject property is zoned Industrial, Retail, Office, Commercial (IROC) and has a
. Land Use designation of Commercial. The property located to the north, south and west
shares the same zoning and land use designation. To the east is Interstate 95.
The property in question provides all required parking on site. Landscaping is provided
adjacent to the building and in the parking areas. Due to the irregular parcel lines and
limited area, some of the proposed landscaping is located off-site on the Base Pro
Outdoor World property. As such, the applicant is requesting a variance for various
landscape requirements.
The architect is proposing a decorative water feature and covered walkway leading to
the retail entrance located on the west side of building. A metal pan roof and awning is
proposed as a decorative element the west and north elevations.
The east building elevation which faces I-95 also provides metal pan awnings above
three (3) windows. Although half of the eastern floor plan of the building is proposed to
be warehouse area, a total of nine (9) windows are proposed. In addition, the eastern
wall of the building has varying, articulated setbacks and landscape areas to help break
the building mass.
Also, along the eastern elevation of the building are new and proposed light fixtures.
This site lighting will provide a great deal of light onto the building making it very visible.
SIGN VAIRIANCE
• The Zoning Code allows maximum wall signage area equal to one (1) square foot for
every two (2) linear feet of building frontage. The proposed building frontage (west
elevation) is approximately 170 square feet; therefore, the maximum wall sign area
allowed by code is 85 square feet.
Diver's Direct has proposed 1,200 square feet of wall signage. This represents
approximately 6% of the total exterior building surface area.
For comparison purposes, Bass Pro Outdoor World wall signage represents
approximately 8% of the total exterior building surface area. Therefore, proportionately
Diver's Direct has requested less sign area than Bass Pro Outdoor World.
Two signs face I-95, measuring 330 square feet and 275 square feet respectively. The
sign area ifor these two signs can be justified based on the physical context in which
they are located:
a) The building is located directly north of a very large billboard.
b) The existing primary Bass Pro Outdoor World identification (located directly
north) exceeds 360 square feet.
LANDSCAPE VARIANCES
• Staff recommends approval of the landscape variances based on the following:
a) Overall site pervious area (Bass Pro, IGFA, and Diver's Direct) exceeds 30%.
b) Applicant has substantially complied with landscape area requirements.
c) * Applicant's property is an out-parcel of the Bass Pro/IGFA Master Plan. The
Master Plan was previously approved by the City Commission.
PLANNING AND ZONING ADVISORY BOARD RECOMMENDATION
The Planning and Zoning Advisory Board recommended approval of the requested,
variances and site plan subject to applicant providing details of material, color, and
illumination of signs. Other P and Z conditions relating to landscaping have been
addressed. Staff concurs with the P and Z Board recommendation.
PLEASE NOTE: Access to this site is provided via Gulfstream Way, which is a
public right-of-way from Ravenswood Road, east to the railroad track. This
roadway east of the railroad tracks is a private road. It is the applicant's
responsibility to ensure access is provided to the property.
