is RESOLUTION NO. 2003-162 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO CONTRACT WITH TEMP TO PERMANENT PERSONNEL SERVICES, INC. FOR TEMPORARY PERSONNEL SERVICES NEEDED IN THE PUBLIC WORKS DEPARTMENT FOR AN AMOUNT NOT TO EXCEED $35,000.00 FOR FISCAL YEAR 02/03, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), provides that during unusual conditions or emergencies, the City Commission may, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of fifteen thousand dollars ($15,000.00) without competitive bids and without advertisement for bids; and WHEREAS, due to unforeseen circumstances, the Public Works Director determined that there was a need to replace existing secretarial services in the Public Works Department and that Temp to Permanent Personnel Services, Inc. provided the best opportunity for the professional staffing required of the Public Works Department; and WHEREAS, the Public Works Director determined that additional temporary personnel services were needed to ensure the City's full compliance with Federal and State regulations and permitting requirements for stormwater, water and sewer services; and WHEREAS, the City Manager determined that the Public Works Department was in urgent need of temporary personnel services to assist with the daily office activities for the department and that funding with Temp to Permanent Personnel Services, Inc. 1 RESOLUTION NO. 2003-162 exceeded his $15,000 limit and that additional approval to use these services was required by the City Commission; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Commission authorizes the City Manager to contract with Temp to Permanent Personnel Services, Inc. for temporary personnel services for the Public Works Department in the amount not to exceed $35,000.00 to be paid from the Professional Services line item in the Public Works Budget for the fiscal year 02/03. Section 2. That all resolutions or parts of resolutions in conflict with this resolution shall be repealed to the extent of such conflict. Section 3. That this resolution shall be in force and take effect immediately upon its passage and adoption.
