HomeMy WebLinkAboutR-2003-178 Extrication Tool Fire Dept 4 RESOLUTION NO. 2003-178 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE ONE TNT EXTRICATION TOOL FOR THE FIRE RESCUE DEPARTMENT AT A COST OF $19,245.27; PROVIDING THAT THE EXTRICATION TOOL BE PURCHASED FROM FISHER SCIENTIFIC CO., SOLE SOURCE PROVIDER, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), the City Commission may, during unusual conditions or emergencies, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bids and without advertising for bids; and WHEREAS, the City Manager has determined that it is necessary to purchase one TNT Extrication Tool for use by the Fire Rescue Department from Fisher Scientific Co. Dept CH 10119 Palentine, IL 60055-0119, the sole source provider of the equipment; and WHEREAS, the City Manager has determined that such purchase can be made at the least cost to the City by purchasing said equipment from Fisher Scientific Co., sole source provider, in the amount of$19,245.27. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager be and he is hereby authorized to pay from the Fire Department Budget the sum of Nineteen Thousand Two Hundred Forty-Five Dollars and Twenty Seven Cents to Fisher Scientific Co. for one TNT Extrication Tool. Section 2. By ensuri g the best hydraulic tool was in utilization, the level of service provid to our citizens and visitors would continue to be second to none while m lain the safest operation for our firefighting crews. The following brands were polled to collect information pri to testing: AMKUS, Genesis, Holmatro, Hurst, Phoenix, Powerhawk, nd TNT. Of these listed manufacturers, only the manufacturers that equaled r exceeded that of our present vendor was selected for in house testing. Th o brands selected to test along with the AMKUS System was the G esis Rescue System and the TNT Rescue System. After an extensive review process conducted with all four ower Companies and all three shifts, a written review was requested from a ch company officer. This review process consisted of both a controlle raining situation where each manufacturer could be put to the test, as well s the opportunity to utilize each brand in a real world setting on actual extri tion calls. After a review of these evaluation forms, the final recommendati was developed to deliver to the Orlando Fire Department Truck Company C mmittee. This recommendation is as follows: After review and considerations of the available Hyd ulic Rescue Tools available on the market today, including a revi of the presently utilized AMKUS System, the recommendat n is hereby submitted to this Committee that the future acquisib of extrication equipment be of the TNT Rescue Tool br d, representing significant improvements in use, operat n, serviceability, and a level of performance 'leaps and ounds' over that of the present system in service. The attached report covers, in detail, the aspects and the rocess involved in this review process. Also included are important technic details and the individual evaluations received from the Tower Companie involved in the testing process. Statement of Project The Purpose of this Review Project is to reevaluate event advances in the Hydraulic Extrication Tool market and to ensure hat the Orlando Fire Department is utilizing the most modern and `b t' extrication tool available on the market, thus assisting in meeting t listed goals within the Mission Statement of the Orlando Fire D artment. The review project was established with three main bjectives: ® To identify the Strength and Weakness of di rent manufacturer's of hydraulic extrication tools. ® Review the reliability of the equipment, aton ith the service and support levels provided by the manufact rer and distributor. ® Identify any potential replacements of curren manufacturer that exhibits significant improvements in use, op ation, reliability, and service, without experiencing a significa increase in purchase and operational costs. II. Project Design To begin the project of reviewing different manufac rers of hydraulic extrication tools, a performance benchmark for beg ning the process was needed. The established benchmark decided pon by the Project . Review Committee was that of the present supplier f extrication equipment to the Orlando Fire Department, the AM US Brand. In review of assorted trade journals and fire service anufacturers, it was discovered that to physically test each and ev brand available on the market would entail too great of an endeavo To counter this difficulty, contact was made with each of the listed anufacturers either by phone, Internet web sites, or fax to gain t requested specifications. The following is a list of the manufa turers contacted: L AMKUS ii. TNT iii. American Rescue Systems - Genesis iv. Hurst v. Holmatro vi. Phoenix vii. power Hawk Of the above contacted manufacturers, only two a ertised specifications that met or exceeded the listed spec cations of the AMKUS Brand extrication equipment, American R cue Technology- Genesis Series and TNT Rescue. With the manuf turer list narrowed down to a more manageable list after being tested gainst project Sert By: City of Orlando; 407 246 4116; Jul-24-03 11 :31 ; Page 5 design benchmark, contact was made with area sal and demonstration representatives for the setup of testi and demo tool utilization. The goal of the project design was to facilitate in-de h testing, department wide, of the two additional tool manufac rers, Genesis and TNT. Contact was also made to AMKUS Resc Systems for any newly developed upgrades to the present tools utiliz d by the Orlando Fire Department. Information was given by AMKUS Research and Development Division that the stock numbers of the quipment presently utilized is the newest models available, wi no insight of any improved releases in the next 24 months. To facilitate the testing of the two manufacturers, th project was designed to allow utilization by all four Tower Comp nies within the Orlando Fire Department. Contact was made with If ur area Salvage Yards for a two prong purpose: 1) To minimize the mand of use of any one facility by all four Tower Companies during sting, and 2) To allow Tower Companies to remain as close to their spective first run territories to minimize effect on apparatus availabilit Please refer to Attachment # 1 which explains and defines this rot on of Salvage Yards to the four Tower Company Officers. A rota ' n schedule was developed to allow each Tower Company a minimu or two weeks to test and review each brand in the project, with an a phasis to test side by side with the in-service AMKUS units. To work and the summer Training Division calendar, the following rotation sc dule was developed: 1. Tower 10 2. Tower 11 3. Tower 2 4. Tower 1 In addition to the rotational setup, a review form wa developed and distributed to each Tower Company Officer for use documenting the review of each tested tool. Refer to Attachm nts # & # for an example of these documents. During the initial testing of the American Rescue T hnology Genesis Series, several problems were noted as follows: 0 Equipment requested from the sales represent ve was not delivered as stated on three consecutive occasi ns. © Tower 10 experienced multiple tool failures of s als being blown during normal operations without explanation fr sales representative. 6 Equipment did not meet the advertised or discu sed specifications during demo of unit. Sent ay: City of 0rlanedc; 407 246 4116; Jul-24-03 11 :31 ; Page 6!12 o Difficulty was encountered in dealing with the sal s representative when trying to get equipment assistance, equip nt information, and consistent information was unavailable. For these reasons, the project committee discussed ith Chief JM Reynolds that desire to discontinue the American R cue Technology Genesis Series from the review process. Due to th problems noted above, Chief Reynolds concurred with the recomm dation to remove this manufacturer from the testing project. An overview of this project and the design of such re presented to the Orlando Fire Department's Truck Company Co ittee on June 6, 2001. Attachment#4 outlines the minutes of the of rementioned meeting. III. Review of Each Manufacturer Due to the removal of the American Rescue Techn ogy Genesis System, an in depth review of this tool will not be c sidered as explained in the previous section. After the completion of the first three Tower Comp y's testing, Towers 10, 11, and 2, a total of 12 Review Evaluati n Forms were received by the project committee. These Review aluations Forms are available in their entirety in Appendix I of this re ort. A brief overview of the Evaluation Forms is as follows: Positive TNT: The general consensus of the ev uations indicates that the TNT System far exceeded the operation a function ability of the AMKUS Tool. The strength of the TNT tools in oth spreading and cutting was remarkable stronger than that of the A US. A significant increase in the speed of operation was noted with t e TNT System over the AMKUS. Negative TNT: Of the evaluations returned that cluded negative concerns of the TNT, the most significant concern as that of user transporting. The basic design of the TNT System sted did not include an optional roll cage. In discussion with th NT Company and Sales Representatives, a roil cage option was prov ed and tested by the three crews of Tower 10. The roll cage design essentially identical to that of the present AMKUS System des n, which facilitates carrying and provides tip over protection. IV. Special Considerations Besides the concern of quality of operation, anoth significant concern about the Hydraulic Rescue Tools utilized by the ando Fire Sent By: City of Orlando; 407 246 4116; Jul-24-03 11 :32; Page 7112 Department is the quality of repair and service acce ibility. Historically, the distributor for the Orlando Fire Dep meet for the AMKUS Brand was Ten-8 Fire Equipment of Tamp Florida. Due to a concern of quality representation from the AMKUS anufacturer, Ten- 8 discontinued their corporate ties with AMKUS. Pr sently, the only Corporate Service availability comes from Arkansa While TNT Rescue Tools Corporation is headquart ed in Wisconsin, local sales and service representation is available I ally through an existing vendor of the City of Orlando, Safety Equip ent of Winter Park, Florida. V. Conclusions and Recommendations For the aspect of review, a spreadsheet compariso was created detailing the performance specifications for the six anufaeturers that information and data was researched and received Attachment #5 shows this information, with italicized data for the b st in each category. After a review of the information received through t returned evaluation forms, the consensus of this review proj t group is to provide the following recommendation to the Truck ompany Committee of the Orlando Fire Department: After review and considerations of the availabl ydraulie Rescue Tools available on the market today, Including review of the presently utilized AMKUS Systems, the recom ndation is hereby submitted to this Committee that the fut re acquisition of extrication equipment be of the TNT Rescue To I brand, representing significant Improvements In use, ration, serviceability, and a level of performance `leap nd bounds' over that of the present systems in service. This recommendation is based upon the following I formation and considerations, in conjunction with the information ceived from the Tower Companies involved and providing feedbac through this intensive review process. One of the most critical aspects of the need to swit h to the TNT System is the utilization of pre-plumbed hydraulic se reels on Tower Company Apparatus. The newly in-service Tower 0 is the first unit to utilize these pre-plumbed reels, with a significant i provement in extrication time and on scene performance. The ical vehicle extrication time to remove a roof and two doors ha gone from approximately 15 minutes with the traditional syste setup, to a time of approximately 7 minutes utilizing the pre-plumbed els. The major advantage of the TNT Rescue System is that this i the only Sent By: City of Orlando, 407 246 4116; Jul-24-03 11 :32; Page 8/12 manufacturer that will adequately run on the hydrau reels. The AMKUS System will not properly run the hydraulic r Is. In communication with the Technical Research Divisio of ANIKUS, their own technician conceded that the units produced b MKUS would not adequately operate when installed in conjunction wi a hydraulic hose reel system. The following bulleted list complies the benefits of t TNT Rescue System over the AMKUS System: a TNT operates at a faster no-load speed, the by significantly decreasing operation time on scenes. ® TNT Cutters offer a larger opening of the ja allowing a greater sized cut and less overall cuts. m TNT Cutters offer a deeper cut, which has b ome critical on incidents where occupants have been pinne into their vehicle seats. With the deeper cutting capability, th TNT System is has the capacity to cut the seat uprights. ® The deeper designed notch on the TNT Cutt rs allow for cutting of significantly heavier gauged metal that is and in heavy extrications such as tractor-trailer units and construction/industrial incidents, C TNT Spreaders have a narrower tip design th better gripping capability that greatly increases firefighter s ty and reduces the need to reset the tool tips into the materi I spreading. The teeth along the inner and outer arms of e TNT Spreader allow for better gripping which aids in the ar a of firefighter safety by preventing slippage. Both the TNT Spreaders and Cutters utilize device called the Denver Halo, which protects the firefighters nds during operation, thereby reducing one of the com n injuries encountered during extrication operations. ® The TNT Rams utilize a very aggressive foo late design that moves the need for accessory equipment s h as the Nelson Bars, to safely and adequately operate. With this information received from the extensive nevi process conducted by the crew of Tower 10 A-Shift, along with th unanimous input received from the Tower Companies involved in this revie process, it is desired that the benefits of the TNT Rescue System will recognized and implemented as the Hydraulic Rescue Tool for the Orlan Fire Department. We have made contact with two competing manufacturers who hav agreed to loan our Department test equipment for a period of 60 to 90 days. These tw manufacturers that we will be analyzing are TNT and the Genesis System from American scue Technologies. 'We also contact the AMKUS Corporation and LeeCo, the area distri utor for AMKUS, to check on new products. The equipment that is presently assigned t Tower 10 is the newest updates that AMKUS has to offer. Presently, the Genesis System has been delivered and is being test d at Tower 10, In the second week of June, the TNT System will be delivered. Each tool ystem Nvill be delivered to each Tower Company for in house testing. Each tool will be at ur location for a period of 2 to 3 weeks. The Committee discussed these issues. Concern was raised ver the aspect of a single tiller truck becoming a special call apparatus into are with limited accessibility. Chief Reynolds is going to survey the Tower C mpany Officers to identify areas where access is a problem for our Towers, and see whether this is a roadway/parking design problem or a parking enforceme problem. FSM will be contacted to address found problems. Cool — Fort Lauderdale Fire Department Equipment R&D Reference: Hydraulic Extrication Tool Evaluations Date: 7/22/03 In preparation for an upcoming apparatus purchase, the Fort Lauderdale Fire Department recently conducted a series of hydraulic rescue tool evaluations. These evaluations were conducted in an objective manner and included all well known brands of hydraulic tools (Hurst / Centaur, T-N-T, Holmatro, Genesis, Champion) (Amkus was invited but did not participate). The evaluation process included presentations by each of the manufacturers as well as practical, hands on evaluations. Many factors were considered including performance, warranty, service, and price. The heaviest weight was given to overall performance (user friendliness, weight, balance, controls, tool effectiveness, etc.). Two sessions were conducted where each .� of the tools were used and evaluated side-by-side in the junkyard cutting vehicles and various scrap metal (pipes, flat stock, etc.) in an attempt to challenge the tools and evaluate the tools objectively under realistic conditions. Approximately 30 members from all ranks of the department conducted the evaluation process, including over 12 hours of time in the junkyard. At the conclusion of the evaluations the tool of choice, by an overwhelming majority, was the T-ITT-T brand of hydraulic tools.
