HomeMy WebLinkAboutR-2006-205 Rhodes Insurance Group RESOLUTION NO. 2006-205 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE CITY HEALTH PLAN CONSULTANT SERVICES FROM THE RHODES INSURANCE GROUP, INC.; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission, if unusual conditions are present; and WHEREAS, the City Manager has determined that it is necessary to continue to purchase health consultant services in an amount not to exceed $18,000.00 from The Rhodes Insurance Group, Inc.; and WHEREAS, the City Manager has determined that such purchases can be made at the least cost to the City by purchasing such services from the Rhodes Insurance Group, Inc.; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to pay The Rhodes Insurance Group, Inc. an amount not to exceed $18,000.00 ($1,500.00 per month, for one year) for City health plan consultant services, to include items specified in the November 13, 2006 letter sent to Ms. Mary McDonald, Director of the City Human Resources and Risk Management Department, a copy of which letter is attached and incorporated by this reference. Section 2. That all resolutions or parts of resolutions in conflict with this Resolution shall be repealed to the extent of such conflict. Section 3. Dania Beach Boulevard Dania Beach, FL 33004 Re: Employee Benefit Consulting Proposal—Continuation of Services Dear Mary, Per our discussion last week, I have outlined below the list of services which we propose to continue as it relates to the City of Dania Beach's group benefit plans for employees. • Collect and monitor monthly benefit plan experience. We will also identify and analyze emerging experience trends to prepare for budget forecasts. ® Gather and prepare market comparisons of contributions and benefits for future planning as needed. ® Attend all meetings as requested regarding the group benefit plans including meetings with collective bargaining groups. ® Assist with the resolution of any benefit plan or provider network issues as they arise. ® Provide ongoing technical advise as necessary. This would include information about legislative changes and their potential impact on plan costs and interpreting and clarifying regulations. In addition, we will provide technical feedback on any future plan changes that may be considered. • Assist with the preparation of all communications concerning employee benefit plans. 13 Provide assistance to Human Resources in resolving difficult claim and service problems as they occur. ® Negotiate the self-funded plan renewals and assist with timely implementation. Assist in the gathering of information for the City's actuarial reports as well as consultations with the City's designated actuary. • Specializing In Employee Benefits Mary McDonald • Employee Benefit Consulting Proposal Page 2 We are proposing a continuation of the flat monthly fee of$1,500 to provide the ongoing services to the City over a twelve month period beginning October 1, 2006 and ending September 30, 2007. The field of employee benefits continues to present challenges to employers which requires the use of experienced benefit resources. Escalating health care costs present financial challenges to the City. Effective management of these costs include investing in professional consultative services for long term health care strategies. This includes analysis of the City's current health care programs, designing long range plans for health care, plotting our costs against trends, evaluating fully funded options against self insured options, negotiating discounts in high cost areas, providing education, assessing the impact on the City's health plan should our group size be reduced and identifying cost effective providers of all services.
