A RESOLUTION OF THE CITY OF DANIA BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
APPLY FOR THE 30TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM (2004-2005)
IN THE TOTAL AMOUNT OF $251,012.00; PROVIDING
FUNDING FOR LIGHTING IMPROVEMENTS IN THE
AMOUNT OF $28,512.00 AND NEEDS ASSESSMENTS
AND CPTED STUDIES OF SEVEN AREAS AS WELL AS
A NEEDS ASSESSEMENT STUDY IN ONE AREA WITHIN
THE CITY OF DANIA BEACH AND IN THE AMOUNT OF
$222,500.00; AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO EXECUTE SAID APPLICATION;
FURTHER AUTHORIZING THE ACCEPTANCE AND
EXECUTION OF SAID GRANT AGREEMENT UPON ITS
AWARD; FURTHER, PROVIDING FOR AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA.
Section 1. That certain 30th year applications for the Community Development
• Block Grant program for 2004-2005 fiscal year for Lighting Improvements on SW 5
Court, Phippens Road, SW 1 Street, SW 4 Avenue, SW 5 Avenue, SW 6 Avenue, SW 7
Avenue, SW 8 Avenue and West Dania Beach Boulevard; a total of 70 lights in the
amount of $28,512.00 and seven Needs Assessment and CPTED Studies in seven (7)
areas, specifically Census Tract 804.02 Block 1; 804.03 Block 2; 804.03 Block 3; 804.04
Block 1; 804.04 Block 3; 801 Block 4 and 805 Block 3 and a Needs Assessment Study
for the Boisey Waters site in Census Tract 805 Block 4 in the amount of $222,500.00
between the City of Dania Beach, Florida and Broward County, in substantial form as
Exhibit "A", attached, is approved and the appropriate city officials are authorized to
execute it. Further, authorizing acceptance and execution of said grant agreement
upon its award. The City Manager and City Attorney are authorized to make minor
revisions to said application and agreement as are deemed necessary and proper for
the best interests of the City.

Section 2. That this resolution shall be in force and take effect immediately upon
its passage and adoption.
Section 3. That upon execution of the agreement, it hereby authorizes the
Finance Director to appropriate the budget by the award amount in grant revenue and
appropriate expenditure account.

a. Project Goals and Quantifiable Objectives: Describe how goals and
objectives will benefit low income persons or eliminate or prevent
slum and blighted conditions, or impact a problem or need of
particular urgency.
The City of Dania Beach, in its continuing effort to provide safety and
reduce crime with the North West community, proposes to provide seventy
(70) new bullet-proof street lights to be placed along SW 5t Court,
Phippens Road, SW 1st Street, SW 4th Avenue, SW 5th Avenue, SW 6th
Avenue, SW 7th Avenue and SW 8th Avenue, from Stirling Road to and
including West Dania Beach Boulevard.
Many of the improvements to this community over the past few years,
provided by both CDBG and City funding, have reduced drug and illicit
activities just north of the proposed project. But, we are now seeing an
increase in these activities within the proposed project area. Surveys
t taken by Broward Sheriff's Office indicate that there is a great need for
increased lighting on SW 5th Court and improved street lighting on
surrounding streets. The existing street lights are being replaced on a
continuous basis due to destruction by gun fire. Providing bullet-proof
shields to all street lights and additional street lighting along SW 5th Court
will resolve the replacement issue as well as increasing visibility. As the
survey by BSO states, increased lighting deters criminal activity such as
drugs, prostitution, burglary, etc.
A survey of the area indicates that 70 street poles exist and we request
the funding to provide new lights and bullet-proof shields.
b. Detailed Scope of Services: The scope of services should explain
exactly what will be accomplished with the funds requested.

shields and new lights (a total of 70):

The City of Dania Beach has successfully managed a number of CDBG
grant projects. The city has also managed other federal grants such as
the Local Law Enforcement Block Grant (LLEBG) as well as a variety of
State and County grants.

7. Description: Describe the outcome(s) of the project. Description is to
include time frame for start-up and completion, street location of the
service and census tract(s). Describe the service area.
a. Project Description: Capital improvements should state anticipated
linear feet of project or number and description of public facilities.
Public service projects should specifically state number of clients
per year. Housing development or rehabilitation should state
number of housing units. Economic development projects, should
state number of businesses to be assisted,jobs created and
describe loans available.
The City of Dania Beach, once approved for funding will purchase 70
bullet-proof shields and in conjunction with Florida Power and Light, will
install new lights and the shields.
b: Time Frame: What is the time frame for start-up and completion after
notification of funding award. Indicate what funding commitment is
required to provide for timely project start-up.
Once Notice to Proceed is received, the City of Dania Beach will order the
bullet-proof shields and begin contact with Florida Power and Light to
coordinate installation of new lights and shields. Anticipated coordination
to be three months, with completion of project within 90 days. Therefore,
once Notice to Proceed is received, the City of Dania Beach will complete
the project in a timely manner, a six month timeline.

• 9. Budget Narrative Instructions: The budget narrative statement should
provide a detailed explanation justification for each cost category space
shown in the Budget Table on page 5. The budget narrative should identify
non-CDBG resources to be utilized in financing including mortgages or
construction financing for the project. Also, specify the costs for which
CDBG funding is being requested and the costs to be covered by non-
CDBG resources. Additional pages can be added, if necessary.
10. Describe and calculate Leveraging: Describe and attach supporting
documentation including letter of commitment, resolutions, minutes of
meetings, etc. providing the specific resources the applicant will commit to
the project identified in columns 2 and 3 of the Budget Table above.
Include and identify in-kind contributions, sweat equity and other

1. For economic development projects, the value of the jobs
produced in the previous year can be used as leverage.
Documentation must be provided showing name of business,
title of job and salary.

Leveraging will be computed by taking into account the total dollar

In computing Total Cost of the project, funding from all sources for
the project must be added. This includes Federal funds, State funds,

In-Kind Contributions are non-cash items. Non-cash items are
contributions to the project, e.g., labor, office space, use of

equipment, etc that do not involve cash payments by the entity.
However, a dollar value must be given to in-kind and it must be
added to the cost of the project. In-kind contributions must be
accounted for and included in the financial audit of the funded entity.

Plan provides long-range policy guidance for the orderly social,
economic and physical growth of the state. The Strategic Regional
Policy Plan for South Florida specifically addresses housing and
economic development.
A copy of the application was provided to the South Florida Regional
Planning Council. Upon preliminary review, Ms. Christina Miskis of the
South Florida Regional Planning Council indicates that the proposed
project is compatible with the aforementioned policies.

a. Project Goals and Quantifiable Objectives: Describe how goals and

The City of Dania Beach proposes to hire an engineering firm to conduct a
Needs Assessment and CPTED Study of seven (7) areas that have been
identified as eligible for CDBG funding. The final area (area eight (8))
involves two parcels of land and a building. A Needs Assessment Study
will be conducted to determine the best use for this building and land.
Possible consideration would be a Community Center, a passive park or
activity based park, etc. The Study will allow the City of Dania Beach to
determine the best use of this area for our residents.
All of these areas are located both east and west of 1-95, the majority
being in the newly annexed part of Dania Beach, areas that have been
neglected over the past years. Many of these neighborhoods have no
street lights, no sidewalks, drainage issues and problems with crimes such
as theft of vehicles, burglary of houses and fear of muggings. These are
general issues known to the City that need to be addressed. The
proposed studies will include known issues as well as traffic issues, crime
prevention, neighborhood signage and neighborhood beautification.
The proposed studies will insure that the City of Dania Beach will have a
strategic implementation plan for all required improvements in each area.
Because of the neglect of these areas, the slum and blighted condition
exists. The City feels that these studies will provide all the information
needed to eliminate the slum and blighted conditions, thereby increasing
the safety of the residents, increasing the beautification and accessibility
within each neighborhood, reducing crime and ultimately providing a better
community.

• The Scope of Services will be as follows:
Conduct a Needs Assessment of each community and a Preliminary
Crime Prevention through Environmental Design (CPTED) Study. Both of
these studies will be provided for by a professional consulting service,
including a CPTED certified urban planner. The needs assessment and
study will collect data, provide an inventory and analysis of each study
area, and develop a Strategic Plan for implementation. Studies will
include:

The City of Dania Beach will provide the continuation of this project when
the implementation report is received. Future CDBG funding will be
requested for some of the anticipated improvements. All improvements
(both CDBG funded and City funded) and maintenance will be provided by

an RFP process, to hire an engineering firm to conduct a Needs
Assessment and CPTED Study of seven (7) areas and a Needs
Assessment Study of one (1) area, which have all been identified as
eligible for CDBG funding. The assessments and studies will collect data,
provide an inventory and analysis of each study area, and develop a
Strategic Plan for implementation.

advertisement for the Assessment Studies and CPTED Studies. The RFP
process and award of the project is anticipated to be completed within
three months. The studies are projected to take six months to complete.
Therefore, once Notice to Proceed is received, the City of Dania Beach
will complete the project in a timely manner, a nine month timeline.

9. Budget Narrative Instructions: The budget narrative statement should
provide a detailed explanation justification for each cost category space
shown in the Budget Table on page 5. The budget narrative should identify
non-CDBG resources to be utilized in financing including mortgages or
construction financing for the project. Also, specify the costs for which
CDBG funding is being requested and the costs to be covered by non-
CDBG resources. Additional pages can be added, if necessary.
The proposed project will comprise of Needs Assessment Studies and CPTED
Studies. A consulting firm specializing in these types of studies will be awarded
the project through a RFP process. There are seven specific areas to be
evaluated through both of these studies and one area where a Needs
Assessment Study only will be performed. The estimated cost for the seven (7)
areas is $30,000.00 and the Needs Assessment only study is estimated to be
$12,500.00.
10. Describe and calculate Leveraging: Describe and attach supporting
documentation including letter of commitment, resolutions, minutes of
meetings, etc. providing the specific resources the applicant will commit to
the project identified in columns 2 and 3 of the Budget Table above.

1. For economic development projects, the value of the jobs
produced in the previous year can be used as leverage.

In-Kind Contributions are non-cash items. Non-cash items are

equipment, etc that do not involve cash payments by the entity.
However, a dollar value must be given to in-kind and it must be
added to the cost of the project. In-kind contributions must be
accounted for and included in the financial audit of the funded entity.

The City of Dania Beach has an opportunity to apply for the 30th yr Community Development Block
Grant (CDBG) in the total amount of$251,012.00. Staff recommends a lighting project in the amount
of$28,512.00 an seven Needs Assessments and CPTED studies and one Needs Assessment Study
in areas that are eligible for CDBG funding. These studies will provide a project plan for each area
with regards to drainage, street lighting, sidewalks, traffic calming, crime prevention, signage, etc.
